Though incumbent Brenda Locke was in the lead after the first returns of the evening, Doug McCallum leapt ahead early and never looked back, continuing to widen his lead throughout the night.

Preliminary results (with 163 of 164 tabulators reporting back) show McCallum with 31.78% of the vote (42,241) to Locke’s 23.14% (30,750).

Others who were considered potential contenders never really played into the race: Mike Starchuk with Imagine Surrey was well back at 17,203 (12.94%) and outgoing city councillor Linda Annis of Surrey First at 16,251 (12.43%). Troy Van Vliet with Surrey Now came in fifth at 15,049 _11.32%), with Honveer Singh Randhawa at 10,535 (7.93%). Igal Ammons II of the New Surrey+ slate brought in just 614 votes (0.46%).

McCallum is bringing most of his Safe Surrey Coalition councillors onto the new council with him, as they hold the second through eighth spots on the council ballot: Doug Elford, Meera Gill, Mandeep Nagra, Suhana Gill, Allison Patton, Laurie Guerra and Cheney Cloke.

The lone member of council that’s not part of the slate is Harry Bains, from Locke’s almost-obliterated Surrey Connect slate. Bains topped the polls at 31,152 votes (with 163 of 164 tabulators reporting).

Meanwhile, the school board battle saw very little shake-up from the status quo. The reigning Surrey First Education slate saw their candidates dominate the ballot, led by Terry Allen with 47,313 votes, followed by Garry Thind, Laurie Larsen, Bob Holmes and Shawn Wilson.

Michelle Ceniza, with the Surrey Now slate, broke the Surrey First Education monopoly by sneaking in to the sixth and final spot – bumping longtime incumbent Gary Tymoschuk out.

Garry Thind’s victory leaves a large question mark, since Thind had asked people not to vote for him – as he’s also on the ballot for the Conservative Party of B.C. in Surrey-Guildford in the Oct. 24 provincial election. (Watch for a separate story on that issue to come.)

11:15 p.m.

The battle for Surrey city council is almost over – and the Safe Surrey Coalition has dominated.

With 162 of 164 tabulators reporting back, Safe Surrey Coalition occupies all but one of the top eight spots on the ballot.

Harry Bains from Brenda Locke’s Surrey Connect slate remains atop the standings, with 31,060 votes.

He’s followed by a block of Safe Surrey Coalition candidates: Doug Elford, Meera Gill, Mandeep Singh, Suhana Gill, Allison Patton, Laurie Guerra and Cheney Cloke.

Cloke remains 156 votes ahead of Surrey First’s Mike Bose for the eighth and final council spot – a margin unlikely, but not impossible, to be overcome with just two tabulators left to report.

That would leave Beau Simpson as the sole Safe Surrey Coalition candidate to lose out on a council spot.

10:48 p.m.

The mayor’s race has been sewn up in Surrey, with Doug McCallum returning to office in a decisive victory, but council seats have yet to be decided – though, whatever happens, it’s clear McCallum’s Safe Surrey Coalition will dominate.

With 134 of 164 polls reporting, six of the eight top spots are occupied by Safe Surrey council candidates: Doug Elford in second, followed by Meera Gill, Mandeep Nagra, Suhana Gill and Allison Patton.

Surrey Connect’s Harry Bains is currently sitting atop the standings with 26,977 votes – the lone survivor from Brenda Locke’s slate.

Three candidates are currently sitting in a three-way race for the eighth and final council spot: Surrey First’s Mike Bose, currently at 22,560; Laurie Guerra of Safe Surrey, at 22,538; and Cheney Cloke of South Surrey, at 22,388.

10:12 p.m.

Doug McCallum is the hero of the hour at the Safe Surrey Coalition’s election night victory party.

The former mayor has returned in triumph, taking down incumbent Brenda Locke in a battle that ended up being less close than some had predicted – with McCallum claiming 33.39% of the vote to Locke’s 22.23%, with 111 of 164 tabulators reporting.

“I love Surrey, but I love the people of Surrey more,” he said, arriving on the banquet hall stage with his triumphant council candidates. “Together we’re going to build a great city.”

Meanwhile, Surrey First’s Linda Annis offered her congratulations to McCallum.

“While obviously I’m disappointed in the outcome of tonight’s election, I’m reminded that in a democratic society, the voter always has the last word, as it should be,” she said. “And tonight they have spoken and made their choice.”

Very quick few words from Surrey First’s @LindaAnnisBC who congratulates Doug McCallum for election as Surrey mayor. @SurreyNowLeader https://t.co/7CUxT5DfKD

— Tom Zillich (@TomZillich) October 18, 2026

10 p.m.

It’s not yet official, with 58 tabulators left to report back, but it’s decided: Doug McCallum, formerly the mayor of Surrey, will return to city hall – and likely with a large council majority.

Brenda Locke has conceded to McCallum as he pulls away in the polls.

Meanwhile, Mike Starchuk, who had vied for the mayor’s chair with Imagine Surrey, stepped up at his election night headquarters to offer gratitude.

“Thank you, Surrey.
