Some residents in Winnipeg’s North Kildonan area are stressed and frustrated after their homes flooded Monday for the second time in less than a week.<\/p>\n

After heavy rains Monday, water pooled on streets in the area and eventually seeped into some homes, along with sewage.\u00a0<\/p>\n

“We’ve been here for 15 years. This has never happened. And now it’s happened twice in less than a week,” said North Kildonan resident Michael Koncur, who lives on Oakland Avenue.<\/p>\n

Basements and streets in Winnipeg were inundated last week<\/a>, after a storm pummelled the city with more than 120 millimetres of rain Tuesday night and into Wednesday.<\/p>\n

Koncur said last week’s storm “destroyed” his bathroom, and when more rain hit on Monday, he watched as water and raw sewage pumped into his\u00a0basement again. <\/p>\n

“I thought I was going to have a heart attack, my heart was pounding due to the stress so badly,” he said.<\/p>\n

“You’re just helpless. You stare at it, it’s pumping out of there, and you just pray it stops.”<\/p>\n

Last week’s damage already “maxed out” his insurance coverage for sewer backups, he said, so he’ll have to pay out of pocket for any repairs needed from this week’s flooding.<\/p>\n

Jeff Browaty, the city councillor for the area, said he’s been hearing frustration from residents over the basement flooding.<\/p>\n

In a Tuesday morning interview<\/a> with CBC’s Information Radio, he noted older parts of the city, like North Kildonan, are still on a combined sewer system, which carry both waste water and storm runoff in the same pipe.\u00a0Major storms can overwhelm that system.<\/p>\n

He’d like to see more information for homeowners about potential flooding dangers, through producing resources like flood maps, he said.<\/p>\n

“Let people know that, oh by the way, these homes over here only have one-in-20-year protection for a major flood event, [and] over here, it’s one-in 50-years,” he said.<\/p>\n

Browaty also said he hopes Winnipeg will be eligible for disaster financial assistance.<\/p>\n

But speaking at an unrelated news conference in Selkirk Tuesday, Manitoba Premier Wab Kinew said that likely won’t be the case, since the City of Winnipeg, unlike some other municipalities<\/a>, didn’t declare a state of emergency due to flooding.<\/p>\n

“My understanding right now is the state of emergency has to be declared in the municipality” in order to qualify for disaster assistance under the province’s rules, said Kinew.<\/p>\n

Tim Shanks, the director of the City of Winnipeg’s water and waste department, said it’s important for homeowners to take precautions like making sure they have sump pumps and backflow valves.<\/p>\n

He also said the capacity of the sewer system to handle rain can be hard to predict at a “micro level.”<\/p>\n

“When it rains, it’s not uniform \u2014 it can be very intense [in one place], and the next block over it can be quite light,” he said. “It is all a very complicated thing to predict and say, ‘OK, this home on this street has capacity for this much rain.'”\u00a0<\/p>\n

While Winnipeg has seen many sewer backups in the last week, Shanks said the solution is not as simple as changing the threshold at which water in the combined sewer system is diverted into the river.<\/p>\n

That wouldn’t help someone who’s far down at one end of the pipe, because the storm would overwhelm the pipe before the water reached the outflow point, he said.<\/p>\n

Meanwhile, North Kildonan’s Koncur is set to get a backwater valve installed Friday.\u00a0<\/p>\n

“That’s going to give us some peace of mind,” he said.
