The Government is to face down demands for cuts to motorway tolls to ease the impact of surging fuel prices, even as hauliers threaten major blockades of roads and airports in protest.

It is also highly unlikely to yield to calls to suspend the carbon tax on fuel, with one minister saying it is the “last thing” he would touch.
