{"id":71761,"date":"2025-08-15T14:12:12","date_gmt":"2025-08-15T14:12:12","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/71761\/"},"modified":"2025-08-15T14:12:12","modified_gmt":"2025-08-15T14:12:12","slug":"cleanup-of-barrie-encampment-will-last-months-and-cost-millions","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/71761\/","title":{"rendered":"Cleanup of Barrie encampment will last months and cost millions"},"content":{"rendered":"<p>&#8216;The idea that we can let it go from one tent in any location to 20 or 50 or 100 is, quite frankly, the lesson that needs to be learned by the county, by the city,&#8217; says mayor<\/p>\n<p>A homeless encampment under lockdown by Barrie officials\u00a0after police completed what turned out to be a\u00a0double-murder investigation over the past week will remain closed for months and will cost millions to clean up, according to city council.<\/p>\n<p>Barrie city council held its executive committee meeting Wednesday evening, which lasted about an hour, with questions and answers back and forth on the issue.<\/p>\n<p>When asked about the cost of the cleanup of the encampment spanning\u00a0Victoria, Anne and John streets in Barrie, Michael Prowse, the city&#8217;s CAO,\u00a0said a \u201cballpark\u201d figure would be in the \u201cmillions of dollars.\u201d<\/p>\n<p>\u201cHow do we prevent something like this from happening in the future?\u201d asked Bryn Hamilton, Ward 10 councillor. \u201cThere are other encampments across the city. It\u2019s unacceptable on many, many fronts.\u201d<\/p>\n<p>Hamilton said she was \u201cfloored\u201d when she saw photos of the site in its\u00a0current state.<\/p>\n<p>\u201cI hope there is a lesson learned here,\u201d she added. \u201cWhy did we let this go?\u00a0Why did the county let this go?\u201d<\/p>\n<p>Prowse said the city was aware of these homeless sites and their overall conditions.<\/p>\n<p>\u201cThe challenge for the city \u2026 when we deal with an encampment, because of both legislation and rules of the courts, one of the first things we need to be able to confirm if there is adequate housing available through our service manager \u2014 that being the county,\u201d he said.<\/p>\n<p>Prowse said city council has been in discussions with the county, and the issue is \u201cnot new.\u201d<\/p>\n<p>Prowse believes the Victoria Street encampment housed as many as 100 people at the time of the site\u2019s closure.<\/p>\n<p>\u201cThe first bridge we would have to cross is we have to confirm with (the county) that we would have upwards of 100 rooms that are appropriate and adequate for those individuals before we can move them out of an encampment,\u201d he explained.<\/p>\n<p>\u201cThat has been a dead-end for the city as (the county) has been unable to provide and confirm that housing \u2026 that is the bridge we could not cross,\u201d Prowse said.<\/p>\n<p>Things changed, Prowse said, when the police investigation required them to \u201ccontrol the property and move out the individuals that were in the property.<\/p>\n<p>\u201cThey do that through their own purposes \u2014 they don\u2019t ask for rooms and they don\u2019t ask the city\u2019s permission,\u201d he said. \u201cWe were served with a search warrant, they closed off the site and they conducted their investigation \u2014 and some of that work is still ongoing.&#8221;<\/p>\n<p>Robert Ladouceur has been <a href=\"https:\/\/www.barrietoday.com\/police-beat\/breaking-man-charged-in-death-and-dismemberment-of-two-men-at-barrie-encampment-11078010\" rel=\"nofollow noopener\" target=\"_blank\">charged in the deaths and dismemberment of two men<\/a> in the Victoria Street encampment investigation, according to Barrie police on Thursday afternoon.<\/p>\n<p>The victims named by police are 45-year-old William \u2018Blake\u2019 Robinson and 41-year-old David Cheesequay.<\/p>\n<p>Prowse said police turned the property back to the city vacant,\u00a0but in \u201cterrible condition,\u201d last Friday.<\/p>\n<p>\u201cAs owners of the property, we have public safety concerns,\u00a0and with the site being vacant,\u00a0that presented to us both a window and a challenge, because the former tenants would surely move back into the site and reoccupy the site without us being able to clean it up,\u201d he said.<\/p>\n<p>The city reached out to agencies such as the Ministry of the Environment (MOE) and the local health unit. Prowse said the MOE showed up at the site;\u00a0the health unit did not.<\/p>\n<p>The Victoria Street site was deemed \u201cunsafe for human beings\u201d, which effectively triggered an \u201cemergency\u201d with the county, Prowse explained to city councillors.<\/p>\n<p>\u201cThat emergency unlocks additional funding and abilities, I believe, through the county, so they were able to cobble together \u2026 I think they had at least 60-odd rooms that they could confirm for the city,\u201d he said.<\/p>\n<p>The beds are located within Barrie, according to Prowse, and it\u2019s \u201ca very complex and fluid situation.\u201d<\/p>\n<p>Prowse said as of Wednesday, only six individuals had utilized the available rooms.<\/p>\n<p>\u201cWe are required by law to create a support system and expand it and invest in it, but the reality &#8211; for a hundred good reasons, I\u2019m sure, for these individuals who are unhoused \u2014 they are not able or willing to move into it,\u201d he said.<\/p>\n<p>\u201cIf there was 100 people on this site \u2014 we\u2019ve accounted for, effectively, six. There are 94 people who are living rough, living in the streets, who have simply migrated because of the work going on at the site,\u201d Prowse added.<\/p>\n<p>\u201cIt\u2019s just very complex and very challenging,\u201d he added. \u201cI think we\u2019ve already learned lessons from it.\u201d<\/p>\n<p>Prowse said the cleanup will \u201cprobably be going on for months.\u201d<\/p>\n<p>Mayor Alex Nuttall said the problem or the solution both incorporate Charter rights and freedoms.<\/p>\n<p>\u201cFreedom of mobility is one of those Charter rights and freedoms,\u201d he said.<\/p>\n<p>\u201cWe, as a body, can look after our land \u2026 but what we can\u2019t do is legislate an end to homelessness. It\u2019s a very, very difficult line to walk properly where you&#8217;re abiding by the provincial regulations and laws, and doing what we know is the right thing to do, because of various interpretations of those charter rights and those laws via the judiciary,&#8221; said Nuttall.<\/p>\n<p>\u201cWhat is really important is, how did we let it get here?\u00a0We didn\u2019t.
