But compared with some countries around the world, Canadians could have it a whole lot worse.

A new ranking from World Population Review (WPR) breaks down countries by their highest personal income tax rates, and Canada doesn’t even crack the top 50!

Where are people paying the biggest share at the top end?

Once again, Finland takes the dubious honour of having the world’s highest top personal income tax rate, at a whopping 57.65 per cent this year. Back in 2023, WPR listed Finland’s top rate at 57.3 per cent, meaning the country has remained at the very top of the ranking.

Japan, another country known for its high income taxes, comes next at 55.95 per cent, followed closely by Denmark at 55.9 per cent. Austria and Sweden round out the top five, at 55 per cent and 52 per cent, respectively.

World Population Review

These figures represent each country’s top personal income tax rate, meaning the highest marginal rate that can apply to an individual’s income.

It doesn’t necessarily mean someone earning $100,000 a year is handing 57.65 per cent of it to the taxman. In progressive tax systems, higher rates generally apply only to income above certain thresholds.

Tax systems vary from country to country, so a top rate doesn’t tell the whole story about how much the average person actually pays.

WPR notes that countries with the highest tax rates “typically fund extensive public services, including universal health care, education systems, pensions, and broad social safety nets.” Meaning people in countries like Finland and Denmark may pay more in income taxes, but they can also receive more government-funded services and social support in return.

Of course, this doesn’t mean people in a high-tax country are better off, or that those in a low-tax country are worse off. Lots of other factors come into play, including cost of living, wages, benefits, housing, health care and education.

Canada’s top personal income tax rate is 33 per cent, which may sound like a lot, but it’s considerably lower than the rates at the top of WPR’s 2026 ranking.

There are plenty of countries with even lower top rates.

Guatemala has the lowest, at just 7 per cent, according to WPR. Several countries have top rates of 10 per cent, including Serbia, Romania, Bulgaria, and Bosnia and Herzegovina.

Then there are countries that don’t charge personal income tax at all, including Iran, Saudi Arabia, Nepal, and the Bahamas. But that’s not to say they don’t pay taxes at all.

These countries still need to pay for things like health care, roads, schools, and public services, so governments that don’t collect income tax will rely more on other sources of revenue, such as tourism, consumption taxes, natural resources, or sovereign wealth funds.

So, the next time that tax deduction on your paycheque makes you wince, just remember: Canada could have it a whole lot worse.

If you think Canada’s income tax is high, think again.
