They&#8217;re increasingly locked into conversations with AI chatbots that seem endlessly knowledgeable, supportive and ever-validating. And they&#8217;re struggling to break up with it.<\/p>\n<p>Roughly half of U.S. teens now use chatbots like ChatGPT, Copilot, and Character.AI for schoolwork, information, or just for fun, according to <a href=\"https:\/\/www.pewresearch.org\/internet\/2026\/02\/24\/how-teens-use-and-view-ai\/\" target=\"_blank\" rel=\"nofollow noopener\">Pew Research Center<\/a>.\u00a0<\/p>\n<p>Meanwhile, a growing body of evidence shows that teens are using chatbots as a substitute for\u00a0<a href=\"https:\/\/www.commonsensemedia.org\/press-releases\/nearly-3-in-4-teens-have-used-ai-companions-new-national-survey-finds#:~:text=Seventy%2Dtwo%20percent%20of%20teens,companions%20instead%20of%20real%20people.\" target=\"_blank\" rel=\"nofollow noopener\">real-life friendships and relationships<\/a> and are showing\u00a0<a href=\"https:\/\/drexel.edu\/news\/archive\/2026\/April\/teen-AI-chatbot-addiction\" target=\"_blank\" rel=\"nofollow noopener\">patterns related to addiction<\/a>.\u00a0\u00a0<\/p>\n<p>Does this sound like a painfully familiar story?\u00a0That&#8217;s\u00a0because it is.\u00a0Let&#8217;s\u00a0zoom out for a second.\u00a0\u00a0<\/p>\n<p>When Australia became the first country to legally enforce a\u00a0<a href=\"https:\/\/www.cnbc.com\/2026\/01\/15\/australias-social-media-ban-for-teens-how-its-going.html\" rel=\"nofollow noopener\" target=\"_blank\">teen social media ban<\/a>\u00a0in December,\u00a0it became a trial run for the rest of the world.\u00a0It led to several governments, from the\u00a0<a href=\"https:\/\/www.cnbc.com\/2026\/06\/15\/uk-social-media-ban-under-16s.html\" rel=\"nofollow noopener\" target=\"_blank\">U.K.<\/a>\u00a0to<a href=\"https:\/\/www.cnbc.com\/2026\/02\/03\/spain-teen-social-media-ban-tech-giants-australia.html\" rel=\"nofollow noopener\" target=\"_blank\">\u00a0Spain<\/a>,\u00a0<a href=\"https:\/\/www.cnbc.com\/video\/2026\/03\/25\/tracking-europes-approach-to-social-media-bans-for-teenagers.html\" rel=\"nofollow noopener\" target=\"_blank\">France, Greece<\/a>, and Canada, following suit\u00a0in the months after.\u00a0Meanwhile, <a href=\"https:\/\/www.cnbc.com\/2026\/02\/23\/countries-bar-teens-from-social-mediais-the-us-next-its-inevitable-says-expert.html\" rel=\"nofollow noopener\" target=\"_blank\">state-level bans<\/a> are gaining traction in the U.S.\u00a0\u00a0<\/p>\n<p>However, as a member of the generation that grew up in the throes of social media, I fear\u00a0we&#8217;re\u00a015 years too late.\u00a0And as\u00a0this\u00a0new, shiny technology in the form of AI and chatbots takes over,\u00a0experts\u00a0I&#8217;ve\u00a0spoken to\u00a0are calling it\u00a0d\u00e9j\u00e0 vu.\u00a0\u00a0<\/p>\n<p>&#8220;It is right  that we use social media as a case study for what we\u00a0don&#8217;t\u00a0want to repeat. I mean,\u00a0it&#8217;s\u00a0kind of like, fool me once, shame on you, fool me twice, shame on me,&#8221;\u00a0University College London&#8217;s Associate Professor of Digital Humanities, Kaitlyn Regehr, told CNBC.\u00a0\u00a0<\/p>\n<p>Regehr said governments spent years catching up to social media regulation, only to repeat the same mistake by allowing untested AI products to reach children.<\/p>\n<p><a id=\"headline0\"\/>Are regulations falling short?<\/p>\n<p>Earlier this year,\u00a0companies including <a href=\"https:\/\/www.cnbc.com\/quotes\/META\/\" rel=\"nofollow noopener\" target=\"_blank\">Meta<\/a>, owner of Facebook, Instagram, and Threads, and\u00a0<a href=\"https:\/\/www.cnbc.com\/quotes\/GOOGL\/\" rel=\"nofollow noopener\" target=\"_blank\">Google<\/a>&#8216;s\u00a0YouTube\u00a0were\u00a0found\u00a0<a href=\"https:\/\/www.cnbc.com\/2026\/03\/25\/meta-youtube-los-angeles-california-verdict.html\" rel=\"nofollow noopener\" target=\"_blank\">negligent<\/a>\u00a0for failing to adequately warn users about the dangers of using their platforms, with harms ranging from addictive infinite scrolling features to body dysmorphia.\u00a0\u00a0<\/p>\n<p>Yet as the dangers of\u00a0AI\u00a0chatbots unravel,\u00a0there&#8217;s\u00a0shockingly little to no mention of\u00a0them\u00a0in most of the legislation above.\u00a0\u00a0<\/p>\n<p>So far, the U.K.&#8217;s teen social media ban has briefly mentioned restricting under-18s from AI &#8216;romantic companion&#8217; chatbots designed to foster sexual relationships or roleplay with users. The U.S. House recently passed the <a href=\"https:\/\/www.cnbc.com\/2026\/07\/02\/a-major-online-safety-bill-for-kids-just-passed-the-housewhat-parents-need-to-know.html\" rel=\"nofollow noopener\" target=\"_blank\">KIDS Act<\/a> to restrict AI chatbot interactions with children, though it still awaits Senate approval.<\/p>\n<p>Regehr noted that much of the legislation, particularly in the U.K., is still limited\u00a0and only touches on some of the most extreme harms, while still ignoring how chatbots more broadly can foster emotional and social dependency as well as cognitive de-skilling. <\/p>\n<p><img decoding=\"async\" class=\"InlineVideo-videoThumbnail\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/07\/108282664-17744289501774428948-44799582341-1080pnbcnews.jpg\" alt=\"Tracking Europe's approach to social media bans for teenagers\"\/><\/p>\n<p>Sonia Livingstone, a professor at the London School of Economics specializing in children&#8217;s digital rights and online safety, agreed that legislation isn&#8217;t moving fast enough.<\/p>\n<p>&#8220;I don&#8217;t know that AI safety is being neglected, but clearly investment in AI is being prioritised, and it does still seem that regulation is seen as stifling innovation rather than providing a commercially productive pathway to trustworthy products,&#8221; Livingstone said. <\/p>\n<p>Just days before unveiling a landmark social media ban for under-16s, the U.K. government was <a href=\"https:\/\/www.gov.uk\/government\/news\/britain-powers-ahead-on-ai-with-billions-of-pounds-of-new-investment-and-thousands-of-jobs-secured-as-london-tech-week-wraps-up\" target=\"_blank\" rel=\"nofollow noopener\">championing billions in AI investment<\/a> and positioning Britain as an AI superpower at London Tech Week. <\/p>\n<p>It appears that although AI safety and protecting children are topics dominating headlines,\u00a0the government\u00a0is again missing the mark on\u00a0where the real dangers lie.\u00a0<\/p>\n<p>Regehr puts it this way: &#8220;We have seen a generation who have grown up on social media. Do we want it again?&#8221;<\/p>\n<p><a id=\"headline1\"\/>News<\/p>\n<p>Elon Musk&#8217;s <a href=\"https:\/\/www.cnbc.com\/quotes\/SPCX\/\" rel=\"nofollow noopener\" target=\"_blank\">SpaceX<\/a><a href=\"https:\/\/www.cnbc.com\/2026\/07\/08\/spacex-stock-nasdaq-100-ipo.html\" rel=\"nofollow noopener\" target=\"_blank\"> <\/a>joined the <a href=\"https:\/\/www.cnbc.com\/quotes\/.NDX\/\" rel=\"nofollow noopener\" target=\"_blank\">Nasdaq 100 index<\/a> on Tuesday, less than a month after its <a href=\"https:\/\/www.cnbc.com\/2026\/07\/08\/spacex-stock-nasdaq-100-ipo.html\" rel=\"nofollow noopener\" target=\"_blank\">stock market debut<\/a> on June 12.\u00a0<\/p>\n<p><a href=\"https:\/\/www.cnbc.com\/quotes\/MU\/\" rel=\"nofollow noopener\" target=\"_blank\">Micron<\/a> announced billions more in chipmaking investments, aimed at boosting the <a href=\"https:\/\/www.cnbc.com\/2026\/07\/09\/micron-stock-us-chipmaking.html\" rel=\"nofollow noopener\" target=\"_blank\">U.S.<\/a>\u00a0<a href=\"https:\/\/www.cnbc.com\/2026\/07\/09\/micron-stock-us-chipmaking.html\" rel=\"nofollow noopener\" target=\"_blank\">semiconductor supply chain<\/a>, and said it plans to accelerate its spending in the country through 2035.<\/p>\n<p>Samsung-backed chipmaker Rebellions<a href=\"https:\/\/www.cnbc.com\/2026\/07\/08\/rebellions-ipo-south-korea-ai-chips.html\" rel=\"nofollow noopener\" target=\"_blank\"> <\/a>is targeting an initial public offering in South Korea in the first or second quarter of next year,\u00a0the CEO told <a href=\"https:\/\/www.cnbc.com\/2026\/07\/08\/rebellions-ipo-south-korea-ai-chips.html\" rel=\"nofollow noopener\" target=\"_blank\">CNBC&#8217;s Arjun Kharpal<\/a> exclusively on Wednesday. <\/p>\n<p>China&#8217;s <a href=\"https:\/\/www.cnbc.com\/quotes\/BABA\/\" rel=\"nofollow noopener\" target=\"_blank\">Alibaba<\/a> banned employees from using Anthropic&#8217;s AI tools for work starting July 10, citing concerns that the U.S. company poses backdoor security risks, <a href=\"https:\/\/www.cnbc.com\/2026\/07\/06\/alibaba-anthropic-ai-ban-claude-china.html\" rel=\"nofollow noopener\" target=\"_blank\">CNBC confirmed Monday<\/a>. <\/p>\n<p><a href=\"https:\/\/www.cnbc.com\/quotes\/SKHYV\/\" rel=\"nofollow noopener\" target=\"_blank\">SK Hynix<\/a>, a trillion-dollar chipmaker\u00a0and the second-most-valuable company in South Korea, behind only Samsung, is slated to begin <a href=\"https:\/\/www.cnbc.com\/2026\/07\/09\/meet-sk-hynix-the-trillion-dollar-chipmaker-debuting-on-us-markets-.html?&amp;qsearchterm=sk%20hynix\" rel=\"nofollow noopener\" target=\"_blank\">trading on the Nasdaq<\/a> on Friday.<\/p>\n<p><a id=\"headline2\"\/>Chart of the week<\/p>\n<p>Eighteen months on from the seismic \u2014 though admittedly fleeting \u2014 market shock caused by DeepSeek, Chinese AI models are <a href=\"https:\/\/www.cnbc.com\/2026\/07\/07\/chinese-ai-models-costs-us-openai-anthropic.html\" rel=\"nofollow noopener\" target=\"_blank\">beginning to gain traction<\/a> with U.S. companies.\u00a0<\/p>\n<p>New releases from companies based in China have narrowed the performance gap with leading American rivals while remaining significantly cheaper to use.\u00a0<\/p>\n<p>And growing adoption in the West is seeing U.S. lawmakers increasingly consider how to <a href=\"https:\/\/cnbc.com \/2026\/07\/07\/chinese-ai-models-probe-us-lawmakers\" rel=\"nofollow\">curb their rise.<\/a><\/p>\n<p>\u2014 Kai Nicol-Schwarz, reporter<a href=\"https:\/\/cnbc.com \/2026\/07\/07\/chinese-ai-models-probe-us-lawmakers\" rel=\"nofollow\">\u00a0<\/a><\/p>\n<p><a href=\"https:\/\/www.google.com\/preferences\/source?q=https:\/\/www.cnbc.com\/\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Choose CNBC as your preferred source on Google and never miss a moment from the most trusted name in business news.<\/a><\/p>\n","protected":false},"excerpt":{"rendered":"This report is from this week&#8217;s The Tech Download newsletter.
