A Brampton-based trucking company has officially lost its operating authority following a scathing provincial tribunal decision that revealed severe, ongoing safety violations even after one of its commercial rigs was involved in a fatal 15-vehicle pileup.<\/p>\n
Ontario\u2019s Licence Appeal Tribunal has upheld an order by the Registrar of Motor Vehicles to cancel the Commercial Vehicle Operator\u2019s Registration (CVOR) for LD Trans Line Ltd., a move that strips the carrier of its legal right to operate and orders the immediate seizure of its commercial plates and permits.<\/p>\n
In a ruling released Aug. 6, adjudicator Michael Beauchesne concluded that the Brampton firm\u2019s compliance record had deteriorated so severely that it posed an ongoing threat to public safety, demonstrating what he characterized as a systemic issue and a \u201cconcerning level of apathy towards safety\u201d.<\/p>\n
By April 2026, LD Trans Line\u2019s overall CVOR violation rate had skyrocketed to 103.27 per cent, up from 60.86 per cent in July 2025. In Ontario\u2019s commercial trucking regulatory framework, a violation rate can exceed 100 per cent because safety points stack progressively based on the gravity and frequency of convictions relative to the size of a company\u2019s fleet. To put that in perspective for everyday commuters on Peel Region highways, the tribunal noted that 97.33 per cent of Ontario\u2019s 61,129 registered commercial carriers maintain a violation rate safely below 35 per cent.<\/p>\n
Furthermore, the company\u2019s out-of-service rate reached 58.33 per cent by April 2026, meaning well over half of the company\u2019s trucks or drivers subjected to roadside checks were immediately ordered off the road due to dangerous mechanical defects or logbook infractions.<\/p>\n
The most damning evidence centred on widespread and repetitive hours-of-service violations, which came to light following a devastating Jan. 15, 2025 multi-vehicle collision that left one person dead and involved 16 people.<\/p>\n
Evidence presented at the tribunal showed that the driver involved in the fatal crash had systematically falsified his logbook entries for four consecutive days leading up to the collision, routinely logging hundreds of kilometres of highway travel while claiming to be off duty. At 5:58 a.m. on the morning of the crash, the driver was actively behind the wheel despite his electronic logs explicitly stating he was off duty. The crash site itself was located roughly 625 kilometres away from where the driver claimed to have stopped and gone off duty the prior evening.<\/p>\n
While an official police report did not formally list driver fatigue as a factor in the pileup, Beauchesne ruled that the logbook evidence clearly proved the driver had failed to receive his legally mandated rest periods before taking the wheel.<\/p>\n
Despite the gravity of the fatal collision, tribunal evidence revealed that the safety failures persisted. Hours-of-service violations across multiple company drivers continued unabated, even after LD Trans Line introduced a safety \u201caction plan\u201d in November 2025.<\/p>\n
LD Trans Line argued against the licence cancellation, claiming it had undertaken substantial remedial actions, including downscaling its active fleet from eight trucks to three, installing onboard cameras, switching to a new electronic logging provider, and implementing mandatory driver training.<\/p>\n
However, the tribunal found those efforts had yielded no measurable improvement, with both violation and out-of-service rates continuing to worsen. Beauchesne completely rejected the carrier\u2019s plea to operate under strict fleet size restrictions or heightened supervision rather than facing a complete shutdown.<\/p>\n
In a sharp rebuke of the company\u2019s executive oversight, Beauchesne noted that the January 2025 tragedy should have served as an urgent wake-up call to overhaul operations.<\/p>\n
\u201cIt is enough for me to weigh that even the loss of life did not spur the appellant to any serious remedial action,\u201d Beauchesne wrote.<\/p>\n
Finding that supervision would fail to protect the public from a deeply rooted culture of non-compliance, he stated, \u201cThere just does not seem to be an authentic desire to get better\u201d.<\/p>\n
The tribunal ordered the Registrar of Motor Vehicles to carry out the full revocation and plate seizure effective immediately. LD Trans Line could not be reached for comment prior to publication.<\/p>\n
