I wondered the same thing, but that\u2019s how Canada has been throughout its history,\u201d Diab said in response to a question from Conservative MP Costas Menegakis.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">She added, \u201cI agree with you. We should have it, and we are working towards it. That is the good news.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In the meantime, Ottawa is set to approve another <a data-yga=\"{\" ylinkelement=\"\" href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/corporate\/transparency\/transition-binders\/minister-2025-03\/immigration-levels-plan.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:210,700 foreign work permits;itc:0;sec:content-canvas\" class=\"link \">210,700 foreign work permits<\/a> this year, even as the number of temporary migrants now living illegally in the country could be in the hundreds of thousands.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Statistics Canada\u2019s official figures show that the number of non-permanent residents in the country <a data-yga=\"{\" ylinkelement=\"\" href=\"https:\/\/www150.statcan.gc.ca\/t1\/tbl1\/en\/tv.action?pid=1710012101&amp;pickMembers%5B0%5D=1.1&amp;cubeTimeFrame.startMonth=01&amp;cubeTimeFrame.startYear=2021&amp;cubeTimeFrame.endMonth=01&amp;cubeTimeFrame.endYear=2026&amp;referencePeriods=20210101%2C20260101\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:currently stands at about 2.7 million;itc:0;sec:content-canvas\" class=\"link \">currently stands at about 2.7 million<\/a>. However, as <a data-yga=\"{\" ylinkelement=\"\" href=\"https:\/\/www.statcan.gc.ca\/en\/sc\/video\/non-permanent-residents\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:outlined by the statistics agency;itc:0;sec:content-canvas\" class=\"link \">outlined by the statistics agency<\/a>, this figure largely derives from data from Immigration, Refugees and Citizenship Canada (IRCC) on permitted migrants, and can only make estimates on how many unpermitted migrants have left.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In a 2024 briefing note, the IRCC wrote that the number of \u201cundocumented migrants\u201d living in Canada \u201ccould be as high as 500,000 persons.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cWhy are you letting in so many temporary foreign labourers when you don\u2019t have a way to track people whose permits might have expired. Like, why are you doing that?\u201d Michelle Rempel Garner, the Conservatives\u2019 immigration critic, asked Diab on Monday.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The minister replied, \u201cI\u2019ve travelled across the country; businesses, communities in all parts of the country are needing foreign workers.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Between 2022 and 2024, the Liberal government admitted a record number of \u201cnon-permanent residents\u201d; a category encompassing everyone from asylum seekers to international students to temporary foreign workers.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">In the peak year of 2023, for instance, immigration officials approved <a data-yga=\"{\" ylinkelement=\"\" href=\"https:\/\/www.rbc.com\/en\/economics\/canadian-analysis\/featured-analysis\/insights\/proof-point-international-student-cap-wont-immediately-cut-rental-demand-in-canada\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:an unprecedented;itc:0;sec:content-canvas\" class=\"link \">an unprecedented<\/a> 684,000 study permits and 240,000 <a data-yga=\"{\" ylinkelement=\"\" href=\"https:\/\/ici.radio-canada.ca\/rci\/en\/news\/2107506\/businesses-face-new-limits-on-temporary-foreign-worker-program\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:new slots;itc:0;sec:content-canvas\" class=\"link \">new slots<\/a> for temporary foreign workers. And this was all in addition to that year\u2019s <a data-yga=\"{\" ylinkelement=\"\" href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/corporate\/transparency\/committees\/pacp-dec-05-2023\/asylum-claimants-safe-third-country-agreement.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:historically high rate;itc:0;sec:content-canvas\" class=\"link \">historically high rate<\/a> of asylum claimants, which averaged about 400 per day.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">All told, in just the three years between 2021 and 2024, Statistics Canada figures show that the country\u2019s non-permanent residents grew from 1.4 million to 3 million \u2014 the equivalent of adding the entire population of Manitoba.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The Liberals under Prime Minister Mark Carney have touted <a data-yga=\"{\" ylinkelement=\"\" href=\"https:\/\/www.canada.ca\/en\/immigration-refugees-citizenship\/corporate\/mandate\/corporate-initiatives\/levels\/supplementary-immigration-levels-2026-2028.html\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:sharp reductions;itc:0;sec:content-canvas\" class=\"link \">sharp reductions<\/a> in the number of new visas being handed out. The Government of Canada\u2019s official webpage on immigration levels, for instance, notes that the 155,000 new foreign students entering Canada this year are \u201c49 per cent fewer than last year\u2019s target.\u201d<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But as was a theme in Monday\u2019s committee hearing, it\u2019s not known how many of the previous migrants are actually leaving when asked, be it a rejected asylum claimant or a temporary foreign worker with expired permits.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The hearing was dominated by discussions of a March auditor general\u2019s report finding that Canada had failed to investigate more than 100,000 cases of potentially fraudulent student visas.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Specifically, the <a data-yga=\"{\" ylinkelement=\"\" href=\"https:\/\/ca.news.yahoo.com\/only-fraction-153-000-flagged-154250192.html\" data-ylk=\"elm:link;elmt:article_link;slk:report found;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">report found <\/a>that between 2023 and 2024, 153,000 international students had been flagged as being non-compliant with the terms of their visa.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Immigration officials only had funding to investigate 4,000 of those, and many of those investigations failed simply because the foreign student refused to answer emails or phone calls. \u201cAbout 41 per cent of these cases could not be closed because of a lack of response from students,\u201d it read.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The report also found that the department did nothing about 800 cases of students discovered to have entered Canada using fraudulent documentation.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Diab could not answer how many of the 153,000 potentially non-compliant students were still in Canada, aside from the 14 per cent of them that had subsequently applied for refugee status.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But she did seem to say that the 800 known fraud cases were still in the country.
