{"id":649638,"date":"2026-05-05T16:14:09","date_gmt":"2026-05-05T16:14:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/649638\/"},"modified":"2026-05-05T16:14:09","modified_gmt":"2026-05-05T16:14:09","slug":"premier-frechette-plans-to-renew-notwithstanding-clause-on-bill-96","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/649638\/","title":{"rendered":"Premier Fr\u00e9chette plans to renew notwithstanding clause on Bill 96"},"content":{"rendered":"<p>With just weeks to legislate before the National Assembly rises ahead of the election, Quebec Premier Christine Fr\u00e9chette plans to renew the notwithstanding clause on Bill 96.<\/p>\n<p>Hoping to bolster her nationalist image ahead of the election, Fr\u00e9chette\u2019s plan to renew the notwithstanding clause on the CAQ\u2019s signature language bill would shield it from constitutional scrutiny for another five years.<\/p>\n<p>Under the Canadian Charter of Rights and Freedoms, the notwithstanding clause expires after five years, unless renewed by lawmakers. For Bill 96, the five-year period ends in 2027, meaning the question of whether to renew the clause was expected to fall to the next government.<\/p>\n<p>Quebec Liberal Leader Charles Milliard ruffled feathers in his caucus last month when he said he would renew the constitutional shield. But he <a href=\"https:\/\/montrealgazette.com\/news\/provincial-news\/liberal-leader-nuances-his-pledge-to-use-the-notwithstanding-clause-on-bill-96\/\" type=\"link\" id=\"https:\/\/montrealgazette.com\/news\/provincial-news\/liberal-leader-nuances-his-pledge-to-use-the-notwithstanding-clause-on-bill-96\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">partially walked back the promise<\/a> just days later, telling reporters he would only renew the clause if necessary to preserve the elements of the language law he intends to keep.<\/p>\n<p>Milliard\u2019s about face prompted <a href=\"https:\/\/montrealgazette.com\/news\/provincial-news\/provincial-politics\/pq-denounces-liberals-milliard-for-wavering-on-notwithstanding-clause\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">sharp criticism from the Parti Qu\u00e9b\u00e9cois<\/a>, which accused him of bowing to \u201canglophone MNAs\u201d instead of standing up for the French language.<\/p>\n<p>MNAs return to work in Quebec City Tuesday for a short final session that will end in mid-June.
