Peel Regional Police will face independent oversight as it implements recommendations aimed at eliminating racial profiling and systemic discrimination, under a new agreement that will allow disputes to be settled through binding arbitration.<\/p>\n

The agreement between Peel Regional Police (PRP), the Peel Police Services Board (PPSB) and the Ontario Human Rights Commission (OHRC) establishes an independent process to verify whether the recommendations are being implemented and resolve disagreements between the three parties.<\/p>\n

The recommendations are the result of a Human Rights Project launched by the three organizations in 2020 to identify and address systemic racism in Peel policing. The project included consultations with Black, Indigenous and other racialized communities, with initial recommendations released in 2023.<\/p>\n

Those recommendations were based on seven principles developed by the OHRC and cover areas including acknowledging systemic racism, community engagement, policy changes, accountability, organizational change and data collection.<\/p>\n

Peel police has since been working to implement the recommendations, but the new agreement establishes an additional layer of oversight to determine whether the work is actually being carried out.<\/p>\n

Under the agreement, PRP, the police board and the OHRC will jointly select an independent verifier, with support from the community-based Anti-Racism Advisory Committee.<\/p>\n

The verifier will assess the implementation of the recommendations.<\/p>\n

If the three organizations disagree over how a recommendation should be interpreted or whether it has been properly implemented, the dispute can be sent to binding arbitration.<\/p>\n

The arbitrator\u2019s decision will be binding on all three parties and enforceable.<\/p>\n

That is the key development in the latest agreement: Peel police and its governing board will not be left to determine on their own whether the recommendations have been adequately implemented.<\/p>\n

The recommendations include changes to how Peel police collects and reports race-based data, policies dealing with racial profiling and street checks, training on racial discrimination and de-escalation, and greater community involvement.<\/p>\n

They also call for changes to how police respond to people experiencing mental-health crises, including expanding civilian-led crisis response options.<\/p>\n

One recommendation specifically calls for Peel police to work with Mississauga and Brampton to develop a non-emergency response unit, including a component focused on the needs of Black and Indigenous clients.<\/p>\n

Peel police has also acknowledged that systemic racism exists within its service and has described the Human Rights Project as an ongoing effort to dismantle institutional practices that contribute to unequal outcomes.<\/p>\n

The new agreement is being described by the three organizations as a first-of-its-kind model for police accountability in Ontario and Canada.<\/p>\n

\u201cThe Board is committed to ensuring this work leads to lasting, measurable change and greater public confidence,\u201d PPSB Chair Nando Iannicca said.<\/p>\n

Chief Nishan Duraiappah said the agreement demonstrates Peel police\u2019s commitment to \u201ctransparent, independent oversight\u201d and to building trust with residents.<\/p>\n

The OHRC said the agreement is an important step because it provides legally enforceable accountability for the actions being taken to address systemic racism.<\/p>\n

For residents of Mississauga and Brampton, the significance of the agreement will ultimately depend on whether the recommendations lead to measurable changes in how policing is delivered across Peel.<\/p>\n

The independent verifier and binding arbitration process are intended to ensure there is an independent mechanism for determining whether that change is actually taking place.<\/p>\n
