href=\"http:\/\/globalnews.ca\/tag\/russia\" target=\"_blank\" rel=\"noopener nofollow\">Russian<\/a> war, a top diplomat said Tuesday as allies began discussing what such a plan could look like.<\/p>\n<p><img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/08\/1755073388_375_70c8fc80.png\" alt=\"\" style=\"position:absolute;width:1px;height:1px\" referrerpolicy=\"no-referrer-when-downgrade\"\/><\/p>\n<p>Prime Minister Mark Carney on Tuesday joined a virtual meeting to discuss next steps for securing peace in Ukraine with European and other international leaders, including those who participated in <a href=\"https:\/\/globalnews.ca\/news\/11339011\/trump-zelenskyy-meeting-european-leaders-ukraine\/\" target=\"_blank\" rel=\"noopener nofollow\">Monday\u2019s talks with U.S. President Donald Trump and Ukrainian President Volodymyr Zelenskyy<\/a> at the White House. <a href=\"https:\/\/globalnews.ca\/tag\/nato\" target=\"_blank\" rel=\"noopener nofollow\">NATO<\/a> military chiefs are set to continue that conversation in a meeting on Wednesday.<\/p>\n<p>\u201cThe Prime Minister affirmed Canada\u2019s steadfast commitment to supporting these efforts \u2013 reinforced by further diplomatic engagement, continued military and economic pressure on Russia to end its aggression, and close co-ordination with President Zelenskyy on the development of robust and credible security guarantees, as well as further military and financial support for Ukraine,\u201d a readout of Tuesday\u2019s meeting from Carney\u2019s office said.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>It made no mention of what Canada might specifically contribute to a future security guarantee.<\/p>\n<p>The flurry of diplomacy has Ukraine feeling hopeful that the stage is being set for an end to Russian hostilities after more than three years of war \u2014 so long as the country\u2019s long-term future is secured with help from its allies.<\/p>\n<p>\u201cI would say that we are cautiously optimistic, but not naive,\u201d Oleh Nikolenko, who serves as Ukraine\u2019s consul general in Toronto, told Global News in an interview.<\/p>\n<p>\u201cThere are so many crucial things at stake right now, and everything that is coming out from Russia must be taken with a large grain of salt \u2026 but the meetings have been Washington after his meeting with Trump and European leaders that security guarantees for Kyiv will likely be worked out by allied partners within 10 days.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>French President Emmanuel Macron told NBC News in an interview that it will be \u201cvery important\u201d to finalize those details before a future trilateral meeting between Trump, Zelenskyy and Russian President Vladimir Putin \u201cto put Ukraine in a situation to negotiate.\u201d<\/p>\n<p>\t\t\t\t\t<img decoding=\"async\" width=\"170\" height=\"225\" loading=\"lazy\" planning was underway<\/a> for a meeting between Zelenskyy and Putin within the next two weeks, which will be followed by a trilateral meeting with Trump \u201cif necessary.\u201d<\/p>\n<p>Macron said the next few days of discussion among the so-called \u201ccoalition of the willing\u201d will be focused on \u201cwho is willing to do what\u201d to ensure Ukraine\u2019s security, and specifically mentioned Canada among the countries potentially taking part.<\/p>\n<p>\n\t\t\tMore on World<br \/>\n\t\t\tMore videos\n\t\t<\/p>\n<p>Nikolenko said Ukraine would welcome Canada\u2019s involvement.<\/p>\n<p>\u201cCanada has been actively involved in the discussions that are happening,\u201d\u00a0Nikolenko said.<\/p>\n<p>\u201cOf course, we would like to see Canada actively participating in the security guarantees architecture. That number includes over $2 billion in aid announced by Carney at the G7 summit in Alberta in June, which Zelenskyy attended.<\/p>\n<p>Carney has undertaken efforts to boost Canada\u2019s military, including pay raises for Canadian Armed Forces members and increases in defence spending.<\/p>\n<p>Yet the military still currently faces employment and equipment shortages, and has struggled to boost its NATO-affiliated battalion force in Latvia to a larger brigade.<\/p>\n<p>Global News has asked Defence Minister David McGuinty\u2019s office and the department what Canada would be willing to contribute to a future Ukraine security guarantee.<\/p>\n<p>Story continues below advertisement<\/p>\n<p>A spokesperson for McGuinty said the minister is not taking part in Wednesday\u2019s meeting of NATO military leaders.<\/p>\n<p>U.S. air force Gen. Alexus Grynkewich, who also oversees all NATO operations in Europe, will brief the defence chiefs for NATO countries on the status of Ukraine peace and security negotiations as well as \u201cthe current security environment,\u201d Adm. Giuseppe Cavo Dragone, chairman of NATO\u2019s military committee, <a href=\"https:\/\/x.com\/CMC_NATO\/status\/1957819240724988209\" target=\"_blank\" rel=\"noopener nofollow\">posted on X on Tuesday.<\/a><\/p>\n<p>A readout of Tuesday\u2019s coalition meeting from British Prime Minister Keir Starmer\u2019s office said planning teams will meet with U.S. officials in the coming days \u201cto further strengthen plans to deliver robust security guarantees and prepare for the deployment of a reassurance force if the hostilities ended.\u201d<\/p>\n<p>\u201cThe leaders also discussed how further pressure \u2013 including through sanctions \u2013 could be placed on Putin until he showed he was ready to take serious action to end his illegal invasion,\u201d the readout said.<\/p>\n<p>Russia has explicitly ruled out allowing NATO troops in Ukraine, but Trump said Monday that Putin is open to the presence of western troops in Ukraine as part of a larger, Europe-led security guarantee that ensures Russia doesn\u2019t invade again.<\/p>\n<p>\t\t\t\t\t\t<img decoding=\"async\" class=\"c-video__image\" alt=\"Click to play video: 'Easy for Putin to \u2018manipulate\u2019 Trump as stance changes on Russia-Ukraine ceasefire: expert'\" width=\"640\" height=\"360\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/08\/PUTIN_TRUMP_VMS.jpg\" loading=\"lazy\"   data-\/><\/p>\n<p>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t5:55<br \/>\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t\tEasy for Putin to \u2018manipulate\u2019 Trump as stance changes on Russia-Ukraine ceasefire: expert\n\t\t\t\t\t\t\t\t\t\t\t\t\t\t\t<\/p>\n<p>In an interview with Fox News on Tuesday, Trump said European nations \u201care willing to put people on the ground\u201d and the U.S. is \u201cwilling to help them with things, especially, probably, if you talk about by air because nobody has stuff we have.\u201d<\/p>\n<p>Story continues below advertisement<\/p>\n<p>White House press secretary Karoline Leavitt confirmed in a briefing later on Tuesday that air support was \u201can option and a possibility\u201d being looked at, and reaffirmed that Trump has ruled out deploying U.S. troops on the ground in Ukraine.<\/p>\n<p>Nikolenko said security guarantees are \u201ca key element of any further mechanisms which will lead to lasting peace for Ukraine.\u201d<\/p>\n<p>What that looks like will depend on the capabilities of each coalition partner, he added.<\/p>\n<p>\u201cAt the end of the day, there should be a mechanism that will ensure Ukraine\u2019s security,\u201d he said.<\/p>\n<p>Ukraine is also looking to secure a US$90-billion arms deal that will see Kyiv buy American weapons and other equipment with European financial backing as part of a future security guarantee.
