Landon Johnston asked the province to review Calgary’s use of closed meetings and consider changes to confidentiality provisions under the Municipal Government Act.

Responding to a caller who questioned council’s frequent use of closed-door meetings and the treatment of advice from city administration as confidential, Smith said the provincial government makes scarce use of private deliberations.

“I’d be hard pressed to find a time that we ever went in camera,” Smith said. “It’s just not something that you do when you’ve got your entire body together.”

Need ‘balance’

While cabinet deliberations may be confidential, Smith said matters that ultimately move forward are documented and information is made public. “When we approve something, we have to have clear minutes, and we have to make that information available,” she said.

Smith said provincial committees may sometimes go in camera for matters such as hiring decision, but “it is very rare.”

“And that’s the balance that we’ve got to get to,” she said.

<img alt="Calgary Ward 14 Coun. Landon Johnston speaks with media at city hall on Thursday, Sept. 3.

She likened what she has observed at Calgary city council with her experience as a school board trustee in the 1990s, warning that closed meetings can be used to conduct substantive debate away from public scrutiny.

“So everybody can get their stories straight and figure out where everybody else is going to vote to engineer a certain outcome,” she said. “And then when they go public, all the debate is already taking place behind closed doors, and the public doesn’t get to see it.”

The premier also took issue with what she described as councils publicly voting on matters without always disclosing what transpired during private deliberations ahead of that vote.

“One thing that I’m flagging is the way that they make decisions,” she said. “They say, ‘Oh, you know that secret thing we discussed in closed meeting? Now let’s have a public vote on it.’ But you don’t never get told what that secret thing was that they talked about in the closed meeting.”

“That’s not good practice,” she added. “I’ll be frank about it. So yes, we’re very much looking at it.”

Not just a Calgary issue

Smith said concerns about municipal transparency are “not just a Calgary issue,” pointing to the recent resignations of two school board trustees in St. Albert amid a dispute over transparency and public access to board meetings.

As reported by the St. Albert Gazette, trustees Stanley Haroun and Natalie Joly resigned from the St. Albert Public Schools board on Wednesday, citing concerns about a lack of transparency and public access. Both had reportedly clashed with other trustees over motions to make board meetings more accessible to the public.

Smith’s comments came after Ward 14 Coun. Johnston last week admitted to leaking a preliminary and confidential budget document that suggested the city would need to increase property tax revenues by 20.2 per cent in 2027 to fully cover all of the spending requests that have come before council for consideration within the 2027-30 budget cycle.

Mayor Jeromy Farkas penned a letter to the Alberta government requesting a review of a recent leak of a budget document.

At a special meeting Tuesday, Calgary city council voted 12-2 for Mayor Jeromy Farkas to write a letter to the province to inform them that a council colleague had breached the Municipal Government Act by disclosing details from a closed-session meeting to a news outlet.

On Thursday, Johnston penned his own letter to Municipal Affairs Minister Dan Williams asking the province to review the City of Calgary’s use of closed meetings and consider amendments to the Municipal Government Act that would establish “much clearer limits on when municipal financial and policy matters may be discussed behind closed doors.”

“I am asking because this controversy has exposed a broader structural problem: Alberta’s open meeting rules are not clear or narrow enough when ordinary policy advice and public financial choices are involved,” Johnston wrote.

Jack Alarie, press secretary for the minister of municipal affairs, confirmed in a Thursday statement that the province had received Johnston’s letter and was expecting another from Calgary city council.

“We’ll review both these letters and determine whether any further action is required,” Alarie said.

NoBrennan@postmedia.com

Premier Danielle Smith says her government is looking into concerns over the use of closed-door meetings at Calgary…

[194293
49,2798,71388,177137,48,309714,309715,209071,53105,306146,309713,309712,100771
post-894135","post","type-post","status-publish","format-standard","has-post-thumbnail","category-calgary","tag-ca","tag-calgary","tag-calgary-city-council","tag-calgary-city-hall","tag-canada","tag-closed-meeting","tag-closed-door-meetings","tag-dan-williams","tag-danielle-smith","tag-landon-johnston","tag-municipal-government-act","tag-substantive-debate","tag-transparency
["GET
