UNITED NATIONS \u2014 Canada\u2019s Representative to the United Nations made the case for multilateralism after Prime Minister Mark Carney missed the event at the General Assembly on Monday because of technical problems at a key regional air traffic control centre that halted operations at every major airport in the New York City area.<\/p>\n

Hundreds of flights were cancelled in the U.S. northeast after a key circuit failed at an air traffic facility in Philadelphia. The Prime Minister\u2019s Office said Carney arrived in New York City later Monday night.<\/p>\n

Canada\u2019s Ambassador to the United Nations David Lametti spoke in Carney\u2019s place during a roundtable discussion on strengthening multilateral collaboration with European Council President Ant\u00f3nio Costa and Kenya\u2019s President William Ruto on the sidelines of the UN General Assembly.<\/p>\n

The discussion took place at the Partners for Multilateralism summit, or P4M, a gathering of leaders to discuss coalition-building and translating shared principles into practical action.<\/p>\n

Lametti said Carney has spoke about the \u201crupture\u201d the world is living through \u2014 referencing the prime minister\u2019s widely applauded speech in Davos earlier this year \u2014 but now it is time to talk about what\u2019s next.<\/p>\n

He said coalitions of the willing must come together to deal with specific issues and find ways to actionable results. Lametti said nations ready to act should \u201cbuild trust and prove what works\u201d and then bring it back to the larger multilateralism structure. <\/p>\n

Carney, Costa, Ruto and Brazilian President Luiz In\u00e1cio Lula da Silva co-wrote an opinion piece published Sunday in The Financial Times that argues the global community is more interdependent than ever, \u201ceven as it becomes more fragmented and polarized.\u201d<\/p>\n

They pointed to climate change, global pandemics, financial shocks, conflicts and the closure of the Strait of Hormuz as global crises that require countries to work together.<\/p>\n

\u201cCooperation is therefore not an act of idealism, it is a practical necessity,\u201d the leaders wrote. \u201cThe question is not whether multilateralism can survive, but how it must evolve to meet the realities of our time.\u201d<\/p>\n

Trump\u2019s return to the White House and his unpredictable tariff campaign have upended global institutions and pushed away traditional allies.<\/p>\n

Trump and members of his administration have demanded significant changes to the UN and have held back funding for the institution, putting it in turmoil.<\/p>\n

Brazil\u2019s Minister of Foreign Affairs Mauro Vieira didn\u2019t mention Trump by name but said there are nations who want to make the world into spheres of influence, language used by the current U.S. administration.<\/p>\n

Australian Prime Minister Anthony Albanese talked about middle power countries that need to come together, \u201cstepping up and being outward looking.\u201d<\/p>\n

As Trump looks to realign the global order, Carney has emerged in the role of coalition builder \u2014 something that appears to irritate the president. Earlier Monday, Trump posted on social media that the United States is working on a \u201cmassive Deal with respect to the purchase of Potash from Belarus.\u201d<\/p>\n

\u201cThe pricing would be for substantially less than we are currently paying to Canada, very good news for our Farmers and Ranchers,\u201d Trump said. <\/p>\n

Details of that proposed deal remain unclear. It\u2019s the latest shot Trump has taken at Canada since trade talks broke down in acrimony last month.<\/p>\n

On Bloomberg Television on Monday, U.S. Trade Representative Jamieson Greer again accused Canada of ending the trade talks and claimed the escalating tariff war won\u2019t have much of an impact on the U.S. economy.<\/p>\n

Greer said Canada now wants to \u201cget together\u201d with the European Union. That\u2019s a reference to European Commission President Ursula von der Leyen using her state of the union address to the European Parliament last week to open the door to Canada becoming what she called the first \u201cassociate member.\u201d<\/p>\n

\u201cThey\u2019ve been very clear over the past year and a half, they\u2019re sovereign. They may want to tie up with the EU now so it raises the question of that whole sovereignty shtick,\u201d Greer said.<\/p>\n

Trump is set to give a speech in front of the 81st Session of the United Nations General Assembly on Tuesday. Foreign Affairs Minister Anita Anand is set to deliver a speech to the General Assembly later in the week.<\/p>\n

Carney, who is scheduled to be in New York City from Monday to Wednesday, is still expected to attend a discussion on the two-state solution in the Middle East on Tuesday and meet with global and business leaders on the sidelines of the event.<\/p>\n

For nearly a year now, Carney has been promoting the idea of bringing countries around the world together to pursue what he has called \u201cshared interests, and occasionally shared values, rather than shared institutions.\u201d<\/p>\n

Carney has sought to build a bridge between the EU and a Pacific Rim trading bloc called CPTPP so that middle powers can better resist economic coercion by the U.S. and China.<\/p>\n
