a trade war between the United States and Canada looms following the <a href=\"https:\/\/www.cnn.com\/2026\/08\/21\/economy\/us-canada-trade\" rel=\"nofollow noopener\" target=\"_blank\">collapse of talks<\/a> last week, a key issue has emerged that\u2019s further inflamed tensions between the longtime allies: French language laws.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt6xiz1x000g3b6ry2szff45@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Canada is a bilingual country and has laws protecting both of its official languages: English and French, the first language spoken for roughly one fifth of the population, including nearly 85% of primarily Francophone province of Quebec.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt6xiz1x000h3b6ryq34b4e2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Among the laws, product labels must be displayed in both English and French, and US streaming platforms must support and promote Canadian content (including Indigenous and French Canadian content) to audiences north of the border.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt6xiz1x000i3b6r1ndbq2vd@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Canada\u2019s language requirements have long been viewed by the US as a trade barrier but are generally a red line for Ottawa \u2014 which Prime Minister Mark Carney enforced by walking away from a deal which he said included \u201cthreats to French language and culture.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt7zt33j000h3b6regt02arw@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            On Monday, Carney said Canada \u201ccould not accept\u201d the proposed deal that would have weakened French language protections, telling reporters that his government \u201cwill not give (the US) what they have asked.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt7yl76x003l3b6rs0qka0sh@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Many in Canada have rallied behind Carney\u2019s decision  \u2014 and particularly his comments about protecting French culture, a core part of Canada\u2019s national identity.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt807w1i00863b6rpdapt390@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            After US Trade Representative Jamieson Greer called Ottawa\u2019s concerns about French a \u201cfunny, fake story\u201d on Monday, the Canadian leader denied the issue was a laughing matter, saying there is an \u201cenormous gap between our perspective and the US perspective.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt7yro3a004n3b6r2oi0u53i@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cFor Americans, French language, Francophone culture, Canadian culture, these are irritants,\u201d Carney said in French at a news conference in L\u00e9vis, Quebec.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt80a0qc008g3b6ri5glls1c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n href=\"https:\/\/www.canada.ca\/en\/department-finance\/news\/2026\/08\/ministers-champagne-joly-hajdu-and-solomon-to-announce-canadian-response-to-us-tariffs.html\" target=\"_blank\" rel=\"nofollow noopener\">statement<\/a>. CNN has reached out to Carney\u2019s office for more details.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt6wlhqr00073b6r76rxgu6d@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Language rights have been entrenched in Canada\u2019s constitution for decades and are particularly important to Quebec, which has fought to protect its distinct linguistic and cultural identity in an English-dominated North America.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt7xkh84000j3b6rvn8zzxu9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            This pursuit has at times put the province at odds with the rest of Canada. Quebec has twice held a referendum on whether to secede from the rest of the country, most recently in a 1995 vote where the \u201cno\u201d side won by a razor-thin margin of just 1.16%.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt6xjetl000p3b6r1lgv9oyx@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Language laws include everything from the right for Canadians to access official services in both languages to the requirement that hair care companies display the French \u201cshampooing\u201d alongside English text on their bottles.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt6xjetl000q3b6rbkmi9bl4@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            For US companies looking to do business in Canada, this means added barriers as they must redesign packaging and pay extra production costs.\n    <\/p>\n<p>       <img decoding=\"async\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/08\/gettyimages-2196941198.jpg\" alt=\"An American brand and the Canadian version at a grocery store in Montreal, Canada, on February 3, 2025.\" class=\"image_large__dam-img image_large__dam-img--loading\" onload=\"this.classList.remove('image_large__dam-img--loading')\" onerror=\"imageLoadError(this)\" height=\"3999\" width=\"5998\" loading=\"lazy\"\/><\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt6xjetl000r3b6ref4munhb@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Stewart Prest, a lecturer in the Department of Political Science at the University of British Columbia, said asking Canada to bend these rules is \u201cnot a reasonable request of the Canadian government in a trade negotiation,\u201d and one Canada has \u201cno choice but to say no to.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt6xjetm000s3b6rygv1i6yq@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cPeople in Canada speak French. It\u2019s not a country where everybody speaks English, and some people like to dabble in French,\u201d he said. \u201cIt is not so different than asking France to relax its requirement that packaging must include French.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt6xjetm000t3b6rtsmnok1f@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            It\u2019s common for service workers in Montreal to greet customers with \u201cBonjour-Hi.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt6xjetm000u3b6rf3u9bzfy@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Under any circumstance, it would be incredibly detrimental to Carney, who has built a global profile for standing up to Trump, to bow on an issue so central to Canadian identity, said St\u00e9phanie Chouinard, associate professor of political studies at Royal Military College and Queen\u2019s University in Kingston, Ontario.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt6xjetm000v3b6rj70j4k7c@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            But the matter is particularly acute with Quebec just weeks away from a provincial election where the separatist Parti Qu\u00e9b\u00e9cois is surging in the polls, she said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt6xjetm000w3b6r20dfq4es@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The party\u2019s leader recently said he would delay a possible independence referendum until Trump\u2019s term ends \u2014 but any concession on language laws could \u201cstoke secessionist sentiment\u201d in the province where independence talk has been on the back burner, Chouinard said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt6xjetm000y3b6rrcf1zz3n@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Quebec has implemented strict nationalist policies in recent years to reinforce French as the province\u2019s sole language, including through the controversial language law Bill 96, which includes stricter requirements for French on products, appliances, packaging and signage.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt6xjetm000z3b6rxdgv0k5v@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The legislation was included on the <a href=\"https:\/\/ustr.gov\/sites\/default\/files\/files\/Press\/Reports\/2025NTE.pdf\" target=\"_blank\" rel=\"nofollow noopener\">2025 list of global trade barriers<\/a> compiled annually by the Office of the US Trade Representative.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt6xjetm00103b6rnwqkjjnk@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            The US has also expressed concerns about Canada\u2019s Online Streaming Act, which requires online video and music services like Netflix and Spotify to invest in and promote Canadian content.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt70zx4f002k3b6r2w1lxq3z@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Washington also opposed another streaming regulation, known as Bill 109, passed in Quebec last December, which compels streaming platforms to prioritize French-language content. In March, the US listed the measure as a potential trade barrier in its trade estimate report.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt80blg6008q3b6rldinmve2@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Greer, in an interview with CNBC Monday, said the US does not have an issue with the French language but rather what he called a \u201cdiscriminatory tax on American companies.\u201d\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt80gbjo009d3b6rsiitucw5@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cI like the Quebecois, and I like that they speak French. What we don\u2019t like is a situation where Canada\u2019s federal government forces American tech companies to take their earnings and give a percentage to their competitors,\u201d he said.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt722c0r004m3b6r18atcol9@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            For many in Canada, the dispute raises concerns about American interference with Canada\u2019s national identity.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt6xjetm00113b6rwf380bxz@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            Quebec\u2019s Premier Christine Fr\u00e9chette said Carney made the right decision to walk away from the negotiating table.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt6xjetm00123b6rn03yk7ku@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cOur culture, our language, is central to our identity, and it is important to exclude that from the negotiation table,\u201d said Fr\u00e9chette in a news conference, according to CNN newsgathering partner <a href=\"https:\/\/www.cbc.ca\/news\/canada\/montreal\/u-s-encroaching-canadian-sovereignty-tariff-negotiations-frechette-9.7317055\" target=\"_blank\" rel=\"nofollow noopener\">CBC News<\/a>.\n    <\/p>\n<p class=\"paragraph-elevate inline-placeholder vossi-paragraph_elevate\" data-uri=\"cms.cnn.com\/_components\/paragraph\/instances\/cmt6xjetm00133b6rxtc6ugrs@published\" data-editable=\"text\" data-component-name=\"paragraph\" data-article-gutter=\"true\">\n            \u201cEven though we are threatened with different tariffs, it won\u2019t change.
