{"id":651535,"date":"2026-05-06T12:45:23","date_gmt":"2026-05-06T12:45:23","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/651535\/"},"modified":"2026-05-06T12:45:23","modified_gmt":"2026-05-06T12:45:23","slug":"vancouver-mayor-opposes-overdose-prevention-site-across-from-busy-hotel-daily-hive","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/651535\/","title":{"rendered":"Vancouver mayor opposes overdose prevention site across from busy hotel | Daily Hive"},"content":{"rendered":"<p>Mayor Ken Sim is hoping to block a proposed overdose prevention site (OPS) in downtown Vancouver.<\/p>\n<p>His announcement came hours after Vancouver Coastal Health (VCH) announced the new location for the Thomus Donaghy OPS (TD OPS) at 900 Helmcken Street, between Burrard and Hornby Streets.<\/p>\n<p>That site is right across the street from one of Vancouver\u2019s busiest hotels, the Sheraton Wall Centre.<\/p>\n<p>Sim will bring forward a motion at Tuesday\u2019s Council meeting, which would direct City staff to \u201c\u2018use all tools available to the City\u2019 including permitting, licensing, servicing, and legal settlements as bases to prevent the opening of the new OPS.\u201d<\/p>\n<p>The OPS provides supervised consumption, drug checking, and other harm reduction services. Since the Province declared the toxic-drug crisis a public health emergency in 2016, illicit drugs have been the \u201cleading cause\u201d of death in B.C. for people aged 10 to 59, according to a release from VCH.<\/p>\n<p>B.C issued a ministerial order in 2016, which directed all regional health boards and B.C. Emergency Health Services to have overdose prevention services \u201cin any place required.\u201d<\/p>\n<p>This would be the third location of the site. It first opened in 2021 at <a href=\"https:\/\/dailyhive.com\/vancouver\/thomus-donaghy-overdose-prevention-site-ops-location-1060-howe-street-vancouver\" target=\"_blank\" rel=\"noopener nofollow\">1101 Seymour Street,<\/a>\u00a0and closed in 2024 after the municipal government did not renew the lease due to controversy, including complaints of public disorder, strewn garbage and needles, crime and public safety issues, and sidewalk encampments.<\/p>\n<p>The OPS then moved to Howe Street, which <a href=\"https:\/\/dailyhive.com\/vancouver\/thomus-donaghy-overdose-prevention-site-downtown-vancouver-1060-howe-street-closed\" target=\"_blank\" rel=\"nofollow noopener\">permanently closed on Jan. 31, 2026<\/a>, with the Vancouver Coastal Health (VCH) saying it was at the discretion of the property owner. Since then, they said that only limited and temporary services for its clients have been available.<\/p>\n<p>While VCH said that overdose prevention sites are \u201cevidence-based harm reduction services that can reduce the risk of death, help connect people to treatment, while also providing an alternative to public drug use,\u201d Sim disagreed.<\/p>\n<p>\u201cVancouver will not support solutions that fail both those who are struggling and the communities around them,\u201d said Sim in a release. \u201cWe have seen the disastrous impact when OPS sites are introduced without the right planning, oversight, and accountability.\u201d<\/p>\n<p>Sim also said that the status quo doesn\u2019t work, \u201cand frankly, it\u2019s never worked.\u201d<\/p>\n<p>He called on B.C. to implement mandatory care, saying that Vancouver has seen zero beds since Premier David Eby promised to create 400 involuntary care beds.<\/p>\n<p>In 2025, the B.C. Ministry of Health established <a href=\"https:\/\/www2.gov.bc.ca\/assets\/gov\/overdose-awareness\/ops_mss_final.pdf\" target=\"_blank\" rel=\"noopener nofollow\">minimum service standards for all OPS facilities in the province<\/a>, to ensure these facilities are good neighbours.<\/p>\n<p>The TD OPS is operated by the non-profit RainCity, which secured the new lease with support from the VCH. They found the location \u201cafter a lengthy search and feasibility assessment of all potential sites in the area,\u201d according to VCH\u2019s statement.<\/p>\n<p>VCH said they and RainCity \u201care committed to implementing a robust site management plan for the new OPS location,\u201d which includes screening, landscaping, litter management, access to outreach teams, and an embedded recovery navigator.<\/p>\n<p>They added that it has a number of benefits, including its closeness to VCH\u2019s Three Bridges Community Health Centre, where people can get access to primary health care, mental health and treatment, and public health services.\u00a0It also has outdoor space for observed inhalation, indoor space for observed injection and respite.<\/p>\n<p>\u201cAs street-based consumption is a recognized concern in this neighbourhood, the ability to offer a safe and private space for individuals to access services is an important feature of this site.\u201d<\/p>\n<p>With files from Kenneth Chan<\/p>\n","protected":false},"excerpt":{"rendered":"Mayor Ken Sim is hoping to block a proposed overdose prevention site (OPS) in downtown Vancouver.
