Waterford City and County Council has refused planning permission for a 243-home development proposed by Belindere Homes Limited in Kilbarry, south of Lacken Wood and east of Lacken Road.
The large-scale residential development sought a 10-year permission for 243 dwellings, a childcare facility, and associated parking, open spaces, and access roads on a 7.85-hectare site.
In its decision, published on November 6, the Council said the proposal failed to comply with transport and design standards set out in the Waterford City and County Development Plan 2022–2028 and the Design Manual for Urban Roads and Streets. It found that key mobility works lay outside the application boundary.
The Council also cited traffic safety concerns, noting potential conflicts between residential and agricultural traffic, and concluded that the scheme would detract from the residential amenity of nearby properties.
The application was originally lodged on September 12, 2025 but site notices will now have to be removed.
The applicant has the right to appeal.
