The federal government is \u201cvery\u00a0seriously\u201d\u00a0considering\u00a0introducing a\u00a0social\u00a0media<\/a>\u00a0ban\u00a0for\u00a0kids, Culture\u00a0Minister\u00a0Marc Miller said Wednesday, days after party members voted in favour<\/a> of a such a\u00a0ban\u00a0at the Liberal party convention.<\/p>\n

\u201cI respect and acknowledge the work that\u2019s been done and the concern where that policy proposal came from,\u201d Miller told reporters on Parliament Hill.<\/p>\n

\u201cThe grassroots have spoken. We do have to study that.\u201d<\/p>\n

In Montreal on Saturday, party members passed a non-binding resolution calling on the government to set 16 as the minimum age\u00a0for\u00a0access to\u00a0social\u00a0media\u00a0accounts.<\/p>\n

A\u00a0ban\u00a0could be an important tool but it\u2019s not a solution<\/a> to the bigger problem of online harms, Miller said.<\/p>\n

\u201cI do think it could be an important layer, but it has to be seen as that and not as the answer to everything. Online harms don\u2019t end as soon as you turn 15 or 16 or 17,\u201d he said.<\/p>\n

Public Safety\u00a0Minister\u00a0Gary Anandasangaree said the government would take the will of the convention into consideration.<\/p>\n

\u201cOur policies are informed by a range of different stakeholders, including what people at conventions say. And this was a convention with over 4,500 people, a\u00a0very\u00a0loud voice and a\u00a0very\u00a0significant voice, but we\u2019ve also heard from Canadians from coast to coast to coast,\u201d Anandasangaree told reporters.<\/p>\n

Justice\u00a0Minister\u00a0Sean Fraser said the government is\u00a0considering\u00a0a number of different options. He added the government takes note of party members\u2019 decisions, but isn\u2019t bound by them.<\/p>\n

\u201cWe would give it the consideration that it deserves, but we want to make sure that we have the full benefit of the deep policy advice from people whose full-time job it is to understand the consequences,\u201d he said.<\/p>\n

\u201cResolutions that are adopted by the party obviously have a broad base of political support, but they aren\u2019t necessarily benefiting from the same level of advice and consideration.\u201d<\/p>\n

Last December, Australia became the first country to pass a law enforcing age limits on\u00a0social\u00a0media\u00a0accounts. The idea has since gained traction elsewhere.<\/p>\n

The EU has developed an age verification app that will be available\u00a0for\u00a0use soon, Reuters reported Wednesday. European Commission President Ursula von der Leyen said the app will require users to upload their passport or ID card to confirm their age anonymously, the news agency reported.<\/p>\n

It noted at \u200bleast a dozen European countries are\u00a0considering\u00a0or have put in place legislation that sets a minimum age\u00a0for\u00a0social\u00a0media\u00a0use.<\/p>\n

In Canada, the federal government plans to introduce an online harms bill and is consulting with an expert advisory group on what the legislation should look like. Miller, who is taking the lead on the file, declined to give a timeline\u00a0for\u00a0introducing the bill.<\/p>\n

The government\u2019s move to consider age restrictions\u00a0for\u00a0social\u00a0media\u00a0and chatbots received support from Conservative and NDP MPs Wednesday.<\/p>\n

Conservative MP Michael Barrett said it\u2019s an important question and a committee study \u201cwhere we could hear from experts, instead of simply a proclamation from government or from people in the industry about what they think it should look like, is the best way to proceed with it.\u201d<\/p>\n

NDP parliamentary leader Don Davies said every parent in the country is worried about their\u00a0kids\u00a0accessing inappropriate content online, and there is a need\u00a0for\u00a0government regulation in this space.<\/p>\n

While he said he didn\u2019t want to comment specifically on age restrictions, Davies added, \u201cI know some other countries are moving in that direction, so I think it\u2019s something Canada should look at.\u201d<\/p>\n

The government is leaving it to the expert group to weigh in on whether the legislation should also cover access to AI chatbots, Miller said.<\/p>\n

\u201cThe more these things become prevalent and people have access to them and they are in fact causing harm, then you feel the people that are supporting these platforms or the owners of these chatbots have a responsibility,\u201d he said.<\/p>\n

On Saturday, the Liberals also adopted a similar non-binding resolution to set age restrictions\u00a0for\u00a0AI chatbots.<\/p>\n
