What has often been missed is a shared direction that brings those efforts together,\u201d said health minister Lesa Semmler in the Legislative Assembly on Thursday.<\/p>\n<p class=\"wp-block-paragraph\">A Friday news release asserted the NWT health and social services system had made progress over several years to \u201cimprove access, strengthen continuity of care, and increase cultural safety\u201d \u2013 but added challenges remain.<\/p>\n<p class=\"wp-block-paragraph\">\u201cWe recognize many residents continue to face challenges accessing care closer to home and care that is culturally appropriate,\u201d the news release continued.<\/p>\n<p class=\"wp-block-paragraph\">The GNWT said the framework is centred on three principles: Indigenous cultures, interconnected care models and a system that learns. The document will guide planning and policy development.<\/p>\n<p style=\"text-align:center\">Advertisement.<br \/><a class=\"gofollow\" data-track=\"MjEwNCwxNSw2MA==\" href=\"https:\/\/www.gov.nt.ca\/ecc\/en\/services\/wildlife-safety-and-emergencies\/safety-bear-country\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/05\/CabinRadio-600x500-1.jpg\" width=\"300px\"\/><\/a><\/p>\n<p style=\"text-align:center\">Advertisement.<br \/><a class=\"gofollow\" data-track=\"NzgxLDE1LDYw\" href=\"https:\/\/ykhemp.ca\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/06\/May-12-2026-Cabin-Radio-Generic.png\" width=\"300px\"\/><\/a><\/p>\n<p class=\"wp-block-paragraph\">\u201cTransforming primary and community health care cannot be accomplished by this government alone,\u201d Semmler said.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThis framework establishes how the health system designs care with, for, and by Indigenous peoples, and promotes an organizational culture that continuously learns, adapts and improves based on the experiences of clients, communities, and frontline staff.\u201d<\/p>\n<p>Healthcare sustainability<\/p>\n<p class=\"wp-block-paragraph\">The framework\u2019s release followed just days after a committee of MLAs released its own <a href=\"http:\/\/www.ntlegislativeassembly.ca\/sites\/default\/files\/committee-report\/2026-06\/2026-06-02%20CR%2047-20%281%29%20SCOSD%20Report%20on%20Healthcare%20Accountability%20and%20Sustainability%20with%20Appendices.pdf\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">Report on Healthcare Accountability and Sustainability<\/a>.<\/p>\n<p class=\"wp-block-paragraph\">Since October 2024, the legislature\u2019s Standing Committee on Social Development has been researching the accountability and sustainability of the NWT healthcare system.<\/p>\n<p style=\"text-align:center\">Advertisement.<br \/><a class=\"gofollow\" data-track=\"OTM0LDE2LDYw\" href=\"https:\/\/ykracquetclub.com\/\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/04\/RC-cabin-radio-Generic.png\" width=\"300px\"\/><\/a><\/p>\n<p style=\"text-align:center\">Advertisement.<br \/><a class=\"gofollow\" data-track=\"MTU0NywxNiw2MA==\" href=\"https:\/\/www.ntlegislativeassembly.ca\/meet-members\/mla\/denny-rodgers\" rel=\"nofollow noopener\" target=\"_blank\"><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/02\/Denny-Rodgers-MLA-ad_v3_2.jpg\" width=\"300px\"\/><\/a><\/p>\n<p class=\"wp-block-paragraph\">In its final report, the committee issued 28 recommendations categorized into five themes: workforce sustainability, healthcare system structure and reform, fiscal and operational sustainability, leadership and governance, and licensing and regulations.<\/p>\n<p class=\"wp-block-paragraph\">\u201cCommittee understands that issues and solutions within NWT\u2019s healthcare system have and are continuing to evolve. Committee believes health care sustainability is a complex issue that will not be solved in the life of the 20th Assembly,\u201d the report said.<\/p>\n<p class=\"wp-block-paragraph\">\u201cAchieving and maintaining strategies for healthcare sustainability in the Territory should remain a years-long, intentional pursuit by the Government of the Northwest Territories.\u201d<\/p>\n<p class=\"wp-block-paragraph\">Some of the report\u2019s recommendations that relate to the framework include:<\/p>\n<p>creating a targeted initiative to expand and support the integration of nurse practitioners in small communities, to improve access to timely primary care services;<\/p>\n<p>developing a plan for how team-based care will operate in small community health centres and health cabins;<\/p>\n<p>creating bursary and funding programs for Indigenous residents of small communities to pursue nursing education programs; and<\/p>\n<p>creating staff-patient advocate positions in each small NWT community.<\/p>\n<p class=\"wp-block-paragraph\">The Department of Health and Social Services has received intense scrutiny since the release of the an audit that <a href=\"https:\/\/cabinradio.ca\/292946\/news\/health\/audit-finds-serious-shortcomings-in-nwt-child-protection-services\/\" rel=\"nofollow noopener\" target=\"_blank\">found \u201cserious shortcomings\u201d<\/a>\u00a0persist in the NWT\u2019s child and family services.<\/p>\n<p class=\"wp-block-paragraph\">Yellowknife Centre MLA Robert Hawkins had announced he would introduce a motion in the Legislative Assembly on June 4 <a href=\"https:\/\/cabinradio.ca\/293828\/news\/politics\/group-of-3-mlas-seeks-to-split-nwt-health-department-censure-minister\/\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">to split the department in two<\/a>. One would focus on health \u2013 the likes of clinical services, primary care and public health, Hawkins said \u2013 with the other handling social services such as child and family services, mental health and addictions, and community wellbeing.<\/p>\n<p class=\"wp-block-paragraph\">That motion <a href=\"https:\/\/cabinradio.ca\/294310\/news\/politics\/mla-withdraws-censure-motion-against-health-minister\/\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">and a motion to censure Semmler<\/a> were ultimately not introduced.<\/p>\n<p class=\"wp-block-paragraph\">In a statement issued June 4, Semmler rejected calls for her to resign.<\/p>\n<p class=\"wp-block-paragraph\">\u201cI understand that people are frustrated. I understand why people are impatient.
