DIALOG \u2014 DIALOG\u2019s plan, which largely accounts for climate change, aging infrastructure and increasing usage, is based on a 20-year-buildout horizon.<\/p>\nClimate change and the pandemic are factors that prompted a rethink of the future of the Toronto Western Beaches, a four-kilometre stretch focused on the mouth of the Humber River.<\/p>\n
Although the shoreline is \u201cwell\u2011loved,\u201d it remains a fragmented collection of parks, beaches and facilities that lack cohesion, the resilience to withstand rising lake levels or the capacity to accommodate the surge in visitors since COVID\u201119.<\/p>\n
Those are among the issues, says Dorsa Jalalian, a project manager with DIALOG, that created the Western Beaches Public Realm Plan for the city, an update of Toronto\u2019s 17-year-old masterplan for the Western Beaches.<\/p>\n
\u201cOur strategy is to add more activities, make it more dynamic where it strengthens the waterfront experience while still maintaining a light touch approach in ecologically and culturally sensitive areas.\u201d<\/p>\n
Jalalian and a team of urban designers and landscape architects from DIALOG worked with the city on the creation of the plan over a year\u2019s span.<\/p>\n

The team recommends a phased implementation strategy that includes such early priorities as the restoration of ecological systems at the Humber River mouth to bolster climate resilience.<\/p>\n
Pilots for small floating wetlands are among the resilience initiatives being discussed, says Jalalian.<\/p>\n
Other early priorities are the introduction of meadows or \u201cno mow\u201d (lawn-free) areas of parkland, water retention\/filtration systems plus improving water recreational activities.<\/p>\n
While DIALOG recommended repairs and remediation to existing breakwaters in the short-term, it also suggested some barriers could possibly be turned into multi-purpose green infrastructure over the long-term, she says.<\/p>\n
Some initiatives recommended in the city\u2019s 2009 masterplan remain incomplete and cannot proceed in the foreseeable future such as the realignment of Lake Shore Boulevard West that remain unfunded, Jalalian points out.<\/p>\n
In the meantime, feasibility studies on several significant heritage structures along the shoreline \u2013 such as the 1930s Joy Oil Gas Station and the 1922 Sunnyside Bathing Pavilion \u2013 will examine options for new uses, such as a visitors\u2019 centre for the station and expanded programming at the pavilion.<\/p>\n
DIALOG\u2019s plan also covers improving access to the waterfront, which is largely separated from the city by the Gardiner Expressway and Lake Shore Boulevard. In the short term, improving underpass access points and working with the TTC to increase transit are being discussed.<\/p>\n
The \u201csomewhat fragmented boardwalk\u201d is also on tap for continuous connection, says Jalalian.<\/p>\n
The year\u2011long study heard from more than 4,000 people through public consultations and involved extensive engagement with Indigenous communities.<\/p>\n
Across the responses, apart from making the area more naturalized and resilient, a theme that stood out was that residents don\u2019t want major change.<\/p>\n
The adoption of the City of Toronto\u2019s Reconciliation Action Plan and a growing awareness of the cultural significance of the Humber River mouth have also strengthened the need to centre Indigenous placekeeping and cultural recognition in future planning.<\/p>\n
For DIALOG, the in\u2011depth study has been a significant undertaking, requiring Jalalian and her team to step back and assess the waterfront on a broader scale to try to account for long\u2011term unknowns such as the changing climate.<\/p>\n
