He sees opportunity, but also some challenges, to reaching final investment decisions at the Canada Investment Summit.Todd Korol\/The Globe and Mail<\/p>\n<p class=\"c-article-body__text text-pr-5\">Transforming the enthusiasm of business and political leaders into final investment decisions will be the real challenge at the Canada Investment Summit this week in Toronto, says Capital Power chief executive officer Avik Dey. <\/p>\n<p class=\"c-article-body__text text-pr-5\">Prime Minister Mark Carney first announced plans for the summit in April, saying it will focus on attracting new investment from domestic and global players for nation-building projects. It is part of his stated effort to broaden Canada\u2019s economic ties in order to reduce its dependence on trade with the United States. <\/p>\n<p class=\"c-article-body__text text-pr-5\">The business community is on board with that ambition and committed to big projects, but catalyzing it into final investment decisions and shovels in the ground means busting through Canada\u2019s multiple layers of bureaucracy and regulation, Mr. Dey told The Globe on Monday. <\/p>\n<p class=\"c-article-body__text mv-16 l-inset text-pb-8\" data-sophi-feature=\"interstitial\"><a href=\"https:\/\/www.theglobeandmail.com\/business\/article-carney-canada-investment-summit-live-updates-september-14\/\" rel=\"nofollow noopener\" target=\"_blank\">Live updates: Mark Carney&#8217;s investment summit<\/a><\/p>\n<p class=\"c-article-body__text text-pr-5\">Ottawa\u2019s Major Projects Office goes some way toward doing that, but lacks the teeth to say, \u201cThese are the projects we\u2019re supporting, and here\u2019s how we\u2019re going to push them through to approval,\u201d he said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Dey spent Sunday evening at an <a href=\"https:\/\/www.theglobeandmail.com\/politics\/article-ottawa-confident-deals-mous-at-investment-summit-joly-says\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/politics\/article-ottawa-confident-deals-mous-at-investment-summit-joly-says\/\">invite-only reception<\/a> at the Royal Ontario Museum. There, nearly 500 guests from sectors such as banking, mining, pension funds and technology rubbed shoulders with federal and provincial politicians ahead of the summit.<\/p>\n<p class=\"c-article-body__text text-pr-5\">He described the event as something of a \u201crallying cry;\u201d a chance to say, \u201cLet\u2019s put our game face on, and let\u2019s not lose this opportunity\u201d to get major projects built. <\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cI\u2019ve been in finance and energy my entire career, working around the globe, and I\u2019ve never seen a room like that assembled last night of Canadian business leaders, policymakers, the federal government,\u201d Mr. Dey said.<\/p>\n<p class=\"c-article-body__text text-pr-5\">\u201cIt was very inspiring as a Canadian to be in that room.\u201d<\/p>\n<p class=\"c-article-body__text text-pr-5\">Mr. Dey comes to the event in something of a unique position. When he meets with investors, he\u2019ll be tapping his experience on their side of the table from when he worked in private equity and pension investments. <\/p>\n<p class=\"c-article-body__text text-pr-5\">He expects conversations between CEOs and global investors will outline not just potential projects, but the benefits of being in Canada; namely, the country\u2019s security of law, proximity to markets and a regulatory body that, \u201cif you can navigate it, gives you security of outcomes.\u201d <\/p>\n<p class=\"c-article-body__text text-pr-5\">Officials organizing the Canada Investment Summit identified <a href=\"https:\/\/www.theglobeandmail.com\/business\/article-canada-investment-summit-carney-project-prospectus\/\" target=\"_blank\" rel=\"noreferrer nofollow noopener\" title=\"https:\/\/www.theglobeandmail.com\/business\/article-canada-investment-summit-carney-project-prospectus\/\">more than 160 projects<\/a> in various stages of development that are open for investment, including a proposed $10.9-billion high-speed rail link between Edmonton and Calgary and a planned $57-billion Port of Churchill expansion project.<\/p>\n<p class=\"c-article-body__text text-pr-5\">Capital Power was on that list for a proposed US$2-billion to US$6-billion expansion of its Genesee electricity generation station site near Edmonton.
