(Photo courtesy of the Ministry of Foreign Affairs of Russian Federation)<\/p>\n<p>\u201cSpeaking of the politics of the West in the far North: they are simply creating security threats for our country,\u201d said Maria Zakharova, spokesperson for Russia\u2019s Ministry of Foreign Affairs, in Russian at a news conference in March.<\/p>\n<p>Those \u201csecurity threats\u201d increase the risks of \u201cunintentional incidents, which in case of a negative scenario could lead to a beginning of a military confrontation.\u201d<\/p>\n<p>The Arctic has been considered a region of low international tensions for decades. In 1987, Soviet leader Mikhail Gorbachev described the Arctic as a \u201cpeace and co-operation zone\u201d \u2014 a sentiment later shared by all eight Arctic nations: Canada, United States, Russia, Norway, Denmark, Finland, Iceland and Sweden.<\/p>\n<p>But things have changed, and Zakharova\u2019s statement is just one of the latest signs of that, says Alison LeClaire, Canada\u2019s former ambassador to Russia.<\/p>\n<p>The statement was Russia\u2019s \u201csignal\u201d that it wants to be taken into account as other Arctic nations build up their military capacities in the North, she said.<\/p>\n<p><a rel=\"nofollow noopener\" href=\"https:\/\/nunatsiaq.com\/ads\/260410-pspc-space-for-lease\/\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" width=\"373\" height=\"331\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/04\/260410.100.93.png\" class=\"no-lazy-load wp-post-image\" title=\"\" aria-hidden=\"true\" alt=\"\"\/><\/a><\/p>\n<p>\u201cJust remember, as you have all of these conversations about what you\u2019re doing in the Arctic, that we are watching and we are listening, and it\u2019s not a really a great idea to leave us out of the conversation,\u201d LeClaire said, describing what she believes Russia\u2019s message is.<\/p>\n<p>In the meantime, Canada is continuing to \u201cmonitor developments and take steps to deter threats to allied security,\u201d said Thida Ith, spokesperson for Global Affairs Canada, in an emailed response to Zakharova\u2019s statement.<\/p>\n<p>In the years since Russia invaded Ukraine in 2022, Arctic nations including Canada have realized the need to increase their military presence in the region.<\/p>\n<p>\u201cThe Arctic is no longer a low-tension region,\u201d said then-foreign affairs minister M\u00e9lanie Joly in 2024 when <a href=\"https:\/\/nunatsiaq.com\/stories\/article\/new-policy-represents-shift-in-canadas-role-in-arctic-foreign-minister\/\" rel=\"nofollow noopener\" target=\"_blank\">announcing<\/a> the federal government\u2019s $34.7-million Arctic Foreign Policy.<\/p>\n<p>\u201cGuardrails that prevent conflict are increasingly under immense strain.\u201d<\/p>\n<p>Since then, the federal government has announced billions of dollars in Arctic defence spending, including $2.7 billion for seven Arctic <a href=\"https:\/\/nunatsiaq.com\/stories\/article\/opportunity-for-everybody-in-defence-network-for-arctic-military-official-says\/\" rel=\"nofollow noopener\" target=\"_blank\">operational support hubs and nodes<\/a>, $32 billion for <a href=\"https:\/\/nunatsiaq.com\/stories\/article\/carney-announces-35b-plan-to-defend-arctic\/\" rel=\"nofollow noopener\" target=\"_blank\">upgrades<\/a> to the air force\u2019s northern forward operating locations, and $7 billion for an over-the-horizon <a href=\"https:\/\/nunatsiaq.com\/stories\/article\/biden-trudeau-promise-upgrades-to-arctic-defence\/\" rel=\"nofollow noopener\" target=\"_blank\">radar system<\/a>.<\/p>\n<p><a rel=\"nofollow noopener\" href=\"https:\/\/nunatsiaq.com\/ads\/250404-gn-hiring\/\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" width=\"373\" height=\"331\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/07\/250404.100.86.jpg\" class=\"no-lazy-load wp-post-image\" title=\"\" aria-hidden=\"true\" alt=\"\"\/><\/a><\/p>\n<p>Russia and China pose the most significant threat to Canada\u2019s interests in the Arctic, says Canadian Armed Forces Maj.-Gen. Michael Wright.<\/p>\n<p>Despite that, \u201cthe threat of a Russian incursion into Canada\u2019s Arctic is low,\u201d he said in a Senate report titled Arctic Security Under Threat, published in June 2023<\/p>\n<p>LeClaire agrees.<\/p>\n<p>\u201cI think it\u2019s important to understand that for Russia the current rules in the Arctic really work,\u201d she said.<\/p>\n<p>Over the years, Russia has followed conventions and regulations governing the Arctic. The current order has allowed Russia to achieve its economic and military goals in the region, so it wouldn\u2019t want that to change, Leclaire said.<\/p>\n<p><a rel=\"nofollow noopener\" href=\"https:\/\/nunatsiaq.com\/ads\/2026-krg-annual\/\" target=\"_blank\"><img loading=\"lazy\" decoding=\"async\" width=\"373\" height=\"331\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/03\/260227_nunavikparks_annual.jpg\" class=\"no-lazy-load wp-post-image\" title=\"\" aria-hidden=\"true\" alt=\"\"\/><\/a><\/p>\n<p>From 2014 to 2019, Russia established 14 airfields, six military bases, refurbished 16 Soviet-era deepwater ports, and established 10 border posts in the Arctic according to the Arctic Institute, a U.S.-based think tank.<\/p>\n<p>Russia\u2019s intelligence services have engaged in \u201cforeign interference activities\u201d in Canada\u2019s Arctic, according to a 2024 report from CSIS, Canada\u2019s spy agency.<\/p>\n<p>The report didn\u2019t specify what those activities are, but said the agency is working to \u201ccounter threats posed by the Russian Federation towards Canada\u2019s Arctic sovereignty.\u201d<\/p>\n<p>All that could potentially lead to the kind of \u201cunintentional incidents\u201d that Zakharova was talking about, LeClaire said.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-259588\" class=\"size-full wp-image-259588\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/04\/moscow-moscou-rep.jpg\" alt=\"\" width=\"400\" height=\"400\"  \/><\/p>\n<p id=\"caption-attachment-259588\" class=\"wp-caption-text\">Canada\u2019s former ambassador to Russia, Alison LeClaire, says a military confrontation between Canada and Russia in the Arctic is unlikely. (Photo courtesy of Government of Canada)<\/p>\n<p>\u201cIf you have more military traffic in a zone, you have a higher risk of those assets misunderstanding one another,\u201d she said.<\/p>\n<p>If such incidents arise, they would come at a time when Canada and Russia have largely ended their \u201cchannels of communication\u201d that could have helped to de-escalate the situation, she said.<\/p>\n<p>\u201cBut I don\u2019t think Russia presents a physical threat to Canada in the Arctic,\u201d LeClaire said.<\/p>\n<p>\u201cI know it\u2019s a view out there \u2014 it doesn\u2019t make any sense to me.
