{"id":718852,"date":"2026-06-06T11:07:10","date_gmt":"2026-06-06T11:07:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/718852\/"},"modified":"2026-06-06T11:07:10","modified_gmt":"2026-06-06T11:07:10","slug":"a-new-montreal-team-that-helps-spot-violent-relationships-already-has-a-waiting-list","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/718852\/","title":{"rendered":"A new Montreal team that helps spot violent relationships already has a waiting list"},"content":{"rendered":"<p>For someone to recognize that she feels like she is constantly walking on eggs in her relationship with a partner or spouse, or that she\u2019s unable to make decisions about even the most trivial things, like whether to have lunch at noon or at 1 p.m., is for that person to realize she might well be in the grip of coercive control.<\/p>\n<p>The term describes a pervasive \u2014 if often unrecognized \u2014 form of intimate partner violence in which someone is subjected to a pattern of manipulation, humiliation and intimidation designed to deprive her of her autonomy. Having begun with a love story, it is followed by an insidious taking of power of one person over another.<\/p>\n<p>For Sari Chengberlin, who has years of experience working with victims of intimate partner violence and family violence, coercive control is a familiar concept. To those experiencing it, however, it\u2019s \u201cnot always tangible.\u201d<\/p>\n<p>\u201cThe concept of coercive control is becoming better known,\u201d she said. \u201cIt\u2019s a concept I have been working with for a long time, although the term was not necessarily used. The difference is there is a name for it now \u2014 a term that helps us identify it.\u201d<\/p>\n<p>Chengberlin is a clinical activities specialist with a new team at the Centre int\u00e9gr\u00e9 universitaire de sant\u00e9 et de services sociaux du Centre-Sud-de-l\u2019\u00cele-de-Montr\u00e9al (CCSMTL). The mission of the team, known as the \u00c9quipe Violence conjugale et intrafamiliale \u2014 \u00c9quipe VCI for short \u2014 is to offer specialized psycho-social support to people experiencing intimate partner violence or family violence. Coercive control can also be used to dominate a family member.<\/p>\n<p>The five-member \u00c9quipe VCI works out of offices in two CLSCs in the CCSMTL territory \u2014 CLSC Ste-Catherine and CLSC Verdun: The role of its professionals is to follow up with victims of these forms of violence who live in the territory, a 46-square-kilometre area incorporating the boroughs of Ville-Marie, Sud-Ouest, Verdun, Plateau-Mont-Royal and part of Rosemont\u2013La Petite-Patrie.<\/p>\n<p>Access to the team\u2019s services is by referral, from within the CCSMTL or by community organizations in the territory. Although it has been in place only since last fall, there is already a waiting list.<\/p>\n<p>The CCSMTL is one of five CIUSSSes on the island of Montreal. Known in English as integrated university health and social service centres but referred to generally by their French-language acronym CIUSSS, these regional boards are responsible for managing health, social services and community services across specific geographic territories. At least for now, the CCSMTL is the only one with an \u00c9quipe VCI.<\/p>\n<p>A client might be someone who \u201cknows she is in a toxic relationship \u2014 and now we are a specialized team,\u201d said Chengberlin, who is also resource person in intimate partner violence for the CCSMTL.<\/p>\n<p>Her extensive professional experience includes having worked in a shelter for unhoused people and in a women\u2019s centre and 15 years at <a href=\"https:\/\/montrealgazette.com\/news\/after-the-911-call-and-an-arrest-what-happens-to-a-woman-facing-intimate-partner-violence\/#?rm=1&amp;orig=https%3A\/\/montrealgazette.com\/news\/local-news\/the-abuse-in-domestic-violence-is-about-control-and-power-it-wears-you-d%2520own-until-you-feel-worthless-and-it-can-happen-to-anyone\" rel=\"nofollow noopener\" target=\"_blank\">C\u00f4t\u00e9 Cour<\/a>, a pioneering psycho-social service launched in 1986 to provide assistance to victims of intimate partner violence and family violence in a unique alliance between Quebec\u2019s health and social services ministry and its criminal justice system.<\/p>\n<p>In 2022, <a href=\"https:\/\/montrealgazette.com\/news\/specialized-court-helps-victims-of-intimate-partner-violence-feel-safe-and-listened-to\/\" rel=\"nofollow noopener\" target=\"_blank\">a network of specialized courts<\/a> was launched under the jurisdiction of the provincial justice ministry to handle only cases of intimate partner violence and sexual violence: Last fall Montreal became the 25th of Quebec\u2019s 36 judicial districts to establish such a court. C\u00f4t\u00e9 Cour\u2019s mission and organizational base were redefined and it became part of the health and social service network exclusively as the \u00c9quipe VCI: Former C\u00f4t\u00e9 Cour workers are part of this new team.<\/p>\n<p>Clients may choose to attend 12 meetings \u201cin which we talk about what they want to,\u201d Chengberlin said. Among topics discussed could be the notion of coercive control, in a bid \u201cto help them to understand that what they are experiencing is violence.<\/p>\n<p>\u201cSo workers are in a position to make victims more aware.\u201d<\/p>\n<p>According to a number of measures, intimate partner violence has increased in the past several years: Police-reported cases of this form of violence in Quebec jumped by 28 per cent between 2018 and 2024, according to data from Statistics Canada. The COVID-19 pandemic was responsible for a global surge, with the United Nations referring to the phenomenon as <a href=\"https:\/\/montrealgazette.com\/news\/the-abuse-in-domestic-violence-is-about-control-and-power-it-wears-you-down-until-you-feel-worthless-and-it-can-happen-to-anyone\/\" rel=\"nofollow noopener\" target=\"_blank\">a shadow pandemic<\/a>. And <a href=\"https:\/\/montrealgazette.com\/news\/emergency-shelters-turning-away-women-fleeing-intimate-partner-violence\/\" rel=\"nofollow noopener\" target=\"_blank\">new arrivals are often more isolated<\/a> and vulnerable to intimate partner violence.<\/p>\n<p>And technology \u2014\u00a0think smartphones, computers and connected smart home devices that track and monitor \u2014 has made it possible for violence to continue even after a relationship has ended, Chengberlin said.<\/p>\n<p>\u201cIt\u2019s a new way for young people to maintain control even if they are not together anymore,\u201d she said. \u201cIt is taking place more and more.\u201d<\/p>\n<p class=\"postmedia-pull-quote__text\">I think of education as the basis of everything. What can we do to reduce intimate partner violence?<\/p>\n<p>\t\t\t\t\t\t\tSari Chengberlin<br \/>\n\t\t\t\t\t\t\t\t\t\tClinical activities specialist, \u00c9quipe VCI  <\/p>\n<p>Not having access to services one needs makes a victim more vulnerable, she said, and among the challenges faced by someone wanting to leave an abusive relationship is a shortage of affordable rental accommodations.<\/p>\n<p>Not everyone who leaves a violent situation wants to go to an emergency shelter or use specialized resources \u2014 \u201cand, even if they do, it\u2019s hard to find a place,\u201d Chengberlin said. Same issue with second-stage, or transitional, housing \u2014 a safe living arrangement designed for individuals and families leaving crisis situations. Waiting lists are ubiquitous, and languishing on a waiting list rarely bodes well.<\/p>\n<p>\u201cIf I have to wait several months, I might return to an abusive situation because I don\u2019t have enough money to live on my own or, if I have been on a waiting list for mental health help for months, my situation can get worse,\u201d she said.<\/p>\n<p>Many people already feel a measure of ambivalence about leaving, she said. Advice and support from a professional could be helpful \u201cbut if they don\u2019t have access to a professional, it\u2019s hard to stay ambivalent long-term.\u201d<\/p>\n<p>Clients who aren\u2019t prepared to attend 12 meetings or who don\u2019t necessarily consider themselves victims of intimate partner violence can meet a few times with an \u00c9quipe VCI member to decide on next steps, she said.<\/p>\n<p>\u201cI think of education as the basis of everything. What can we do to reduce intimate partner violence? The more professionals can screen for it and detect it, the better protected we are.
