Picture: Jay Allen \/ Unseen Japan<\/p>\nJapan gets a lot of attention for its annual fertility festivals, such as the Kanamara Matsuri (Festival of the Steel Phallus \u2013 ouch). A lesser-known phenomenon, though, is the \u79d8\u5b9d\u9928 (hih\u014dkan), or roadside sex museums. <\/p>\n
Unfortunately, there\u2019s a reason you don\u2019t hear much about them. Outside of two remaining installations, most have died off. Fortunately, there\u2019s still a spot in Tokyo that\u2019s dedicated to keeping this collision between sex and kitsch alive in the 21st century.<\/p>\n
What is a roadside sex museum? <\/p>\n

Literally, hih\u014dkan means \u201chidden treasure hall.\u201d It\u2019s a euphemism, like how \u201cdelivery health\u201d refers to hotel sex<\/a>. In reality, hih\u014dkan are museums filled with erotica and other offbeat art. Once upon a time, these buildings clustered in onsen towns around the country and were pitched as adults-only sightseeing spots on group tours.<\/p>\n How did these unique attractions come into existence? The first, \u7537\u5973\u795e\u793e\u79d8\u5b9d\u9928\u00a0 (Danjo Jinja Hih\u014dkan, The Male\/Female Shrine of Hidden Treasures), was born in Tokushima Prefecture in April 1969. But it was the \u5143\u7956\u56fd\u969b\u79d8\u5b9d\u9928 (Ganso Kokusai Hih\u014dkan, \u201cOriginal International Hih\u014dkan\u201d) near Ise, Mie Prefecture that was the first to use life-size figures and dioramas. Reportedly, the museum was the pet project of a local pearl-industry businessman inspired by 1950s American roadside attractions.<\/p>\n At its peak, there were 20 hih\u014dkan operating nationwide. The facilities spread from Sapporo down to Kyushu\u2019s Beppu, with clusters in Atami, Ureshino, and other onsen-rich areas.<\/p>\n The boom was driven largely by corporate travel. During Japan\u2019s postwar boom between the 1950s and 1970s, firms would routinely send busloads of employees on morale-boosting trips to onsen towns. The largely male and besotted employees needed something to do between dipping in water and eating their banquet dinners. An adults-only \u201csecret treasure hall\u201d was the perfect diversion. <\/p>\n How they were built (and what was inside) <\/p>\n The hih\u014dkan stood out for two reasons. One was the sexual, erotic nature of the exhibits. The other was the nature of the exhibits themselves. Mannequin scenes of sexual scenarios and sexualized folklore imagery (e.g., mermaids) dominated exhibit floors. <\/p>\n Some ran \u201chealth and hygiene\u201d corners warning visitors of the dangers of sexually transmitted diseases. Most eventually dropped these in favor of pure entertainment. Other entertainment options included erotic film screenings as well as traditional shunga (\u6625\u753b) erotic art and the so-called \u201c48 techniques\u201d (\u56db\u5341\u516b\u624b; shij\u016bhachi-te), a sexualized version of a term borrowed from sumo dating back to the Edo era that depicts different sexual positions. (\u201c48\u201d isn\u2019t an exact number here; it just means \u201ca lot.\u201d) <\/p>\n You might be wondering: who would (or could) make interesting, sexualized life-like mannequin figures? The answer: film experts! Most of the figures in these exhibits were engineered by T\u014dky\u014d S\u014dken, founded by ex-T\u014dh\u014d film-studio staff<\/a>. The studio blended wax and fiberglass mannequins, built using techniques they learned making movies.<\/p>\n What happened to the hih\u014dkan?<\/p>\n The hih\u014dkan\u2019s fate was tied to the Japanese economy. After Japan\u2019s bubble burst in the 1990s, companies cut the corporate trip to save money. Domestic travel shifted to focusing on individuals and families. Large onsen fell out of favor, with hidden hot springs (\u79d8\u6e6f, hit\u014d) now booming in popularity<\/a>.<\/p>\n Faced with the bust, many ryokan went out of business. They took the hih\u014dkan with them. The museums\u2019 exhibits and animatronics displays cost \u00a53\u20135 million ($19K-30K) per figure to maintain. Without a steady supply of tourists, most roadside sex museums couldn\u2019t keep these displays in working order.<\/p>\n Then there were the obscenity crackdowns. In February 2006, a visitor to the T\u014dhoku Safari Park (\u6771\u5317\u30b5\u30d5\u30a1\u30ea\u30d1\u30fc\u30af) in Nihonmatsu, Fukushima Prefecture complained to authorities that \u201cthere are some truly awful photos\u201d in the museum. Prefectural police raided and deemed some of the exhibits in violation of Penal Code Article 175, the obscenity statute. <\/p>\n The cops arrested the park\u2019s president, Kumakubo Norio (\u718a\u4e45\u4fdd\u52c5\u592b), plus two employees, and seized 70 photographs. They were later released, and the park carried on, but only after shuttering its roadside sex museum for good. <\/p>\n Where you can experience a hih\u014dkan today<\/p>\n The last authentic hih\u014dkan standing in its original form is in the onsen town of Atami. The Atami Hih\u014dkan<\/a> in Shizuoka Prefecture is run by the Atami Ropeway Company. Run under the tagline \u201c\u30a8\u30ed\u3063\u3066\u3044\u3061\u3070\u3093\u3001\u30af\u30ea\u30a8\u30a4\u30c6\u30a3\u30d6\u3060\u201d (\u201cEroticism is the ultimate creativity\u201d), the museum features exhibits such as the Fortune-Telling Hall and the \u201cBeautiful Women of Atami.\u201d <\/p>\n Fortunately, the exhibits at the other museums didn\u2019t entirely disappear. The Maboroshi Hakurankai<\/a>, or \u201cPhantom Expo\u201d in It\u014d, Shizuoka, absorbed collections from roughly eight defunct hih\u014dkan and ten other shuttered museums and amusement parks. <\/p>\n The other surviving home of the hih\u014dkan is The Museum of Roadside Art (\u5927\u9053\u82b8\u8853\u9928; daid\u014dgeijutsukan), located in the historic geisha district at Muk\u014djima, Sumida Ward, in Tokyo. Its curator, editor-photographer Tsuzuki Ky\u014dichi (\u90fd\u7bc9\u97ff\u4e00), salvaged the mannequins and sets from the Toba SF Miraikan hih\u014dkan in Mie, particularly those focused on its \u201cErotic Space Future Journey\u201d theme.<\/p>\n Want to see Tokyo’s nightlife with someone who can get you in the door? Tsuzuki\u2019s goal is to treat erotica as a form of culture rather than a sense of shame. Indeed, above the door as you walk in, Tsuzuki has hung a copy of the Why Cheap Art? Manifesto from the Bread and Puppet Theater, which proclaims that \u201cart is not business!\u201d and \u201cart is cheap!\u201d<\/p>\n Tsuzuki occasionally sponsors events to promote the Museum\u2019s cause; his 2015 event \u201c\u795e\u306f\u6027\u5668\u306b\u5bbf\u308b\u201d (\u201cGod Dwells in Genitals\u201d) drew about 15,000 visitors, between 70-80% of them women. Pop star Dua Lipa even paid a visit once. <\/p>\n The Museum of Roadside Art is very foreigner-friendly. In fact, proprietress Konta Atsuko told me that their main clientele is foreign visitors. <\/p>\n For Japanese people, she says, \u201ca hih\u014dkan comes with a filter: \u2018Oh, that stuff, yeah, yeah, I get it, the silly ridiculous thing.\u2019 But people from abroad don\u2019t have that hih\u014dkan filter. So when they see it, they go, \u2018Wait, what?!’\u201d<\/p>\n Konta also thinks foreign visitors appreciate the Museum\u2019s mission more than her fellow Japanese. \u201cJapan, probably far more than abroad, very often refuses to recognize the artistic element in things like mass culture,\u201d she said. \u201cBut art is supposed to be completely free.\u201d<\/p>\n The hih\u014dkan started as a sexual oddity for drunken salarymen in an age where \u201ccorporate entertainment\u201d meant \u201cmale entertainment.\u201d It survives today in a different context: as a statement that art can be wild, sensual, sexual, and even downright explicit. <\/p>\n More importantly, it stands as a statement that art isn\u2019t defined by societal norms or its monetary value.
