Italians lose \u20ac22 billion euros on
\ngambling every year, a new report from the country’s top trade
\nunion and leading consumer group said Wednesday.

\n\t\t\t\tGambling is soaring in Italy, the report said.

\u00a0\u00a0\u00a0
\n\t\t\t\tIn 2025, total gambling volume reached a record \u20ac165.34 billion,
\na 5% increase over the previous year.
\n
\u00a0\u00a0\u00a0
\n\t\t\t\tThis figure is equivalent to 7.3% of GDP.
\n
\u00a0\u00a0\u00a0
\n\t\t\t\tBut citizens’ losses are also rising, amounting to \u20ac21.88
\nbillion, a figure roughly comparable to a government budget.

\u00a0\u00a0\u00a0
\n\t\t\t\tEach adult spent an average of \u20ac3,284 on gambling over the
\ncourse of the year. This is the increase in revenues from the
\nfourth edition of the “Black Book on Gambling,” the annual
\nreport produced by CGIL, Federconsumatori, and the Isscon
\nFoundation, in collaboration with Federconsumatori Modena.

\n\t\t\t\tThis year’s title is “The Losing State.”
\nThe most worrying growth, the report highlights, concerns online
\ngambling, which surpassed the \u20ac100 billion threshold in revenue
\nfor the first time in 2025 (\u20ac100.88 billion), a 9.5% increase
\nover 2024 and a whopping 221% compared to 2018.

\n\t\t\t\tActive online gamblers are estimated at 4.8 million, with
\nalarming growth among young people.
\n
\u00a0\u00a0\u00a0
\n\t\t\t\tA regional analysis is also included. In 2025, Isernia leads the
\nranking of provincial capitals with \u20ac6,307 per capita. Patti
\n(Messina) tops the ranking of Italian municipalities, with
\n\u20ac7,715 per capita in online gambling alone.

\n\t\t\t\tBut who benefits?
\nUltimately, the report argues, not the state, given the high
\nhealthcare and social costs it must bear, and certainly not the
\ncitizens: the only big winners are the businesses in the sector.

\n\t\t\t\tIn five years, their profits – the report calculates – have
\ngrown by 165% in real terms, with aggregate turnover reaching
\n10.4 billion euros in 2025.
