{"id":867361,"date":"2026-08-22T12:08:10","date_gmt":"2026-08-22T12:08:10","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/867361\/"},"modified":"2026-08-22T12:08:10","modified_gmt":"2026-08-22T12:08:10","slug":"cote-st-lucs-master-plan-foresees-strong-future-growth-mayor-says","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/867361\/","title":{"rendered":"C\u00f4te-St-Luc&#8217;s master plan foresees strong future growth, mayor says"},"content":{"rendered":"<p class=\"wp-block-paragraph\">C\u00f4te-St-Luc is preparing for population growth like it hasn\u2019t seen in decades with its recently adopted master plan.<\/p>\n<p class=\"wp-block-paragraph\">The city of 35,000 residents anticipates construction of 4,000 new housing units and a 35 per cent increase in its population over the next two decades, Mayor David Tordjman said in an interview. <\/p>\n<p class=\"wp-block-paragraph\">\u201cThe master plan is going to revitalize C\u00f4te-St-Luc,\u201d he said, adding revenue from an increased tax base would be invested in services and infrastructure.<\/p>\n<p class=\"wp-block-paragraph\">\u201cIt\u2019s already a great city, but it\u2019s going to make C\u00f4te-St-Luc an even better city and more affordable to families.\u201d<\/p>\n<p class=\"wp-block-paragraph\">There won\u2019t be a population \u201cexplosion\u201d in the next couple of years, Tordjman added. \u201cThe reality is this is a long-term plan.\u201d<\/p>\n<p class=\"wp-block-paragraph\"><a rel=\"noopener noreferrer nofollow\" target=\"_blank\" href=\"https:\/\/cotesaintluc.org\/wp-content\/uploads\/2026\/05\/COM_MasterPlanAndByLawRevisions_2026-05-01.pdf\">The master plan<\/a>, which C\u00f4te-St-Luc adopted in May, also lays out a shift to active transit, more parks and green spaces, more recreation services and connecting neighbourhoods that are hemmed in by railway tracks.<\/p>\n<p class=\"wp-block-paragraph\">A neighbourhood that is disconnected from central C\u00f4te-St-Luc, for example, could receive satellite services, including library and recreation services, Tordjman said.<\/p>\n<p class=\"wp-block-paragraph\">The spate of construction is to be driven largely by the <a href=\"https:\/\/montrealgazette.com\/news\/cote-st-luc-plots-a-shift-to-15-minute-city-featuring-transit-new-housing\/\" rel=\"nofollow noopener\" target=\"_blank\">three major shopping malls <\/a>in C\u00f4te-St-Luc \u2014 D\u00e9carie Square, Quartier Cavendish, which was formerly known as Cavendish Mall, and C\u00f4te-St-Luc shopping centre. The owners of the malls are at various stages of planning to gradually demolish their structures and replace them with tree-lined streets combining housing and commercial space.<\/p>\n<p class=\"wp-block-paragraph\">\u201cOur malls, unfortunately, are not the centres of the community that they once were,\u201d Tordjman said. <\/p>\n<p class=\"wp-block-paragraph\">The idea is to revitalize \u201cthose areas with future-looking types of development \u2014 commercial on the ground floor with residential above \u2014 restaurants and coffee shops. All of those nice things people go out of C\u00f4te-St-Luc to access will now be accessible in C\u00f4te-St-Luc \u2014 walking distance.\u201d<\/p>\n<p class=\"wp-block-paragraph\">C\u00f4te-St-Luc foresees a mix of apartments, condos and townhomes, as well as some single family homes, he added. Townhouses offer a more affordable option than single-family houses, Tordjman said. As well, larger apartment units may attract young families that can\u2019t otherwise afford to buy into the real estate market, he said.<\/p>\n<p class=\"wp-block-paragraph\">\u201cWe need to ensure our seniors have a place to go in C\u00f4te-St-Luc as they age out of their homes,\u201d Tordjman said.<\/p>\n<p class=\"wp-block-paragraph\">\u201cSo we want to retain seniors and attract them, and we also want to attract families.\u201d<\/p>\n<p class=\"wp-block-paragraph\">The city is also streamlining its permits process to enable current building owners to renovate their homes with fewer bureaucratic hurdles, he said.<\/p>\n<p class=\"wp-block-paragraph\">There has been virtually no new housing development in C\u00f4te-St-Luc since 2020, according to figures from Canada Mortgage and Housing Corp (CMHC). In fact, the federal agency reports 1,175 housing starts in the city over the past 20 years.<\/p>\n<p class=\"wp-block-paragraph\">That makes 4,000 new units a major shift for C\u00f4te-St-Luc.<\/p>\n<p class=\"wp-block-paragraph\">\u201cThere will be additional homes, but it\u2019s an evolution of a city that\u2019s required,\u201d Tordjman said. <\/p>\n<p class=\"wp-block-paragraph\">\u201cThe sustainability of a city is difficult with a limited tax base. We have to expand the tax base to increase revenue.
