The shooting death of two teenage boys in an underground parking garage in Surrey Sunday night was likely connected to the B.C. gang conflict, homicide investigators say.

Just after 10 p.m. Sunday (May 10), Surrey Police Service (SPS) officers responded to calls of a shooting in an underground parking lot in the 7000-block of 133B Street, where they found two teenage boys suffering from gunshot wounds.

Officers provided medical assistance until BC Emergency Health Services paramedics arrived, but despite life-saving efforts by police and paramedics, the teens were both pronounced dead at the scene, an SPS release said.

The victims, both residents of Surrey, were 18 and 16 years old, according to an Integrated Homicide Investigation Team (IHIT) release. IHIT has since taken conduct of the investigation.

In a media availability on Monday, May 11, Sgt. Freda Fong of IHIT said that, despite their youth, the two victims did have “previous interactions with police” and their deaths were likely connected to organized crime.

Fong noted it’s still early on in the investigation, but police are looking for “two or more” people in connection with the shooting.

Shortly after the deadly double shooting, a vehicle fire was reported in the area of 144 Street and 84 Avenue; investigators recovered a burned grey four-door sedan believed to be involved in the homicide and are actively working to identify the occupants who fled the scene, an IHIT release noted.

The type of firearm used in the shooting is not being disclosed.

IHIT investigators are working with their families to understand the victims’ lifestyles and their activities leading up to the shooting. While the motive is still under investigation, investigators believe this to be a targeted incident related to the BC gang conflict, IHIT said.

“This shooting has left two families grieving the loss of young lives taken far too soon,” Fong said in a press release. “Extensive work is underway as investigators pursue all available leads to identify and hold those responsible accountable.”

The shooting deaths come on the heels of a shooting outside a gas station in the 7100-block of 152 Street in the early morning hours of May 10, which sent two men to hospital in critical condition with gunshot wounds.

Fong said investigators are sharing information regarding the gas station shooting as they investigate the recent deaths.

On Monday, May 4, a man in his 30s was shot dead in broad daylight at his place of work in an office complex in Newton.

Mayor ‘outraged’ by gun violence in Surrey

Surrey Mayor Brenda Locke said she’s “outraged” by the recent shootings in the city that have left three people dead and two others in critical condition.

“This violence is unacceptable and deeply troubling for the people who live and work here,” she said.

“Gang activity has posed a serious threat to public safety in our city and across the region for decades, and it continues to put lives at risk today.”

Locke said she’s written to Surrey Police Board chair Harley Chappell calling for an “immediate review” of the decision to redeploy members of the Surrey Police Service gang unit to staff District 4 (Cloverdale) in April.

“These officers play a critical role in combating gangs, extortion, and targeted violence. The board should ensure that SPS has a clear plan to address gang activity in our city,” she said.

Surrey Police Chief Norm Lipinski said addressing gun violence and organized crime remains of “paramount importance” to SPS.

He said the Surrey Police Service’s eight-person gang crime unit was “temporarily repurposed” to support the extortion crisis response and then to address “accelerated transition timelines.”

He said some of the gang crime unit members remain actively engaged in gang-related policing, focused on extortion gangs under the SPS’ ‘Project Assurance’ team.

Lipinski added that the gang crime unit will begin returning to its regular duties in June, when the force’s next class of experienced officers is deployed and “operational capacity is strengthened.”
