{"id":80594,"date":"2025-08-19T07:05:08","date_gmt":"2025-08-19T07:05:08","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/80594\/"},"modified":"2025-08-19T07:05:08","modified_gmt":"2025-08-19T07:05:08","slug":"war-in-ukraine-shaping-canadas-approach-to-arctic-sovereignty-anand-says","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/80594\/","title":{"rendered":"War in Ukraine shaping Canada\u2019s approach to Arctic sovereignty, Anand says"},"content":{"rendered":"<p><a style=\"display:block\" href=\"https:\/\/www.theglobeandmail.com\/resizer\/v2\/6AJOED5KTZB2JNBQFJX4BCOILM.JPG?auth=7d91cfba0ceff8874d5ea6a45b9a042e33d3dc80935b4ed1f4a68a46fb864af8&amp;width=600&amp;height=400&amp;quality=80&amp;smart=true\" aria-haspopup=\"true\" data-photo-viewer-index=\"0\" rel=\"nofollow noopener\" target=\"_blank\">Open this photo in gallery:<\/a><\/p>\n<p class=\"figcap-text\">In a Monday call with reporters, Foreign Affairs Minister Anita Anand said NATO&#8217;s gaze has to &#8216;shift westward and north because of the changing geopolitical landscape.&#8217;Sean Kilpatrick\/The Canadian Press<\/p>\n<p class=\"c-article-body__text text-pr-5\">Foreign Affairs Minister Anita Anand said Monday the federal government is leaving \u201cno stone unturned\u201d to defend Canada\u2019s North as changes in the global order in recent years are having direct implications for Canada\u2019s Arctic sovereignty.<\/p>\n<p class=\"c-article-body__text text-pr-5\">But one expert in international relations says Canada is being left out of crucial talks, with Prime Minister <a href=\"https:\/\/www.theglobeandmail.com\/topics\/mark-carney\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/mark-carney\/\">Mark Carney<\/a> not among the leaders who gathered Monday at the White House for talks on the future of Ukraine.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Anand was in Helsinki to meet with her counterparts from Nordic countries to discuss Arctic security, which she said has become a more critical issue since Russia\u2019s full-scale <a href=\"https:\/\/www.theglobeandmail.com\/topics\/ukraine\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/topics\/ukraine\/\">invasion of Ukraine<\/a> in February 2022.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Before that, Anand said NATO countries typically focused on shoring up the security along the eastern flank in Europe.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/opinion\/editorials\/article-the-bill-comes-due-for-arctic-sovereignty\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: The bill comes due for Arctic sovereignty<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cNATO\u2019s gaze also has to shift westward and north because of the changing geopolitical landscape, especially following February 24, 2022,\u201d she said in a Monday call back from Finland with reporters.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe are seeing increased activity, for example, in the Northwest Passage, we are seeing Russian infrastructure moved further and further north on the other side of the Arctic Circle,\u201d she said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Canada can \u201cleave no stone unturned, to protect and defend Canada\u2019s sovereignty,\u201d Anand said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">She spoke as European leaders, NATO Secretary-General Mark Rutte and Ukrainian President Volodymyr Zelensky met with U.S. President Donald Trump, to discuss how to end the war that started with Moscow annexing Crimea in 2014, before launching a wider invasion in 2022.<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/world\/article-zelensky-trump-washington-visit-russia-ukraine-putin\/\" rel=\"nofollow noopener\" target=\"_blank\">Trump says he\u2019s making plans for direct meeting between Putin and Zelensky<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">On Aug. 13, Carney participated virtually in talks with Zelensky and European leaders, two days before Trump\u2019s summit with Russian President Vladimir Putin.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Carney was not involved in Monday\u2019s discussions at The White House and Anand did not say whether he had been invited, when asked Monday.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Fen Hampson, a senior Carleton University professor of international affairs, said it was a \u201cconspicuous\u201d absence. Analysis by the Kiel Institute shows Canada has contributed more aid to Ukraine \u2013 per capita and by dollar \u2013 than France and Italy, whose heads of government were both present.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cWe\u2019re only a little over an hour away (by) flight from Washington. Why isn\u2019t Mark Carney around that table?\u201d Hampson asked.<\/p>\n<p class=\"c-article-body__text text-pr-5\">He suspects Trump\u2019s \u201cparticular dislike towards Canada\u201d is why Carney wasn\u2019t at the table, despite Canada being directly affected by what happens.<\/p>\n<p class=\"c-article-body__text text-pr-5\">If the U.S. pulls back support, Ottawa will likely need to give Ukraine more aid, he said. If there is a collective security guarantee, Ottawa might send troops. And if Trump forces Ukraine to accept Putin\u2019s terms, \u201cit\u2019s the beginning of the end of the alliance\u201d of NATO, Hampson said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cThese watershed meetings about Ukraine\u2019s future have enormous implications for the NATO alliance as a whole.\u201d<\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/world\/us-politics\/article-trump-putin-zelensky-russia-ukraine-war-meeting-alaska\/\" rel=\"nofollow noopener\" target=\"_blank\">Opinion: Despite Trump\u2019s impatience to broker a settlement in Russia-Ukraine War, Putin presents some obstacles to peace<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Talks in Washington were still ongoing Monday afternoon. Trump has talked about swapping land between areas occupied by Russia and Ukrainian territory, but many world leaders say this would undermine the integrity of borders, and incentivize Putin to further destabilize Europe.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Zelensky has said Kyiv needs security guarantees, which involve meaningful commitments of military force by more powerful countries if Russia makes more incursions into Ukraine, under any ceasefire or peace agreement.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Some have called for Ukraine to join the NATO military alliance, which Putin has repeatedly characterized as a threat to Russia\u2019s security.
