However, Nvidia claimed that it <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.tomshardware.com\/tech-industry\/nvidia-has-received-pos-from-chinese-customers\" data-url=\"https:\/\/www.tomshardware.com\/tech-industry\/nvidia-has-received-pos-from-chinese-customers\" data-hl-processed=\"none\" data-mrf-recirculation=\"inline-link\" data-before-rewrite-localise=\"https:\/\/www.tomshardware.com\/tech-industry\/nvidia-has-received-pos-from-chinese-customers\" rel=\"nofollow noopener\" target=\"_blank\">already received orders and export licenses<\/a> for multiple Chinese customers at GTC 2026 last month. These conflicting statements make the current situation unclear \u2014 especially as it\u2019s also been reported that AI chip exports are bottlenecked at the Bureau of Industry and <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.tomshardware.com\/tag\/security\" data-auto-tag-linker=\"true\" data-url=\"https:\/\/www.tomshardware.com\/tag\/security\" data-hl-processed=\"none\" data-mrf-recirculation=\"inline-link\" data-before-rewrite-localise=\"https:\/\/www.tomshardware.com\/tag\/security\" rel=\"nofollow noopener\" target=\"_blank\">Security<\/a>, where undersecretary Jeffrey Kessler has reportedly been <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.tomshardware.com\/tech-industry\/us-export-control-agency-has-lost-nearly-a-fifth-of-its-licensing-staff\" data-url=\"https:\/\/www.tomshardware.com\/tech-industry\/us-export-control-agency-has-lost-nearly-a-fifth-of-its-licensing-staff\" data-hl-processed=\"none\" data-mrf-recirculation=\"inline-link\" data-before-rewrite-localise=\"https:\/\/www.tomshardware.com\/tech-industry\/us-export-control-agency-has-lost-nearly-a-fifth-of-its-licensing-staff\" rel=\"nofollow noopener\" target=\"_blank\">personally reviewing each individual application<\/a>.<\/p>\n<p>The U.S. is finally allowing Nvidia to export its chips to China again, with a 25% fee, and many major Chinese firms such as Alibaba and ByteDance were reportedly ready to order hundreds of thousands of Nvidia&#8217;s AI GPUs. However, Beijing has called for its customs officials to block H200 imports and has essentially only allowed universities and R&amp;D labs to acquire them. This is not surprising, as China has been pushing domestic companies to purchase locally-manufactured chips from Huawei, Alibaba, Baidu, Cambricon, Moore Threads, and others.<\/p>\n<p>This is unwelcome news for Nvidia CEO Jensen Huang, as the company\u2019s <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.tomshardware.com\/tech-industry\/nvidia-market-share-in-china-falls-to-less-than-60-percent-chinese-chip-makers-deliver-1-65-million-ai-gpus-as-the-government-pushes-data-centers-to-use-domestic-chips\" data-url=\"https:\/\/www.tomshardware.com\/tech-industry\/nvidia-market-share-in-china-falls-to-less-than-60-percent-chinese-chip-makers-deliver-1-65-million-ai-gpus-as-the-government-pushes-data-centers-to-use-domestic-chips\" data-hl-processed=\"none\" data-mrf-recirculation=\"inline-link\" data-before-rewrite-localise=\"https:\/\/www.tomshardware.com\/tech-industry\/nvidia-market-share-in-china-falls-to-less-than-60-percent-chinese-chip-makers-deliver-1-65-million-ai-gpus-as-the-government-pushes-data-centers-to-use-domestic-chips\" rel=\"nofollow noopener\" target=\"_blank\">market share in China has fallen to under 60%<\/a> \u2014 a big drop from the 95% share it had before the sanctions. Huang got into a <a data-analytics-id=\"inline-link\" href=\"https:\/\/www.tomshardware.com\/tech-industry\/nvidia-ceo-jensen-huang-nearly-lost-his-composure-when-pressed-on-selling-chips-to-china-youre-not-talking-to-someone-who-woke-up-a-loser\" data-url=\"https:\/\/www.tomshardware.com\/tech-industry\/nvidia-ceo-jensen-huang-nearly-lost-his-composure-when-pressed-on-selling-chips-to-china-youre-not-talking-to-someone-who-woke-up-a-loser\" data-hl-processed=\"none\" data-mrf-recirculation=\"inline-link\" data-before-rewrite-localise=\"https:\/\/www.tomshardware.com\/tech-industry\/nvidia-ceo-jensen-huang-nearly-lost-his-composure-when-pressed-on-selling-chips-to-china-youre-not-talking-to-someone-who-woke-up-a-loser\" rel=\"nofollow noopener\" target=\"_blank\">heated discussion during a podcast<\/a> with Dwarkesh Patel, disagreeing with a total ban of AI chip exports to China and reiterating that the the U.S. government should not let Chinese AI chips dominate over U.S. manufacturers just to make it harder for Chinese researchers to build their own AI models on the U.S. tech stack.<\/p>\n<p>Despite the limitations and uncertainties, demand for H200 chips is still high in China \u2014 even though it\u2019s behind the company\u2019s latest Blackwell and upcoming Vera Rubin AI GPUs.
