{"id":830886,"date":"2026-07-28T07:03:35","date_gmt":"2026-07-28T07:03:35","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/830886\/"},"modified":"2026-07-28T07:03:35","modified_gmt":"2026-07-28T07:03:35","slug":"extreme-heat-increases-the-risk-of-workplace-injuries-across-canada","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/830886\/","title":{"rendered":"Extreme heat increases the risk of workplace injuries across Canada"},"content":{"rendered":"<p><a href=\"https:\/\/globalnews.ca\/news\/11944372\/guide-to-the-colour-coded-heat-warnings\/\" rel=\"nofollow noopener\" target=\"_blank\">Heat warnings have stretched across Canada this summer<\/a>, from <a href=\"https:\/\/www.ctvnews.ca\/atlantic\/article\/heat-warnings-in-effect-saturday-for-parts-of-nb-ns\/\" rel=\"nofollow noopener\" target=\"_blank\">Atlantic Canada<\/a> and <a href=\"https:\/\/www.ctvnews.ca\/vancouver\/article\/heat-warnings-expand-to-much-of-southern-bc-as-daily-temperature-records-fall\/\" rel=\"nofollow noopener\" target=\"_blank\">southern British Columbia<\/a> to the Prairies, central Canada and the Northwest Territories. <\/p>\n<p>During <a href=\"https:\/\/globalnews.ca\/news\/11964797\/environment-canada-extreme-heat-warning\/\" rel=\"nofollow noopener\" target=\"_blank\">one mid-July heat wave<\/a>, <a href=\"https:\/\/www.ctvnews.ca\/climate-and-environment\/article\/its-going-to-feel-like-45-in-these-cities-environment-canada-warns-amid-extreme-heat\/\" rel=\"nofollow noopener\" target=\"_blank\">humidex readings reached up to 45 C<\/a> across parts of southern Ontario and western Qu\u00e9bec, according to Environment Canada.<\/p>\n<p>For millions of Canadians, those warnings changed day-to-day plans. For many workers, though, the workday continued on construction sites, farms and loading docks, and inside factories, warehouses and restaurant kitchens.<\/p>\n<p>The most visible workplace consequences are heat exhaustion and heat stroke. But heat also creates a less obvious and poorly understood risk: it makes ordinary workplace injuries more likely.<\/p>\n<p>Heat turns routine hazards into injuries<\/p>\n<p><a href=\"https:\/\/doi.org\/10.1007\/s40572-019-00250-8\" rel=\"nofollow noopener\" target=\"_blank\">High temperatures cause dehydration and fatigue and impair attention, judgment, balance and reaction time<\/a>. <a href=\"https:\/\/www.iza.org\/publications\/dp\/14560\/temperature-workplace-safety-and-labor-market-inequality\" rel=\"nofollow noopener\" target=\"_blank\">Research on California workers<\/a> shows that heat increases injuries seemingly unrelated to temperature, including falls or vehicle crashes \u2014 patterns consistent with diminished cognition and attention. <\/p>\n<p>Official counts likely understate the problem, since heat is often the contributing factor rather than the injury named on the claim form.<\/p>\n<p>Canadian evidence shows how easily this burden can hide in plain sight. <a href=\"https:\/\/doi.org\/10.1136\/oemed-2014-102428\" rel=\"nofollow noopener\" target=\"_blank\">A peer-reviewed study<\/a> linked 374,078 accepted workers\u2019 compensation claims in Qu\u00e9bec with daily temperatures from 2003 to 2010. <\/p>\n<p>The study found that, for every 1 C increase in the daily maximum temperature, the workplace injury rate rose by about 0.2 per cent. That sounds small, but it accumulates across a heat wave and a large workforce. Researchers geocoded more than 845,000 injury reports and matched them with daily weather conditions. <\/p>\n<p>Compared with a heat index of 80 F (about 27 C), the odds of injury were three per cent higher at 90 F (32 C), 10 per cent higher at 100 F (38 C) and 20 per cent higher at 110 F (43 C). The researchers estimated heat caused roughly 28,000 additional workplace injuries across the U.S. in 2023.<\/p>\n<p>These findings challenge the idea that heat is mainly an outdoor-work problem. Outdoor workers face direct sun and humidity, while indoor workers contend with ovens, machinery, poor ventilation and inadequate cooling. Heavy exertion and protective clothing further increase the body\u2019s heat load.<\/p>\n<p>Protections vary across provinces<\/p>\n<p>Canada has no common minimum standard for protecting workers from extreme heat. <a href=\"https:\/\/www.ccohs.ca\/oshanswers\/phys_agents\/temp_legislation.html\" rel=\"nofollow noopener\" target=\"_blank\">Every province and territory requires<\/a> employers to protect health and safety, but the rules vary considerably.<\/p>\n<p><a href=\"https:\/\/www.worksafebc.com\/en\/law-policy\/occupational-health-safety\/searchable-ohs-regulation\/ohs-regulation\/part-07-noise-vibration-radiation-and-temperature\" rel=\"nofollow noopener\" target=\"_blank\">B.C.<\/a>, for example, requires employers to assess heat exposure and create a control plan when workers may be at risk. The rules call for engineering controls where feasible and for cool drinking water.<\/p>\n<p><a href=\"https:\/\/www.legisquebec.gouv.qc.ca\/en\/document\/cr\/s-2.1%2C%20r.%2013\" rel=\"nofollow noopener\" target=\"_blank\">Qu\u00e9bec<\/a> sets exposure limits using the wet-bulb globe temperature, which combines temperature, humidity, radiant heat and air movement, and prescribes controls once those limits are reached.<\/p>\n<p><a href=\"https:\/\/www.ontario.ca\/page\/managing-heat-stress-work\" rel=\"nofollow noopener\" target=\"_blank\">Ontario<\/a> and <a href=\"https:\/\/www.alberta.ca\/working-extreme-temperatures\" rel=\"nofollow noopener\" target=\"_blank\">Alberta<\/a> rely more heavily on broad employer duties, hazard assessment and official guidance rather than on province-wide standards. <\/p>\n<p>Federally regulated workplaces are also changing: <a href=\"https:\/\/www.canada.ca\/en\/employment-social-development\/services\/health-safety\/reports\/amendments-regulations-part-ii.html\" rel=\"nofollow noopener\" target=\"_blank\">new thermal-stress rules<\/a> have been adopted but will not take effect until February 2027 \u2014 too late to protect workers this summer.<\/p>\n<p>Other provinces and territories have no heat-specific legislation at all, leaving the issue to fall under employers\u2019 general duty to protect worker health and safety. A general duty states the desired outcome, but it doesn\u2019t say when a hot day requires action or what that response should include. Protection then depends on employers\u2019 knowledge, resources and willingness to act.<\/p>\n<p>Rules need triggers and enforcement<\/p>\n<p>Evidence on regulation is encouraging, but it also warns against symbolic rules. <a href=\"https:\/\/doi.org\/10.1377\/hlthaff.2025.00096\" rel=\"nofollow noopener\" target=\"_blank\">A recent peer-reviewed study<\/a> compared heat-related deaths among California\u2019s outdoor workers with those in neighbouring states.<\/p>\n<p>            <img decoding=\"async\" alt=\"A woman outdoors in a baseball cap fans herself with a handheld fan\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/07\/file-20260722-57-k7w97x.jpg\" class=\"native-lazy\" loading=\"lazy\"  \/><\/p>\n<p>              Heat warnings stretch across Canada this summer, from Atlantic Canada and southern British Columbia to the Prairies, central Canada and the Northwest Territories.<br \/>\n              (AP Photo\/Nam Y. Huh)<\/p>\n<p>California\u2019s initial 2005 heat standard was not linked to fewer deaths. After enforcement intensified in 2010, researchers estimated a 33 per cent reduction in heat-related deaths. After the rules were strengthened again in 2015, the estimate rose to 51 per cent, reflecting the stronger rules and continuing enforcement. Neither period\u2019s estimate was statistically significant on its own, but the two post-2010 periods combined were.<\/p>\n<p>The lesson is not simply to \u201chave a heat rule.\u201d Effective protection requires clear triggers, practical controls and enforcement.<\/p>\n<p><a href=\"https:\/\/www.iza.org\/publications\/dp\/14560\/temperature-workplace-safety-and-labor-market-inequality\" rel=\"nofollow noopener\" target=\"_blank\">Separate research<\/a> tracking California workplace injuries from 2001 to 2018 found that estimated injury burden caused by heat fell by about 30 per cent after 2005. The researchers could not identify the cause, but said the finding suggests workplaces may be able to reduce heat-related risks using existing practices and safety practices.<\/p>\n<p>Federal, provincial and territorial governments in Canada should establish a common minimum standard covering indoor and outdoor work. Employers should be required to assess heat using temperature, humidity, radiant heat, workload and protective clothing, and to prepare written response plans. Plans should include water and cooled rest areas, paid breaks, gradual acclimatization, training, and emergency and stop-work procedures. <\/p>\n<p>Workers should help design these plans, since they often know where heat accumulates and which production pressures make breaks difficult to take.<\/p>\n<p>Employers should not wait for legislation. Heat is a foreseeable workplace hazard and the controls needed to manage it are well understood. Telling workers to drink more water is no substitute for redesigning schedules, workloads and workplaces.<\/p>\n<p>Canada\u2019s heat waves are becoming a recurring test of how the country protects its workers.
