Unsafe U-turns.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cAll rational people otherwise doing very irrational things,\u201d Hircock said, adding this was what inspired him to co-found Vision Zero Ottawa.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The six-month-old not-for-profit organization is a mixture of parents and working professionals who are pushing municipal and provincial governments to implement traffic safety changes to an Ottawa road system that they say inherently prioritizes drivers.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cOur communities and our city are really <a href=\"https:\/\/ca.news.yahoo.com\/ottawa-safer-cyclists-080017588.html\" data-ylk=\"elm:link;elmt:article_link;slk:not designed;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;not designed&quot;}\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">not designed<\/a> for children to move around safely or older kids to move around independently,\u201d Hircock said in an\u00a0interview.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">For Hircock and other local advocates, part of having safer roads is in the infrastructure. Vision Zero has proven to be successful across Europe and is gaining momentum in major North American cities like Toronto.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The national capital formally joined the pledge in late 2019, when the City of Ottawa published its most recent road safety action plan.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The Road Safety Action Plan 2020-2024 adopted Vision Zero by setting a goal to reduce traffic-related fatalities and serious injuries to zero by 2035.<\/p>\n<p>\u2018Short-term\u2019 safety goals<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">As part of its <a href=\"https:\/\/ottawacitizen.com\/news\/local-news\/transportation-committee-backs-new-new-road-safety-plan-despite-calls-for-more-ambitious-goal\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:Road Safety Action Plan 2020-2024;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;Road Safety Action Plan 2020-2024&quot;}\" class=\"link \">Road Safety Action Plan 2020-2024<\/a>, Ottawa also set a short-term goal to reduce its average annual rate of fatal and major-injury collisions by 20 per cent by 2024.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Valerie Smith, director of road safety programs at Parachute, a national charitable organization dedicated to injury prevention, said the city reached that goal.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Smith, who overseas and manages Parachute\u2019s road safety initiatives, said that Vision Zero was \u201cthe long game\u201d and that Ottawa had decreased serious injury and death rates overall.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">But Smith said a five-year-increment comparison was a better representation of the state of road safety in Ottawa.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Between 2019 and 2023, there were 598 collisions \u2014 about 12 per 100,000 population \u2014 resulting in serious injury or death, according to 2024 data from the City of Ottawa.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Smith said the five-year average was down from the period between 2013 and 2017, when there were 743 fatal or serious injury collisions.<\/p>\n<p>Twenty-per-cent reduction \u2018not enough\u2019<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Hircock <a href=\"https:\/\/ottawacitizen.com\/news\/local-news\/councillors-say-citys-goal-for-road-deaths-and-injuries-should-be-zero-not-a-reduction-of-20-per-cent\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"elm:link;elmt:article_link;slk:questions the principle of setting a 20-per-cent reduction goal.;itc:0;sec:content-canvas\" data-yga=\"{&quot;yLinkElement&quot;:&quot;context_link&quot;,&quot;yModuleName&quot;:&quot;content-canvas&quot;,&quot;yLinkText&quot;:&quot;questions the principle of setting a 20-per-cent reduction goal.&quot;}\" class=\"link \">questions the principle of setting a 20-per-cent reduction goal.<\/a><\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cIt\u2019s the same as planning for 80 per cent as being an acceptable fatal and major injury rate,\u201d he said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cIf our roads were a workplace, what workplace would accept having death or injury as just an acceptable way of doing operations? Although the intersection is theoretically meant to increase safety for \u201cvulnerable road users like people on bicycles and pedestrians,\u201d crossing time increases because the two roads are wide, increasing pedestrian risk, he said.<\/p>\n<p>Nine fatalities from collisions so far this year<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">The Ottawa Police Service reported an increase in deaths caused by vehicle collisions in the first four and a half months of this year.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">According to the OPS Traffic Collisions Snapshot, there were nine reported fatal injuries between Jan. 1 and May 16, up from five during the same period in 2025.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Meanwhile, non-fatal injuries decreased to 359 from 437 (18 per cent), according to the snapshot.<\/p>\n<p>Families left \u2018picking up the pieces\u2019<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\"><a Ottawa because of serious collisions, just part of the story behind the 2026 statistics reported by police.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cEven injuries of some kind can be life-altering for people,\u201d Hircock said.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">He said Vision Zero Ottawa had conversations with families who lost loved ones or had dealt with injuries.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cIt changes their life, how they work, how they go about their daily activities, and we see on Ottawa\u2019s roads that families are left picking up the pieces,\u201d he added.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">Hircock\u2019s daughter is now in Grade 9, so he doesn\u2019t walk her to school anymore, but he still worries for her safety.<\/p>\n<p class=\"mb-4 text-lg md:leading-8 break-words\">\u201cSafety is not a shared responsibility because it\u2019s not shared in consequence,\u201d he
