In the course of the interaction, the man fell and suffered injuries – later found to include a fractured skull and elbows, the report continues.

According to the report, the subject officer had the vehicle’s lights and siren on at the time of the incident, and the rider – who was not wearing a helmet – “was offered medical assistance ‘ad nauseam,’” witness officers told investigators.

At Surrey Memorial Hospital later that day, the rider was diagnosed with injuries “including fractured skull, fractured elbows and a suspected orbital bone fracture,” the report continues.

Medical reports indicate he reported being hit by a police vehicle, but also that he was “unable to recall exact events.”

In a brief statement at the hospital the rider initially alleged that he was not provided first aid or offered an ambulance, but then said he did not remember whether that happened, the report states.

Another witness officer told IIO investigators that the police vehicle was six feet or more away from the scooter at the time of the incident, and that the rider appeared to do a “shoulder shrug” when police shouted at him to stop, before the scooter’s front wheel contacted the curb and he was thrown to the ground.

Another officer reported that the rider said he did not want to be seen by paramedics and that he told officers he was “as high as f**k.”

In an examination of the SUV, IIO investigators found no evidence of contact with the scooter or the rider, the report continues.

The subject officer did not provide an account of the incident.

The IIO report notes that “on their face,” the rider’s allegations “could amount to potentially unjustified and unlawful driving behaviour.”

“While it is not possible to reconcile the opposing accounts with certainty, it is significant that the AP has acknowledged uncertainty in his recall of the event,” the report states.

“Considering also that no physical evidence was found indicating contact between the SO’s vehicle and AP’s scooter, the evidence as a whole does not support the AP’s allegations.”

The Independent Investigations Office (IIO) of BC investigates all police-related incidents that result in serious harm or death, whether or not there is any allegation of wrongdoing.

‘No grounds’ for charges in Surrey e-scooter injuries: IIO Published 1:00 pm Friday, July 24, 2026 The Independent…

[194299
49,48,87674
post-824737","post","type-post","status-publish","format-standard","has-post-thumbnail","category-surrey","tag-ca","tag-canada","tag-surrey
["GET
