Completing A Lay of the Land in ARC Raiders will test either your combat skills or your patience. Probably both. Here’s how.
That A Lay of the Land is one of the first wake-up call quests in ARC Raiders. To complete it, you’ll need to visit some dangerous places, deal with at least a few ARC enemies, and probably at least one enemy raider. Here’s the rundown.
How to complete the A Lay of the Land quest in ARC Raiders

To complete A Lay of the Land, you need to find shipping records at the Jiangsu Warehouse, then look for LiDAR scanners in the upper level of Control Tower A6 on Spaceport.
More importantly, you need to complete every step of the quest in one round. Being knocked out without finding the final quest item will force you to start the process again from the beginning.

Reaching Jiangsu is technically easier. You can take the long way around the edges of the map if you get a bad spawn down in the southeastern region of the map. You need to go there first, anyway, so make the hike.

You’re looking for the foreman’s office, which is on the second floor in the northwestern section of the warehouse.

To reach the foreman’s office if you’re approaching from the south, look for red stairs leading up to the second level.
Once you’re on the upper floor, continue northwest into the darkened office that hangs over the lower floor.

You’ll find the notes on the desk near the window that overlooks the warehouse. Interact with them for about five seconds to progress the quest.
Now we need to go to the upper level of Control Tower A6 to look for a set of LiDAR Scanners.

When you reach A6, make your way to the northwestern set of buildings that house the Flight Control Offices.

You can either take the stairs up to the offices or zipline up through the elevator shaft. You’ll know you’re in the right place by all the orange cubicles that fill the space.

The box with the LiDAR Scanners is in a cubicle on the southern wall near the middle of the building, tucked in a corner.
This western-facing wall separates the westernmost offices from the central set. If you’re facing the bank of windows that looks west over the rest of Spaceport, you want to investigate the cubicle to your left.
Investigate the crates holding the LiDAR Scanners to spawn one you can pick up. I highly recommend you immediately place it into your Safe Pocket.

Doing so ensures you can still complete the quest if you go back to Speranza the violent way.
However, you make it back to Speranza, so long as you have the LiDAR Scanner, you’ll complete the quest and can claim your reward from Shani in her Trader screen.
