That doesn\u2019t mean Ottawa should give up entirely on realizing a national project that was recommended by a <a href=\"https:\/\/publications.gc.ca\/site\/eng\/9.828272\/publication.html\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/publications.gc.ca\/site\/eng\/9.828272\/publication.html\">Royal Commission back in 1935<\/a>.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Instead of rekindling a predictably fractious debate about establishing a single national securities regulator, the Carney government should squarely focus on managing systemic risks and strengthening criminal enforcement in Canada\u2019s capital markets, according to a <a href=\"https:\/\/cdhowe.org\/publication\/its-time-for-ottawa-to-fulfill-its-responsibility-on-systemic-risk-and-market-enforcement\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/cdhowe.org\/publication\/its-time-for-ottawa-to-fulfill-its-responsibility-on-systemic-risk-and-market-enforcement\/\">new report by the C.D. Howe Institute<\/a>.<\/p>\n<p class=\"c-article-body__text text-pr-5\">This proposal warms the cockles of my nerdy heart even if it stops short of recommending Ottawa resurrect plans for a co-operative capital markets regulatory system \u2014 <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-bid-to-create-national-securities-regulator-on-hold-staff-laid-off\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-bid-to-create-national-securities-regulator-on-hold-staff-laid-off\/\">an initiative the previous government foolishly scrapped five years ago<\/a>. But I digress \u2026<\/p>\n<p class=\"c-article-body__text text-pr-5\">The report\u2019s authors are <a href=\"https:\/\/cdhowe.org\/our-people\/paul-bourque\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/cdhowe.org\/our-people\/paul-bourque\/\">Paul Bourque<\/a> and <a href=\"https:\/\/cdhowe.org\/our-people\/douglas-m-hyndman\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/cdhowe.org\/our-people\/douglas-m-hyndman\/\">Douglas Hyndman<\/a>, both of whom have deep knowledge about capital markets. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/commentary\/article-bond-market-world-economy\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: The flashing-red bond market is the thread that may unravel the entire world economy<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">As Mr. Bourque and Mr. Hyndman rightly point out, this is an opportune time for Ottawa to focus on systemic risk management and bolstering market enforcement as it seeks to fortify the Canadian economy against exogenous threats.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cU.S. tariffs and Middle East conflict have made it clear how vulnerable Canada\u2019s economy is to disruption,\u201d stated Mr. Bourque in a press release. \u201cCompleting the unfinished federal elements of capital markets reform would help build resiliency at a time when independence and competitiveness are critical.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">Added Mr. Hyndman: \u201cOttawa should follow through on the responsibilities previously recognized by the Supreme Court of Canada and finally complete this unfinished reform.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Canada\u2019s highest court affirmed in both 2011 and 2018 that Ottawa has the authority to collect data and monitor systemic risks in financial markets.<\/p>\n<p class=\"c-article-body__text text-pr-5\">What exactly is systemic risk? Well, it\u2019s the potential for an adverse event to trigger a domino effect in financial markets.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The report cites some historic examples. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The U.S. subprime mortgage crisis began in 2007 and morphed into the Great Financial Crisis of 2008-2009. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The contagion from those crises, along with the resulting panic in European debt markets, also caused Canada\u2019s market for <a href=\"https:\/\/www.theglobeandmail.com\/report-on-business\/abcp-anatomy-of-a-panic\/article4296101\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/report-on-business\/abcp-anatomy-of-a-panic\/article4296101\/\">asset-backed commercial paper to freeze in 2007<\/a>, leaving Canadian investors stuck with more than $30-billion worth of moribund notes. The resolution of that debt debacle took years.<\/p>\n<p class=\"c-article-body__text text-pr-5\">There was also the 2023 regional banking crisis in the U.S., which spread to Europe. The fallout prompted <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-svb-collapse-canadian-branch-osfi\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-svb-collapse-canadian-branch-osfi\/\">Canada\u2019s top banking regulator to start daily monitoring of domestic banks\u2019 liquidity<\/a>, The Globe and Mail reported at the time. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Make no mistake, this isn\u2019t just an exercise in hindsight. It ought to be a contemporary concern.<\/p>\n<p class=\"c-article-body__text text-pr-5\">In March, for instance, <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-tiff-macklem-speech-today-private-markets-surveillance-regulation\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-tiff-macklem-speech-today-private-markets-surveillance-regulation\/\">Bank of Canada Governor Tiff Macklem called for increased monitoring of private credit<\/a>. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cSurveillance needs to be enhanced so we can monitor how risks evolve as this market grows,\u201d he said at the time. \u201cThe issue is not private credit itself. It\u2019s how private credit will behave under stress \u2013 and the risks it poses to the broader financial system.&#8221;<\/p>\n<p class=\"c-article-body__text text-pr-5\">As the report\u2019s authors aptly note, capital markets are becoming increasingly complex, and financial players are increasingly interconnected. That means systemic risk can swell but escape the notice of regulators. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Sure, some efforts have been made, including by provincial and federal regulators, to monitor financial system risk. But as the report argues, this patchwork approach makes Canada an outlier among industrialized countries. <\/p>\n<p class=\"c-article-body__text text-pr-5\">What is still needed is a national approach backed by legislation, stringent standards and sufficient resources to collect data, the report said. Additionally, it stresses the need for a \u201csingle point of political accountability.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Imagine that.<\/p>\n<p class=\"c-article-body__text text-pr-5\">The report also urges Ottawa to exercise its authority to remedy our country\u2019s poor track record on criminal enforcement by giving a federal agency a national mandate to investigate and prosecute securities offences. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cCanada\u2019s criminal deterrent against capital markets fraud and abuse is universally regarded as weak,\u201d states the report.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Scandals such as <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-faked-gold-a-russian-godfather-and-other-things-the-globe-has-found-on\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-faked-gold-a-russian-godfather-and-other-things-the-globe-has-found-on\/\">Bre-X and Quadriga<\/a> illustrate this failure.<\/p>\n<p class=\"c-article-body__text text-pr-5\">It is also unclear how U.S. President Donald Trump\u2019s deregulation drive will affect that country\u2019s capabilities to monitor and mitigate systemic risk in financial markets, the report said. <\/p>\n<p class=\"c-article-body__text text-pr-5\">But the authors\u2019 broader point is that Ottawa should fulfill its duty to monitor systemic risks and crack down on serious securities offences to bolster Canada\u2019s economic resilience.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThe federal government is looking to make the economy stronger and less reliant on the United States,\u201d states the report. \u201cThat includes retaining and attracting investment in Canada\u2019s capital markets.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Precisely. <\/p>\n","protected":false},"excerpt":{"rendered":"Open this photo in gallery: The Carney government does not need to rekindle a debate about establishing a&hellip;\n","protected":false},"author":2,"featured_media":803617,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[194295],"tags":[49,48,5152,20739],"class_list":["post-803616","post","type-post","status-publish","format-standard","has-post-thumbnail","category-ottawa","tag-ca","tag-canada","tag-dei","tag-ottawa"],"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/posts\/803616","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/comments?post=803616"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/posts\/803616\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/media\/803617"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/media?parent=803616"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/categories?post=803616"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/tags?post=803616"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
