Sector leaders argue the charge is disproportionately high and could discourage investment &#8211; in what was once the country\u2019s hottest green energy market.\u00a0<\/p>\n<p>Starting Oct. 1, a $14 eco fee will be charged on new solar panels sold in Alberta as part of a province-wide recycling program.<\/p>\n<p>The new fee means recycling a solar panel will cost five times more than recycling a large television.<\/p>\n<p>\u201cWe were not expecting the fee to be so extraordinarily high and so discriminatory and so different from every other electronic device in the province,\u201d said Heather MacKenzie, executive director of Solar Alberta.\u00a0<\/p>\n<p>The fee arrives on the heels of a <a href=\"https:\/\/www.cbc.ca\/news\/canada\/calgary\/atco-blames-alberta-power-policies-as-it-devalues-wind-and-solar-projects-by-408m-9.7128473\" target=\"_blank\" rel=\"nofollow noopener\">tumultuous period for Alberta renewables<\/a>, following a <a href=\"https:\/\/www.cbc.ca\/news\/canada\/edmonton\/alberta-renewable-energy-projects-cancelled-1.7615892\" target=\"_blank\" rel=\"nofollow noopener\">provincial moratorium<\/a> and shifting land-use rules.<\/p>\n<p>\u201cThis fee in and of itself is not going to kill the sector,\u201d said MacKenzie. \u201cThis fee is being added on to numerous other punitive costs that have just been dumped on the sector in the last couple of years alone.\u201d<\/p>\n<p>\u201cIt&#8217;s very upsetting because we are used to being the solar powerhouse of Canada,\u201d she said.<\/p>\n<p>This comes as the federal government has repeatedly pledged to position Canada as both a clean-energy leader and an \u2018<a href=\"https:\/\/www.cbc.ca\/news\/canada\/calgary\/mark-carney-liberals-energy-reviews-oil-gas-calgary-promise-conservative-pierre-poilievre-1.7506199\" target=\"_blank\" rel=\"nofollow noopener\">energy superpower<\/a>,\u2019 while calling for <a href=\"https:\/\/www.cbc.ca\/news\/politics\/canada-energy-supplier-strait-hormuz-9.7238708\" target=\"_blank\" rel=\"nofollow noopener\">major investments in electricity infrastructure<\/a> and clean power projects across the country.\u00a0<\/p>\n<p>1st program in Canada<\/p>\n<p>The Alberta Recycling Management Authority (ARMA), the agency mandated to oversee the program, defends the upfront charge. The goal is to keep solar panels out of landfills and build a domestic recycling system long before a massive wave of decommissioned panels hits the market. Panels have a typical 25-year lifespan.<\/p>\n<p>The University of Ottawa\u2019s think-tank Smart Prosperity Institute estimates Canada could generate between 250,000 to 450,000 tonnes of solar panel waste by 2050, underscoring the challenge governments and industry will face as early generations of panels reach the end of their useful life.\u00a0<\/p>\n<p>\u201cThere\u2019s actually a lot of science behind coming up with an eco fee,\u201d said Ed Gugenheimer, CEO of ARMA.<\/p>\n<p>\u201cYou have to understand the number of panels currently in place and active in the province, as well as what you think the future sales of panels are going to look like in the province. (ARMA)<\/p>\n<p>Gugenheimer noted that while 80 per cent of a solar panel is made of glass, that material has very little recycling value. The real recoverable value is in the aluminum frame, but that isn\u2019t enough to cover the heavy cost of processing the remaining materials.<\/p>\n<p>Currently retired panels are often shipped to the United States for processing. ARMA plans to collect the fees now to fund and build Alberta\u2019s own recycling infrastructure over the coming decade.<\/p>\n<p>\u201cWe&#8217;re the first organization to do this. There&#8217;s a lot of unknowns,\u201d said Gugenheimer. \u201cWe will always add flexibility into the system as we learn more.\u201d<\/p>\n<p>A fee for good behaviour?<\/p>\n<p>Some in Alberta\u2019s solar industry believe the fee feels more like an administrative headache.\u00a0<\/p>\n<p>Jeff Jackman, general manager of Calgary-based installation company Simple Solar, said the fee represents roughly 10 per cent of the cost of a typical solar panel.<\/p>\n<p>\u201cI think it\u2019s very high,\u201d he said.\u00a0<\/p>\n<p>Jackman estimates the fee will add roughly $200 to the average residential installation. (Jeff McIntosh\/The Canadian Press)<\/p>\n<p>The Canadian Renewable Energy Association (CanREA) warns the $14 upfront charge damages Alberta\u2019s competitive edge, just as the rest of the country looks to expand its clean energy footprint and double its electricity grid capacity by 2050.<\/p>\n<p>\u201cFor years, Alberta was a leader in Canadian renewable energy investment markets. That position has weakened, and these fees are weakening it further,\u201d said Radha Rajagopalan, CanREA director of political affairs for Alberta, in a statement.\u00a0<\/p>\n<p>\u201cAdding costs not justified by evidence, and which no other province has chosen to impose, sends a bad signal to investors and developers at a critical time for the development of the province&#8217;s electrical grid,\u201d she said.<\/p>\n<p>CanREA was able to convince the province not to apply the eco fee retroactively.<\/p>\n<p><img decoding=\"async\" loading=\"lazy\" alt=\"A pile of solar panel waste piled up in a storage space.\"   src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/06\/1781890046_589_default.jpg\" style=\"aspect-ratio:1.4990583804143127\" data-cy=\"image-img\"\/>Solar panels in storage awaiting recycling. (Paula Duhatschek\/CBC)The &#8216;how and when&#8217; dilemma<\/p>\n<p>Jeff MacAulay, CEO of Charge Solar, a solar and battery distributor, said the sector is unified on the need for a recycling strategy.\u00a0<\/p>\n<p>\u201cThe industry is not debating whether we should do this or not,\u201d he said. \u201cIt\u2019s really about the how and when.\u201d<\/p>\n<p>MacAulay said voluntary, private recycling options already exist for as little as $10 a panel, paid when the panel is actually discarded.<\/p>\n<p>He also questions why the industry is being forced to fund infrastructure years in advance.<\/p>\n<p>\u201cA sudden, mandatory 10 per cent price when the industry is not convinced that ARMA has the latest, greatest technology \u2014 that\u2019s hard to stomach,\u201d said MacAulay.<\/p>\n<p>MacAulay said instead of pushing back, their approach is to collaborate with ARMA to shape the rules of implementation before the Oct. 1 deadline.<\/p>\n<p>Government response<\/p>\n<p>The provincial government is not saying whether it plans to reconsider the pricing structure.<\/p>\n<p>In a statement, the Ministry of Environment and Protected Areas confirmed targeted stakeholder engagement took place in August and September of 2025.\u00a0<\/p>\n<p>\u201cThe results of the solar panel reuse and recycling engagement sessions are under review.
