An Coimisiún Pleanála has refused planning permission for a proposed Lidl supermarket in the Gracedieu area of Waterford city.
The project aimed to deliver a part single-storey and part two-storey store with an off-licence on a prominent site near Carrickphierish Road.
Details of the Proposed Development
The plan’s included a large car park and landscaped public areas.
In addition, Lidl estimated that the project would create 25 full-time jobs, adding about €1 million each year in local wages.
During construction, the development was expected to generate more than €1.5 million in employment income.
Council Decision and Appeal Process
However, in June 2025, Waterford City and County Council refused permission for the store.
Officials stated that the development represented a material contravention of the County Development Plan.
An objection from a third party also raised concerns about zoning and design quality.
Following that decision, Lidl Ireland GmbH appealed to An Coimisiún Pleanála, seeking to overturn the council’s refusal.
After a full review, the board decided to uphold the original decision.
Reasons for Refusal
In its report, the board concluded that the design lacked sufficient architectural quality for such a prominent location.
As a result, members said the project would “seriously injure the visual amenities” of the area.
Additionally, part of the site is zoned for ‘Existing Residential’, meaning the development would conflict with the Council’s zoning objectives.
