{"id":709751,"date":"2026-06-02T09:45:24","date_gmt":"2026-06-02T09:45:24","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/709751\/"},"modified":"2026-06-02T09:45:24","modified_gmt":"2026-06-02T09:45:24","slug":"quebec-to-probe-police-shooting-of-longueuil-teen","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/709751\/","title":{"rendered":"Quebec to probe police shooting of Longueuil teen"},"content":{"rendered":"<p>Quebec\u2019s Domestic Security Ministry will launch an administrative investigation into the fatal shooting of 15-year-old Nooran Rezayi by Longueuil police last September that will look at whether police obeyed the law after the shooting.<\/p>\n<p>The announcement comes a little more than six months after Longueuil Mayor Catherine Fournier\u00a0<a href=\"https:\/\/montrealgazette.com\/news\/longueuil-police-accused-of-breaking-protocol-after-killing-of-nooran-rezayi\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">publicly called on the province to open an investigation into the city\u2019s police service<\/a>\u00a0after letters sent by the head of the provincial agency investigating the killing to Longueuil\u2019s police chief alleged police failed to adhere to the laws and regulations that apply after an officer shoots a civilian.\u00a0<\/p>\n<p>\u201cWe must get to the bottom of things and shed full light on these events,\u201d Domestic Security Minister Ian Lafreni\u00e8re said in\u00a0<a href=\"https:\/\/www.facebook.com\/IanLafreniereVachon\/posts\/1397851855487320?ref=embed_post\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">a post on his Facebook page<\/a>. \u201cI am first and foremost the MNA for Vachon. These tragic events occurred here in our community, in St-Hubert. I reiterate my deepest sympathies to the family, loved ones and the entire community.\u201d<\/p>\n<p>The incident occurred Sept. 21 and was examined by Quebec\u2019s Bureau des enqu\u00eates ind\u00e9pendantes, which is called in whenever someone dies during a police operation in Quebec.<\/p>\n<p>In November, Brigitte Bishop, the director of the BEI, wrote a letter to Longueuil police chief Patrick B\u00e9langer stating that his officers had not followed their legal obligation to notify the BEI immediately after a civilian is killed and instead waited more than an hour and a half. Bishop also told B\u00e9langer that the BEI had learned officers had questioned witnesses who saw the shooting before the BEI arrived, a violation of provincial regulations.\u00a0<\/p>\n<p>\u201cPublic confidence in institutions requires clear, complete and transparent answers,\u201d Fournier said in a statement Monday, adding that she has spoken to Lafreni\u00e8re and that he has confirmed that the investigation will look at the issues she raised in December, including whether Longueuil police respected their legal and regulatory obligations, the role of police leadership \u201cas well as the causes, circumstances and consequences of the alleged failures.\u201d<\/p>\n<p>Nooran, who was born in Quebec to a family originally from Afghanistan, was killed in the borough of St-Hubert when Longueuil police officers responded to a 911 call reporting a \u201cgroup of armed people\u201d in a residential area. He was shot seconds after police arrived on the scene.\u00a0<\/p>\n<p><a href=\"https:\/\/montrealgazette.com\/news\/quebec-watchdog-submits-report-on-police-killing-of-15-year-old-nooray-rezayi-to-prosecutors\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">The BEI later confirmed\u00a0Nooran and the friends he was with were not armed.<\/a><\/p>\n<p>The BEI submitted its report to the prosecutors\u2019 office to determine whether criminal charges should be filed in connection with the incident in March and a parallel investigation by Montreal police into the shooting is ongoing.<\/p>\n<p>Lafreni\u00e8re said the investigator appointed by the province, Michel Bouchard, will have up to six months to examine the steps taken by Longueuil police that led to the BEI investigation and will be able make recommendations for improving the process.\u00a0<\/p>\n","protected":false},"excerpt":{"rendered":"Quebec\u2019s Domestic Security Ministry will launch an administrative investigation into the fatal shooting of 15-year-old Nooran Rezayi by&hellip;\n","protected":false},"author":2,"featured_media":709752,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[194292],"tags":[49,48,2338],"class_list":["post-709751","post","type-post","status-publish","format-standard","has-post-thumbnail","category-montreal","tag-ca","tag-canada","tag-montreal"],"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/posts\/709751","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/comments?post=709751"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/posts\/709751\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/media\/709752"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/media?parent=709751"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/categories?post=709751"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/tags?post=709751"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
