{"id":9453,"date":"2025-07-20T02:17:16","date_gmt":"2025-07-20T02:17:16","guid":{"rendered":"https:\/\/www.newsbeep.com\/ca\/9453\/"},"modified":"2025-07-20T02:17:16","modified_gmt":"2025-07-20T02:17:16","slug":"pilbaras-indigenous-leaders-look-to-canada-as-way-to-address-economic-disadvantage","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ca\/9453\/","title":{"rendered":"Pilbara&#8217;s Indigenous leaders look to Canada as way to address economic disadvantage"},"content":{"rendered":"<p class=\"paragraph_paragraph__iYReA\">Indigenous communities in Canada are building stronger economies from recent energy projects, and traditional owners in Australia are watching closely.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The gaze is particularly firm from the economic powerhouse that is Western Australia&#8217;s Pilbara, a region that produces 90 per cent of the country&#8217;s most valuable export commodity, iron ore.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But on the ground, there is a gaping wealth disparity between Indigenous people and the economic output.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">During a resource summit held in Karratha earlier this month, the situation was described by ANU professor Peter Yu as &#8220;economic apartheid&#8221;.<\/p>\n<p><img decoding=\"async\" alt=\"An Aboriginal man in a black sweater sits in a classroom. (Supplied: Kanaka Bar Indian Band)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Retired Nlaka&#8217;pamux Nation chief Patrick Michell said those projects returned identity to the community.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;What we achieved was [to] reverse the adverse effects of colonisation,&#8221; he said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We&#8217;re producing our own water, our own food, our own housing, our own electricity.<\/p>\n<p>&#8220;Everyone measures success by the dollars. (Supplied: Christina Hoicka)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;Many nations that have developed renewable energy projects have shared that there are many socio-economic benefits that fit within their world views.&#8221;<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But she said despite the &#8220;rosy picture&#8221;, there was a push for First Nations coalitions to own more energy infrastructure and have greater power in policy and regulation.<\/p>\n<p>Emerging projects in the Pilbara<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The Pilbara is already home to <a class=\"Link_link__kR0xA Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.abc.net.au\/news\/2023-07-17\/yindjibarndi-to-use-exclusive-native-title-land-for-renewables\/102609826\" data-component=\"Link\" data-uri=\"coremedia:\/\/article\/102609826\" rel=\"nofollow noopener\" target=\"_blank\">one of the largest Indigenous-led renewable energy initiatives<\/a> in the country, with one of its projects less than two years away from being operational.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The Yindjibarndi Energy Corporation (YEC), a partnership between ACEN Corporation and Yinjibarndi Aboriginal Corporation, is working to build up to 3 gigawatts of renewable infrastructure across approximately 13,000 square kilometres of Yindjibarndi Native Title Determination Areas.<\/p>\n<p><img decoding=\"async\" alt=\"Red rolling hills with only trees and spinifex as vegetation as far as the eye can see\" class=\"Image_image__5tFYM ContentImage_image__DQ_cq\"  src=\"https:\/\/www.newsbeep.com\/ca\/wp-content\/uploads\/2025\/07\/434c12edcba4233760e74d8c85abcd41\" loading=\"lazy\" data-component=\"Image\" data-lazy=\"true\"\/><\/p>\n<p class=\"Typography_base__sj2RP FigureCaption_text__zDxQ5 Typography_sizeMobile12__w_FPC Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">As the primary tenure holders of the development area, Yindjibarndi people will receive long-term revenue. (Supplied: Yindjibarndi Energy Corporation)<\/p>\n<p class=\"paragraph_paragraph__iYReA\">As part of the deal, Yindjibarndi people have approval rights for site selection and will receive a minimum of 25 per cent equity in all projects.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Traditionally in the Pilbara, resource companies give traditional owner groups a portion of revenue from individual projects.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">But by owning a significant part of the company, Yindjibarndi people stand to receive secure long-term revenue from YEC projects.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;There is a great opportunity that will not just help us decarbonise, but will also economically benefit the community here and traditional owners,&#8221; YEC&#8217;s CEO Craig Ricato said.<\/p>\n<p>Time of the essence<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The Clean Energy Strategy provides a framework for Australia to reach 82 per cent renewable electricity generation by 2030, involving Indigenous participation.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The principles guiding the strategy include giving First Nations people the ability to self-determine how they lead the transition, and building genuine partnerships and collaboration.<\/p>\n<p><a href=\"https:\/\/www.abc.net.au\/news\/2023-05-16\/first-nations-clean-energy-power-remote-indigenous-community\/102153688\" data-component=\"FullBleedLink\" class=\"RelatedCard_link__rsgR9 FullBleedLink_root__lTw_U interactive_focusContext__yRhc_ interactive_defaults__AKxUU FullBleedLink_showVisited__g3Xvz\" rel=\"nofollow noopener\" target=\"_blank\">First Nations clean energy strategy <\/a><\/p>\n<p class=\"Typography_base__sj2RP RelatedCard_synopsis__cFwMW Typography_sizeMobile14__u7TGe Typography_lineHeightMobile20___U7Vr Typography_regular__WeIG6 Typography_colourInherit__dfnUx\" data-component=\"Typography\">First Nations people and industry have begun working on a strategy for business, and livability\u00a0<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Dr George, who was a co-lead on the First Nations Clean Energy and Climate Change Advisory Committee, described it as a significant piece of policy.<\/p>\n<p>&#8220;Now the next step is implementation,&#8221;  she said.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">The Pilbara emits more than <a class=\"Link_link__5eL5m ScreenReaderOnly_srLinkHint__OysWz Link_showVisited__C1Fea Link_showFocus__ALyv2\" href=\"https:\/\/www.wa.gov.au\/organisation\/energy-policy-wa\/pilbara-energy-transition-plan\" data-component=\"Link\" rel=\"nofollow noopener\" target=\"_blank\">40 per cent of WA&#8217;s emissions<\/a>, but produces less than 2 per cent of renewable energy, according to state government.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">WA&#8217;s Pilbara Energy Transition Plan is already underway, with the Pilbara Roundtable working to progress the energy transition, focused on the development of common-use transmission infrastructure system.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">Dr George said the clock was ticking to reduce emissions and build projects.<\/p>\n<p class=\"paragraph_paragraph__iYReA\">&#8220;We can learn from Canada as to how you structure projects and what&#8217;s possible,&#8221;
