{"id":631506,"date":"2026-04-27T08:35:22","date_gmt":"2026-04-27T08:35:22","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/631506\/"},"modified":"2026-04-27T08:35:22","modified_gmt":"2026-04-27T08:35:22","slug":"manitoba-set-to-become-1st-province-to-ban-social-media-for-children","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/631506\/","title":{"rendered":"Manitoba set to become 1st province to ban social media for children"},"content":{"rendered":"<p>Manitoba could soon be the first province in Canada to ban <a href=\"https:\/\/globalnews.ca\/tag\/social-media\" target=\"_blank\" rel=\"noopener nofollow\">social media<\/a>, including AI chatbots, for youth, Premier <a href=\"https:\/\/globalnews.ca\/tag\/wab-kinew\" rel=\"nofollow noopener\" target=\"_blank\">Wab Kinew<\/a> said this weekend.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/01\/70c8fc80.png\" alt=\"\" style=\"position:absolute;width:1px;height:1px\" referrerpolicy=\"no-referrer-when-downgrade\"\/><\/p>\n<p>Kinew\u2019s announcement at an NDP fundraiser in Winnipeg comes as other provinces and the federal government are considering whether to implement similar restrictions.<\/p>\n<p>\u201cAs your premier, my most sacred responsibility is the protection and the safety of our children,\u201d he said.<\/p>\n<p>\u201cWe are going to take action on things that are really harming our kids. These are forces that contribute to anxiety and depression, these are forces that lead young women and girls being trafficked and these are forces that lead to too many of our precious children taking their own lives. I\u2019m talking about social media.\u201d<\/p>\n<p>Kinew said the platforms are doing \u201cvery, very awful things\u201d to children, adding they\u2019re designed to get people \u201caddicted to the infinite scroll\u201d by triggering the release of dopamine.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>The premier\u2019s plan for a ban isn\u2019t new.<\/p>\n<p>Members of the <a href=\"https:\/\/globalnews.ca\/news\/11798704\/social-media-ban-canadian-youth\/\" target=\"_blank\" rel=\"noopener nofollow\">federal Liberal party voted<\/a> earlier this month to set 16 as the age for Canadians to be able to use social media accounts during the party\u2019s policy convention.<\/p>\n<p>A few days later, Ontario Education Minister Paul Calandra said the Progressive Conservative government is also considering a total, province-wide prohibition on cellphones in elementary and high schools, along <a href=\"https:\/\/globalnews.ca\/news\/11806574\/ontario-social-media-ban-considered\/\" target=\"_blank\" rel=\"noopener nofollow\">with a social media ban<\/a> for children under 16.<\/p>\n<p>Saskatchewan Premier Scott Moe has said his government plans to <a href=\"https:\/\/globalnews.ca\/news\/11751671\/saskatchewan-potential-social-media-ban\/\" target=\"_blank\" rel=\"noopener nofollow\">ask the public their views<\/a> on a ban.<\/p>\n<p>\t\t\t\t\t<img decoding=\"async\" width=\"170\" height=\"225\" loading=\"lazy\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/01\/1767930311_275_national.jpg\" alt=\"Get daily Canada news delivered to your inbox so you'll never miss the day's top stories.\"\/><\/p>\n<p>\t\t\t\t\tGet daily National news<\/p>\n<p>Get daily Canada news delivered to your inbox so you&#8217;ll never miss the day&#8217;s top stories.<\/p>\n<p>These actions follow Australia passing its social media ban for the same age group in December. That law will also make platforms like TikTok and Meta liable for fines of up to C$45.5 million for systematic failures to prevent children under 16 from holding accounts.<\/p>\n<p>But while some provinces and the federal Liberals have suggested it, Kinew appears to be the first to be moving forward with it, though he did not say when his plan will be enacted. He also didn\u2019t specify the age range the law will target, or how a provincial government could have jurisdiction over such platforms.<\/p>\n<p>\t\t\t\t\t\t<img decoding=\"async\" class=\"c-video__image\" alt=\"Click to play video: 'Quebec petition pushes for social media ban for teens under 16'\" width=\"640\" height=\"360\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/04\/social_media_web_thumbnail_1280x720_.jpg\" loading=\"lazy\"   data-\/><\/p>\n<p>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t2:06<br \/>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tQuebec petition pushes for social media ban for teens under 16\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/p>\n<p>Carmi Levy, a technology analyst, said in an interview that the way a ban be implemented is another obstacle.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>He said the law in Australia requires social media companies to implement age verification technologies, but also to use AI to scan accounts for signs of whether they are the age they said they were when signing up.<\/p>\n<p>\u201cIt\u2019s not 100-per cent solution,\u201d he said. \u201cKids are managing to bypass it in Australia, and I think we would have to expect that the same thing would happen here, both in Manitoba as well in Canada.<\/p>\n<p>\n\t\t\tMore on Canada<br \/>\n\t\t\tMore videos\n\t\t<\/p>\n<p>\u201cThe trick is to ensure that the vast majority of kids are targeted, that the mass majority of kids are given other alternatives to unmitigated social media access and that their safety is maximized.\u201d<\/p>\n<p>Support for such rules around social media nationally is high, with an Angus Reid Institute poll in March finding banning those under 16 from the platforms would be \u201cwell-received.\u201d About 75 per cent of those surveyed said they support a full ban. The poll also showed 70 per cent of parents with kids in the household support the idea.<\/p>\n<p>There have also been questions since the mass shooting at Tumbler Ridge Secondary School about how the person behind the tragedy used OpenAI\u2019s ChatGPT. The 18-year-old was banned from using the AI chatbot due to worrisome interactions, but the company did not alert law enforcement and the shooter got around the ban by having a second account.<\/p>\n<p>Last week, OpenAI CEO Sam Altman <a href=\"https:\/\/globalnews.ca\/news\/11816272\/openai-ceo-apologizes-tumbler-ridge-not-alerting-police-shooters-account\/\" target=\"_blank\" rel=\"noopener nofollow\">issued an apology letter<\/a> to Tumbler Ridge, saying the company was \u201cdeeply sorry\u201d it did not alert law enforcement to the account that was banned in June.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>Federal Culture Minister Marc Miller has said earlier in April that the decision about a potential ban would be left to an expert panel currently examining online harms, to weigh in on whether the bill should cover AI chatbots.<\/p>\n<p>\u201cWe owe the next generation of Manitobans a simple promise, freedom,\u201d Kinew said on Saturday.<\/p>\n<p>\u201cFreedom from screen time.
