{"id":834736,"date":"2026-07-29T23:54:09","date_gmt":"2026-07-29T23:54:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/834736\/"},"modified":"2026-07-29T23:54:09","modified_gmt":"2026-07-29T23:54:09","slug":"minister-didnt-see-need-to-tell-public-of-batshaw-deaths","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/834736\/","title":{"rendered":"Minister didn&#8217;t see need to tell public of Batshaw deaths"},"content":{"rendered":"<p>Quebec\u2019s social services minister says he learned in May of three deaths of children under the care of the Batshaw youth protection agency, but didn\u2019t see a need to share the information with the public.<\/p>\n<p>Lionel Carmant offered his first public comments on the deaths Wednesday, six days after The Gazette revealed that <a href=\"https:\/\/montrealgazette.com\/news\/children-died-batshaw-montreals-anglophone-youth-protection-agency\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">three children died in March<\/a> while under the care of Batshaw Youth and Family Centres.<\/p>\n<p>Carmant, who resumed his social services portfolio in late April after a five-month hiatus from the Coalition Avenir Qu\u00e9bec caucus, said in an interview that Sant\u00e9 Qu\u00e9bec and the Health and Social Services Ministry already had an action plan in place when he learned about the deaths in May.<\/p>\n<p>\u201cWhat came out last week was not news to me,\u201d the minister told The Gazette. \u201cI\u2019ve been on the subject since I came back into the position.\u201d<\/p>\n<p>The Gazette reported last week that a four-year-old girl and two teenagers died in March while under the care of the Batshaw agency, which provides English-language services to children across the island of Montreal.<\/p>\n<p>The four-year-old, who had bruises on her body and showed signs of malnutrition when she died, was supposed to receive regular visits from Batshaw workers, but she hadn\u2019t been visited in months after the caseworker assigned to her switched departments.<\/p>\n<p>A 17-year-old boy had been waiting months for Batshaw to assign him a caseworker when he took his own life. The other child, a 16-year-old girl, also died by suicide.<\/p>\n<p>\u201cI\u2019m not sure what would be the advantage of publicly coming out with this information,\u201d Carmant said when asked why deaths in youth protection aren\u2019t reported to the public.<\/p>\n<p>\u201cChildren die in the neonatal unit every day,\u201d he said, but their deaths also aren\u2019t reported as they happen.<\/p>\n<p>The coroner is investigating all three deaths, he said, and \u201cas minister, I have to wait for the conclusions of the investigation.\u201d<\/p>\n<p>Carmant said he meets regularly with Sant\u00e9 Qu\u00e9bec and the Health and Social Services Ministry to discuss the situation at Batshaw and that the agency put in place an action plan following the deaths.<\/p>\n<p>Six new caseworkers were hired for Batshaw\u2019s evaluation and orientation department, which responds to children whose cases are flagged to the agency, Carmant said.<\/p>\n<p>Batshaw also made efforts to whittle down its wait-list, temporarily assigning workers from other departments to take part in a blitz that Carmant said shrank the list to 70 children, compared with the 437 who were on the wait-list at this time last year.<\/p>\n<p>Carmant\u2019s comments came days after the Quebec Liberals and Qu\u00e9bec solidaire <a href=\"https:\/\/montrealgazette.com\/news\/batshaw-deaths-youth-protection-quebec-solidaire\/\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">demanded he take action<\/a> in response to the three deaths. The minister had initially declined to comment on the deaths, redirecting all questions to Lesley Hill, Quebec\u2019s national director of youth protection.<\/p>\n<p>Quebec Liberal youth protection critic Brigitte Garceau addressed Carmant\u2019s lack of response on Tuesday, putting out a statement accusing him of an \u201cunacceptable silence\u201d following news of the deaths. \u201cI thought it was completely unbearable, intolerable in terms of behaviour for a minister\u201d to go days without responding to the report, Garceau said in an interview with The Gazette on Wednesday.<\/p>\n<p>\u201cI don\u2019t think that was appropriate,\u201d Carmant said Wednesday of Garceau\u2019s statement.<\/p>\n<p>Sant\u00e9 Qu\u00e9bec announced Tuesday that it had ordered an inquiry into youth services provided by Sant\u00e9 Qu\u00e9bec Ouest-de-l\u2019\u00cele-de-Montr\u00e9al Universitaire, which oversees Batshaw. Led by the Bureau de l\u2019inspectrice nationale, which is under the authority of Sant\u00e9 Qu\u00e9bec\u2019s board of directors, the investigation will seek to improve practices and investigate compliance with policies.<\/p>\n<p>\u201cI question the independence of the Bureau de l\u2019inspectrice nationale, because it\u2019s still Sant\u00e9 Qu\u00e9bec,\u201d Garceau said. The Quebec Liberals are calling for an investigation by the Commission des droits de la personne et des droits de la jeunesse, which operates independently of the government.<\/p>\n<p>\u201cThe deaths of children need to be in the public domain,\u201d Garceau said when asked whether the three deaths should have been reported to the public. \u201cIt\u2019s about accountability at the end of the day.\u201d<\/p>\n<p>In a statement to The Gazette on Tuesday, youth protection director Hill said Batshaw had implemented new measures since April.<\/p>\n<p>\u201cI can assure you that each of these situations has been thoroughly examined by the appropriate authorities at the establishment, and we are awaiting the results of the coroner\u2019s investigations,\u201d she said.<\/p>\n<p>Hill said a new directive was put in place in May to ensure that high-risk children receive immediate care and to implement a monitoring agreement with schools, daycares and other organizations for children awaiting placement.<\/p>\n<p>Centralized health authorities harmed retention: minister<\/p>\n<p>High turnover at Batshaw and other youth protection agencies was set off in part by the 2015 reorganization of the health system, which merged health and social services into centralized health authorities, Carmant said.<\/p>\n<p>\u201c(It) led to the crisis that we know as far as youth protection is concerned,\u201d he said, arguing that the change encouraged youth protection workers to move to other parts of the health and social services system. <\/p>\n<p>\u201cThere was no incentive put in place to stay in youth protection,\u201d he said. \u201cThat was a mistake that we\u2019ve been able to correct in part with bonuses for employees in youth protection.\u201d<\/p>\n<p>When workers leave youth protection, \u201cwe lose expertise and also some form of accountability,\u201d Carmant said.<\/p>\n<p>A shortage of English-speaking youth workers makes staffing especially difficult at Batshaw, Carmant said, as well as at the Outaouais and Gasp\u00e9sie agencies, which he said struggle to hire caseworkers for anglophone clients.<\/p>\n<p><a href=\"https:\/\/montrealgazette.com\/news\/provincial-news\/provincial-politics\/carmant-didnt-see-need-to-inform-public-of-batshaw-deaths\/mailto:jawilson@postmedia.com\" target=\"_blank\" rel=\"noreferrer noopener nofollow\">jawilson@postmedia.com<\/a><\/p>\n<p>\t\tEditor\u2019s Picks\t<\/p>\n","protected":false},"excerpt":{"rendered":"Quebec\u2019s social services minister says he learned in May of three deaths of children under the care of&hellip;\n","protected":false},"author":2,"featured_media":834737,"comment_status":"","ping_status":"","sticky":false,"template":"","format":"standard","meta":{"footnotes":""},"categories":[22],"tags":[49,48,295,66],"class_list":["post-834736","post","type-post","status-publish","format-standard","has-post-thumbnail","category-environment","tag-ca","tag-canada","tag-environment","tag-science"],"_links":{"self":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/posts\/834736","targetHints":{"allow":["GET"]}}],"collection":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/posts"}],"about":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/types\/post"}],"author":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/users\/2"}],"replies":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/comments?post=834736"}],"version-history":[{"count":0,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/posts\/834736\/revisions"}],"wp:featuredmedia":[{"embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/media\/834737"}],"wp:attachment":[{"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/media?parent=834736"}],"wp:term":[{"taxonomy":"category","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/categories?post=834736"},{"taxonomy":"post_tag","embeddable":true,"href":"https:\/\/www.newsbeep.com\/ca\/wp-json\/wp\/v2\/tags?post=834736"}],"curies":[{"name":"wp","href":"https:\/\/api.w.org\/{rel}","templated":true}]}}
