Toronto-based Corus owns the Global Television Network, specialty TV channels and 36 radio stations.

Quebecor, a dominant media platform in its home province, has been stalking Corus for two years, but has been unable to strike a deal acceptable to the company’s lenders.

On Thursday, Quebecor chief executive officer Pierre Karl Péladeau said in an e-mail that handing Corus to its creditors would weaken the Canadian media industry and leave Bell Media parent BCE Inc,. owner of the CTV network, as the dominant player.

“In our view, Corus’s long-term viability must be achieved through a takeover by strong players with audiovisual industry expertise and a long-term strategic vision, not by creditors converted into shareholders,“ Mr. Péladeau said.

“Corus’s assets represent an essential national infrastructure for Canada and its culture,” Mr. Péladeau said. “Without a strong presence in this space, Bell would monopolize the English-language media landscape.”

If Quebecor acquired Corus, Mr. Péladeau said the companies would combine their production facilities “to create more high-quality Canadian content.“

“Our consolidated purchasing power would also allow us to negotiate programming rights for foreign content acquisition under more favourable terms,” he said.

The proposed Corus restructuring would hand control to a group of credit funds led by Toronto-based Canso Investment Counsel Ltd.

In a court filing, Quebecor said: “Canso has no particular experience or expertise in the broadcasting sector. Quebecor is also a major national cell phone provider and regional cable company, with a $15-billion market capitalization overall.

Corus has struggled to pay down debt taken on in 2016 to acquire Global and other media assets from former parent Shaw Communications. In 2025, the company had $1.1-billion in revenue and lost $328-million.

Corus has had difficulty getting its restructuring approved by shareholders prior to seeking CRTC approval for the plan.
