The Surrey-Langley SkyTrain extension of the Expo Line has prompted the City of Surrey to create the Clayton Corridor Plan<\/a>, which would introduce high-density, transit-oriented development to an area that is currently largely suburban and semi-rural \u2014 especially for the areas north of Fraser Highway.<\/p>\n

The area plan is expected to be finalized by Surrey City Council in 2027.<\/p>\n

However, well before its completion, development proposals are already beginning to emerge, with concepts that generally align with Surrey\u2019s 2050 Official Community Plan (OCP)<\/a>.<\/p>\n

The City is currently considering an application to redevelop 7086 184 St. \u2014 approximately a four-minute walk north of SkyTrain\u2019s future Hillcrest-184 Street Station on Fraser Highway.<\/p>\n

LionEstate Construction is proposing to redevelop the one-acre property with a 25-storey mixed-use tower rising from a four-storey podium.<\/p>\n

Designed by Ciccozzi Architecture, the project would contain 226 homes, consisting of 143 one-bedroom units, 56 two-bedroom units, and 27 three-bedroom units.<\/p>\n

Approximately 39,000 sq. ft. of commercial space would occupy the first two levels. This would include a childcare facility, retail and restaurant units fronting 71 Avenue on the ground floor, and office space on the second floor.<\/p>\n

Four underground levels would provide 317 vehicle parking stalls, including 91 commercial stalls and 226 residential stalls.<\/p>\n

The building would have a total floor area of approximately 232,000 sq. ft., establishing a floor area ratio of 5.3 times the size of the lot.<\/p>\n

The property is currently occupied by a single-family house built in 1979, surrounded by a large yard. Records show the property last changed hands for $6.35 million in March 2023.<\/p>\n

According to BC Assessment, the property was valued at $1.61 million as of July 2022. Its assessed value then rose sharply to $6.51 million the following year, driven largely by increased land value associated with the future SkyTrain extension and the site\u2019s anticipated redevelopment potential.<\/p>\n

As of July 2025, the assessed value had declined slightly to $5.42 million, including approximately $5.4 million attributed to the land and just $18,000 to the existing house.<\/p>\n

Clayton Corridor Plan spans the areas around the future Hillcrest-184 Street Station and Clayton Station, while the Fleetwood Plan<\/a> to the west spans the areas around the future 152 Street Station, Fleetwood Station (on 160 Street), and Bakerview-166 Street Station.<\/p>\n
