{"id":910443,"date":"2026-09-26T14:12:13","date_gmt":"2026-09-26T14:12:13","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/910443\/"},"modified":"2026-09-26T14:12:13","modified_gmt":"2026-09-26T14:12:13","slug":"canadas-crude-oil-exports-and-us-chokepoint-risk","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/910443\/","title":{"rendered":"Canada&#8217;s Crude Oil Exports and US Chokepoint Risk"},"content":{"rendered":"<p>President Trump has <a href=\"https:\/\/www.nytimes.com\/2025\/11\/17\/world\/americas\/trump-latin-america-monroe-doctrine.html?unlocked_article_code=1._lA.Vb4P.TIc3_d-HvuO3&amp;smid=url-share\" rel=\"nofollow noopener\" target=\"_blank\">made it<\/a> clear that he wants control over the Western Hemisphere.<\/p>\n<p>He demonstrated this in Venezuela, seizing its president, imposing an unelected government, and ensuring US access to some 65 billion barrels of <a href=\"https:\/\/www.aljazeera.com\/news\/2026\/8\/29\/whats-behind-the-us-deal-to-seize-control-of-venezuelan-oil-reserves\" rel=\"nofollow noopener\" target=\"_blank\">crude oil reserves<\/a>. He has also <a href=\"https:\/\/apnews.com\/article\/argentina-donald-trump-javier-milei-imf-c6f37a00c96f8aa321324ff443147b4e\" rel=\"nofollow noopener\" target=\"_blank\">meddled<\/a> in Argentina\u2019s recent elections, imposed an oil blockade and other sanctions on <a href=\"https:\/\/www.nytimes.com\/2026\/08\/20\/us\/politics\/trump-cuba-sanctions.html?unlocked_article_code=1.BFE.lfzr.zRm7znuJx1u8&amp;smid=url-share\" rel=\"nofollow noopener\" target=\"_blank\">Cuba<\/a>, and threatened <a href=\"https:\/\/www.reuters.com\/world\/americas\/trump-says-new-military-operation-focused-colombia-sounds-good-him-2026-01-05\/\" rel=\"nofollow noopener\" target=\"_blank\">Colombia<\/a> with military action.<\/p>\n<p>Trump wants more. He has threatened military action to <a href=\"https:\/\/time.com\/article\/2026\/07\/07\/trump-greenland-should-be-controlled-by-united-states-alliance-nato-summit\/\" rel=\"nofollow noopener\" target=\"_blank\">seize<\/a> Greenland from Denmark. And he wants to <a href=\"https:\/\/www.newsweek.com\/trump-admin-canada-becoming-51st-state-mark-carney-trade-talks-12360726\" rel=\"nofollow noopener\" target=\"_blank\">make<\/a> Canada the 51st state using <a href=\"https:\/\/www.bnnbloomberg.ca\/business\/economics\/2025\/01\/07\/trump-says-hes-open-to-using-economic-force-to-acquire-canada-as-a-state\/\" rel=\"nofollow noopener\" target=\"_blank\">economic force<\/a> if necessary, despite claiming that the United States <a href=\"https:\/\/www.ctvnews.ca\/world\/trumps-tariffs\/article\/the-president-says-the-us-doesnt-need-anything-from-canada-exports-say-otherwise\/\" rel=\"nofollow noopener\" target=\"_blank\">does not need anything<\/a> from Canada.<\/p>\n<p>We see this with Trump\u2019s imposition of tariffs on Canadian exports into the United States. In response, Prime Minister Carney is attempting to increase the export of goods and services to other countries to reduce dependence on the United States. In this article, I examine how Trump could use crude oil, Canada\u2019s most <a href=\"https:\/\/tradingeconomics.com\/canada\/exports-by-category\" rel=\"nofollow noopener\" target=\"_blank\">valuable export<\/a>, to, in the words of the Prime Minister, \u2018break Canada to own it.\u2019<\/p>\n<p>Canada\u2019s Crude Oil Exports<\/p>\n<p>Contrary to President Trump\u2019s assertion that the United States does not need anything from Canada, US crude oil import data from the Energy Information Administration (EIA) would suggest otherwise. Between 2000 and 2025, the United States reduced its imports of crude oil by about one billion barrels. Despite this decline, crude oil imports from Canada increased by over 900 million barrels, from 493 million barrels in 2000 to 1.43 billion barrels in 2025; meaning Canada was responsible for almost two-thirds of US crude oil imports:<\/p>\n<p><img fetchpriority=\"high\" decoding=\"async\" class=\"aligncenter size-full wp-image-56130\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/09\/fig1-us-crude-imports-09-26-2026-970.webp\" alt=\"Canada: http:\/\/www.eia.gov\/dnav\/pet\/pet_move_impcp_a1_nca_epc0_ip0_mbbl_a.htm; Rest of the World: http:\/\/www.eia.gov\/dnav\/pet\/pet_move_impcp_a1_z00_epc0_ip0_mbbl_a.htm\" width=\"970\" height=\"466\"  \/><\/p>\n<p>Although most of Canada\u2019s crude oil exports are destined for the United States, a growing volume is being sent to Asian and European markets. Canada\u2019s non-US exports of crude oil have increased from less than one per cent in the early 2000s to over 10 per cent by 2025:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-56132\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/09\/fig2-canada-crude-exports-09-26-2026-970.webp\" alt=\"Data: https:\/\/apps.cer-rec.gc.ca\/CommodityStatistics\/Statistics.aspx?language=english\" width=\"970\" height=\"466\"  \/><\/p>\n<p>In 2025, Canada\u2019s non-US crude oil exports totaled about 169 million barrels, about two-thirds of which went to Asian markets, with China receiving almost half:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-56134\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/09\/fig3-canada-exports-non-us-09-26-2026-970.webp\" alt=\"Data source: https:\/\/www150.statcan.gc.ca\/n1\/pub\/71-607-x\/2021004\/exp-eng.htm?r1=(1)&amp;r2=0&amp;r3=0&amp;r4=2709&amp;r5=0&amp;r7=1&amp;r8=2017-06-01&amp;r9=2026-06-01\" width=\"970\" height=\"466\"  \/><\/p>\n<p>Canada, which <a href=\"https:\/\/oilprice.com\/Energy\/Energy-General\/Iran-Conflict-Could-Turn-Canada-Into-the-Markets-Most-Reliable-Oil-Supplier.html\" rel=\"nofollow noopener\" target=\"_blank\">presents<\/a> itself as a more reliable source of crude oil than countries in the Middle East, plans to continue increasing its crude oil production over the next quarter century for both domestic and foreign markets:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-56136\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/09\/fig4-canada-production-scenarios-09-26-2026-970.webp\" alt=\"Data: https:\/\/apps.cer-rec.gc.ca\/ftrppndc\/dflt.aspx?GoCTemplateCulture=en-CA\" width=\"970\" height=\"466\"  \/><\/p>\n<p>Exporting crude oil is part of Prime Minister Carney\u2019s objective of <a href=\"https:\/\/apnews.com\/article\/canada-carney-trump-budget-exports-c78a41c00167bc1d8177d5d74e34d09f\" rel=\"nofollow noopener\" target=\"_blank\">doubling Canada\u2019s exports<\/a> of its natural resources, goods, and services over the next decade. Although geography means that most of Canada\u2019s trade will remain primarily with the United States, increasing exports, especially of crude oil and natural gas, are seen as essential to trade diversification.<\/p>\n<p>During recent trade negotiations with the United States, one of the demands made by the US negotiators was that the United States be able to <a href=\"https:\/\/www.cbc.ca\/news\/politics\/carney-trump-trade-talks-broke-down-9.7318903\" rel=\"nofollow noopener\" target=\"_blank\">limit Canada\u2019s ability<\/a> to negotiate trade agreements with other countries. The prime minister ultimately instructed Canada\u2019s negotiators to <a href=\"https:\/\/www.pm.gc.ca\/en\/news\/speeches\/2026\/08\/22\/prime-minister-carney-delivers-remarks-canada-us-trade-negotiations\" rel=\"nofollow noopener\" target=\"_blank\">refuse this, and other demands<\/a>, and walk away from the negotiations.<\/p>\n<p>This year, we have seen Trump impose crude oil blockades on the Venezuelan, Cuban, and Iranian regimes to make them meet his demands. If Trump decided that these countries should not trade with a specific country (such as China or France) or a region (such as Europe), could he do the same to Canada?<\/p>\n<p>Blocking Canada\u2019s Crude Oil Exports<\/p>\n<p>Canada currently exports crude oil from its west and east coasts and has plans for creating an Arctic shipping route.<\/p>\n<p>West Coast<\/p>\n<p>On the west coast, the 1,500-kilometre <a href=\"https:\/\/apps.cer-rec.gc.ca\/PPS\/en\/pipeline-profiles\/trans-mountain-expanded-system\" rel=\"nofollow noopener\" target=\"_blank\">Trans Mountain System<\/a> consists of two pipelines designed to bring up to 890,000 barrels\/day of both crude and product from Edmonton, Alberta to the Westridge Marine Terminal in Burnaby, British Columbia. A new 1 million barrels-a-day pipeline has been <a href=\"https:\/\/www.canada.ca\/en\/privy-council\/major-projects-office\/projects\/national\/west.html\" rel=\"nofollow noopener\" target=\"_blank\">agreed<\/a> to by the governments of <a href=\"https:\/\/www.reuters.com\/business\/energy\/canada-alberta-announce-new-west-coast-oil-pipeline-boost-exports-2026-07-03\/\" rel=\"nofollow noopener\" target=\"_blank\">Canada and Alberta<\/a>. The pipeline is expected to follow the existing Trans Mountain System route; however, it will end in a <a href=\"https:\/\/www.canada.ca\/en\/privy-council\/major-projects-office\/projects\/national\/roberts-bank.html\" rel=\"nofollow noopener\" target=\"_blank\">new terminal<\/a> to be constructed at Roberts Bank, British Columbia.<\/p>\n<p>Both terminals are in Vancouver. Ships destined for Vancouver or departing from Vancouver must pass through the Juan de Fuca Strait, a body of water shared by Canada (Vancouver Island) and the United States (Washington State). The Strait is about 20 kilometres wide and 90 kilometres long, narrower and shorter than the Strait of Hormuz, passage through which has been disrupted by the Iran war. The size of Juan de Fuca Strait means that tankers, or other vessels, could be stopped by US Navy (USN) ships and refused entry to ports in Canada or redirected to a US port, thereby cutting off Canadian crude oil (and other goods) from Asian markets. Analysis: Geopolitical Monitor, September 2026.\" width=\"970\" height=\"660\"  \/><\/p>\n<p>East Coast<\/p>\n<p>Canada\u2019s east coast crude oil production <a href=\"https:\/\/www.gov.nl.ca\/em\/files\/Oil-and-Gas-Development.pdf\" rel=\"nofollow noopener\" target=\"_blank\">occurs<\/a> off the island of Newfoundland (part of the province of Newfoundland and Labrador). Production from existing fields is <a href=\"https:\/\/neb-one.gc.ca\/en\/data-analysis\/energy-markets\/market-snapshots\/2026\/market-snapshot-canada-newfoundland-labrador-offshore-oil-production-mature-fields-and-new-frontiers.html\" rel=\"nofollow noopener\" target=\"_blank\">increasing<\/a>; in 2026, production averaged about 292,000 barrels\/day or 5.4 per cent of Canada\u2019s total <a href=\"https:\/\/www.cer-rec.gc.ca\/en\/data-analysis\/energy-commodities\/crude-oil-petroleum-products\/statistics\/estimated-production-canadian-crude-oil-equivalent.xlsx\" rel=\"nofollow noopener\" target=\"_blank\">production<\/a>. Further increases are expected if Equinor\u2019s <a href=\"https:\/\/www.equinor.com\/where-we-are\/canada-bay-du-nord\" rel=\"nofollow noopener\" target=\"_blank\">Bay du Nord project<\/a> begins in 2031:<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-56140\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/09\/canadaeastcoastoilexport.webp\" alt=\"Map of offshore Newfoundland showing the Hibernia, Hebron, Terra Nova and SeaRose installations, the Bay du Nord project in the Flemish Pass, exploration and significant-discovery licence parcels, the Whiffen Head transshipment terminal in Placentia Bay, Cabot Strait and the 200-nautical-mile limit. Analysis: Geopolitical Monitor, September 2026.\" width=\"970\" height=\"660\"  \/><\/p>\n<p>Crude oil extracted from the offshore fields is stored in offshore platforms (Hibernia and Hebron) or on site <a href=\"https:\/\/hsesmartsolutions.com\/fpso-vessel-how-it-works\/\" rel=\"nofollow noopener\" target=\"_blank\">FPSO<\/a> (Floating Production, Storage, and Offloading) vessels (Terra Nova and Sea Rose) to be retrieved by shuttle tankers. These tankers move the oil from the offshore to the Whiffen Head <a href=\"http:\/\/ntl.net\" rel=\"nofollow noopener\" target=\"_blank\">transshipment port<\/a> in Placentia Bay; from there the crude oil is exported to Europe and the United States.<\/p>\n<p>There are several ways in which the USN could intercede in Newfoundland and Labrador\u2019s offshore crude oil production. For example, block inbound tanker traffic destined for Whiffen Head. Another is the location of the new offshore projects; for example, the Bay du Nord project is outside <a href=\"https:\/\/www.cnlopb.ca\/wp-content\/uploads\/equinor\/EAR_BayduNord.pdf\" rel=\"nofollow noopener\" target=\"_blank\">Canada\u2019s 200-mile limit<\/a>. The USN could seize the offshore platform or FPSO, claiming, for example, environmental concerns over oil spills in international waters.<\/p>\n<p>Western Canadian crude oil could be <a href=\"https:\/\/www.geopoliticalmonitor.com\/could-canadian-crude-improve-european-energy-security\/\" rel=\"nofollow noopener\" target=\"_blank\">shipped to Europe<\/a> through the Port of Montr\u00e9al. Montr\u00e9al receives crude oil from Alberta via the <a href=\"https:\/\/www.enbridge.com\/~\/media\/Enb\/Documents\/Factsheets\/FS_ENB_Mainline_system.pdf?rev=e118063c025c402ea9898ad342bb98d8&amp;hash=619FA3B64B226C5E8663D6290271DDD6\" rel=\"nofollow noopener\" target=\"_blank\">Enbridge Mainline<\/a> consisting of the <a href=\"https:\/\/apps.cer-rec.gc.ca\/PPS\/en\/pipeline-profiles\/enbridge-canadian-mainline\" rel=\"nofollow noopener\" target=\"_blank\">Canadian Mainline<\/a> and the US sections of the Mainline (the <a href=\"https:\/\/www.offshore-technology.com\/marketdata\/lakehead-system-oil-pipeline-the-us\/?cf-view\" rel=\"nofollow noopener\" target=\"_blank\">Lakehead system<\/a> and <a href=\"https:\/\/www.gem.wiki\/Enbridge_Line_5_Pipeline\" rel=\"nofollow noopener\" target=\"_blank\">Line 5<\/a>). Line 5 connects to <a href=\"https:\/\/apps.cer-rec.gc.ca\/PPS\/en\/pipeline-profiles\/enbridge-line-9\" rel=\"nofollow noopener\" target=\"_blank\">Line 9<\/a> in Sarnia and runs to Montr\u00e9al through southern Ontario.<\/p>\n<p>                                Free Analysis in Your Inbox<\/p>\n<p>Start with this week\u2019s Geopolitics Weekly for free.<\/p>\n<p>The fact that much of Eastern Canada\u2019s crude oil supply runs through the United States has been an <a href=\"https:\/\/www.cbsnews.com\/detroit\/news\/whitmer-enbridge-line-5-shutdown-great-lakes\/\" rel=\"nofollow noopener\" target=\"_blank\">energy security issue<\/a> for many Canadians. An all-Canadian route, the <a href=\"https:\/\/pgjonline.com\/news\/2026\/july\/2-050-mile-northern-shield-pipeline-proposed-from-alberta-to-ontario\" rel=\"nofollow noopener\" target=\"_blank\">Northern Shield<\/a> project, has been proposed by the province of Ontario to connect it with Alberta, running through the Canadian provinces of Saskatchewan and Manitoba rather than the United States; it is unclear whether the project will proceed.<\/p>\n<p>Any tankers leaving Montr\u00e9al with crude oil for export would sail up the Saint Lawrence but could be blocked by the USN in the 110-kilometre-wide <a href=\"https:\/\/thecanadianencyclopedia.ca\/en\/article\/cabot-strait\" rel=\"nofollow noopener\" target=\"_blank\">Cabot Strait<\/a> between Cape Breton Island, Nova Scotia and the Island of Newfoundland.<\/p>\n<p>The Arctic<\/p>\n<p>Canada also has plans to export crude from Western Canada through the port of Churchill in northern Manitoba on Hudson Bay. From Churchill, tankers would <a href=\"https:\/\/www.researchgate.net\/publication\/248526124_Chapter_13_Physical_Oceanography_of_Hudson_Strait_and_Ungava_Bay\" rel=\"nofollow noopener\" target=\"_blank\">proceed<\/a> north to the Hudson Strait. The Strait has an average width of about 150 kilometres, with a minimum width of <a href=\"https:\/\/www.researchgate.net\/publication\/248526124_Chapter_13_Physical_Oceanography_of_Hudson_Strait_and_Ungava_Bay\" rel=\"nofollow noopener\" target=\"_blank\">70 kilometres<\/a> at its eastern entrance connecting the Strait to the Labrador Sea.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-full wp-image-56142\" src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2026\/09\/churchill-hudson-bay-railway-1.webp\" alt=\"Two-panel map: an indicative sea route from Churchill, Manitoba across the North Atlantic to Antwerp-Bruges, and the Hudson Bay Railway running from The Pas through Wabowden, Thompson and Gillam to the Port of Churchill, with a proposed all-weather road shown as an approximate corridor. Basemap: Mapbox, Natural Earth.\" width=\"800\" height=\"1108\"  \/><\/p>\n<p>As in the case of Juan de Fuca Strait, Placentia Bay, and Cabot Strait, the USN could block vessels attempting to enter or leave through the Hudson Strait.<\/p>\n<p>Other Bodies of Water<\/p>\n<p>Canada is also increasing its exports of liquefied natural gas to Asian markets. Canada currently produces LNG in an <a href=\"https:\/\/www.lngcanada.ca\/news\/first-cargo-puts-canada-on-the-map-of-lng-exporting-nations\/\" rel=\"nofollow noopener\" target=\"_blank\">LNG liquefaction facility<\/a> in Kitimat, British Columbia, and moves the LNG through the Hecate Strait to the Pacific Ocean, and then to countries in Asia. Other LNG facilities are being <a href=\"https:\/\/natural-resources.canada.ca\/energy-sources\/fossil-fuels\/canadian-liquified-natural-gas-projects\" rel=\"nofollow noopener\" target=\"_blank\">built or planned<\/a> on Canada\u2019s west coast intended to supply Asian markets.<\/p>\n<p>As with crude oil exports shipped by tanker, the USN could block the Hecate Strait, or any other body of water through which Canada exports energy products.<\/p>\n<p>\u201cBreak Us to Own Us\u201d<\/p>\n<p>Prime Minister Carney has noted on several <a href=\"https:\/\/www.pm.gc.ca\/en\/news\/speeches\/2026\/08\/22\/prime-minister-carney-delivers-remarks-canada-us-trade-negotiations\" rel=\"nofollow noopener\" target=\"_blank\">occasions<\/a> that Trump is trying to \u201cbreak us so they can own us.\u201d The Prime Minister\u2019s solution is to increase trade with other countries, much of it through a limited number of waterways, diversifying away from the United States. The success of this approach assumes that neither Trump nor <a href=\"https:\/\/www.newsweek.com\/biden-slammed-trump-tariffs-kept-experts-worry-1983365\" rel=\"nofollow noopener\" target=\"_blank\">his successors<\/a> will attempt to keep his policies in place.<\/p>\n<p>If Trump objects to our trading partners, it would not be to his advantage to attack Canada\u2019s export infrastructure, as he has done in Iran. By leaving the infrastructure intact but blocking oceangoing trade, he can dictate to which countries he wants Canada to move crude oil (or any other Canadian commodity for that matter).<\/p>\n<p>The strength of the United States\u2019 military would probably deter countries from defending Canada\u2019s trade routes. Canada\u2019s limited naval strength restricts possible actions that the country could take against the Americans.<\/p>\n<p>Geography has been both a blessing and a curse for Canada. Canadians are blessed with an abundance of natural resources that have allowed the country to grow and prosper.
