A Canada-wide arrest warrant was issued July 13<\/a> for a Vancouver man formerly of Calgary after he repeatedly failed to appear in court in a Panama Papers-linked tax case, the Canada Revenue Agency says.<\/p>\n

Wentao Yang was charged Nov. 12, 2025, with multiple offences, including tax evasion and fraud, both as an individual and in his capacity as a director of Kailas Energy Corp.<\/p>\n

The CRA said nine charges were laid against Yang personally and as a director of the company.<\/p>\n

Canadian oil and gas acquisitions investigated<\/p>\n

The CRA alleges Yang facilitated the acquisition of multiple Canadian oil and gas assets by investor groups in China.<\/p>\n

The agency alleges Yang failed to report consulting fees during the 2015 and 2016 taxation years.<\/p>\n

Kailas Energy Corp. allegedly failed to report consulting fees for the 2015 taxation year.<\/p>\n

According to the CRA, the transactions involved several transfers, including through foreign bank accounts, before the funds were deposited into Canadian accounts held by Yang.<\/p>\n

The agency alleges the transactions were carried out in a way that obscured the source of the funds.<\/p>\n

Investigation linked to Panama Papers<\/p>\n

The CRA said its investigation began after information identified as the Panama Papers was disclosed on the International Consortium of Investigative Journalists\u2019 website.<\/p>\n

The agency said the case-specific allegations in its July 14 announcement were obtained from court records.<\/p>\n
