A Belfast-based company set up to recover the overseas property assets belonging to the former Fermanagh billionaire Seán Quinn and his family has been dissolved following a final payment of $9.4 million to the Irish state.
QIPG Refinance Limited was established in October 2012 as part of the efforts by the Irish Bank Resolution Corporation (IBRC) to go after Quinn International Property Group (QIPG) assets.
The IBRC itself was formed in 2011 by the court-mandated merging of the by then state-owned Anglo Irish Bank and Irish Nationwide Building Society.
It quickly moved to seize Quinn property assets in an attempt to recover some of the €2.9 billion Mr Quinn owed Anglo.
The assets, which included office blocks, shopping centres and logistics warehouses and once valued at around €500m, had been used as collateral against loans from the former Anglo Irish Bank.
Former billionaire Sean Quinn.
The IBRC is now in the final process of being wound down in the Republic.
The process is already nearing completion in the north, with QIPG Refinance Limited being formally dissolved last Thursday.
It came 28 months after the Belfast office of Interpath Advisory was appointed to oversee the liquidation of the company.
Ahead of the dissolution of QIPG Refinance on August 6, a final report from the liquidators confirmed $9.4m had been paid to the parent shareholder, i.e. IBRC Investment Recovery Limited.
Now registered at a residential address in Sutton, south London, IBRC Investment Recovery Ltd is ultimately owned by the Irish Government.
The sums were paid in two lumps, including $5m in July 2025 and a final distribution of $4.427m in December 2025.
The money was sourced from book debts owed by Demesne Investments Limited, which was then passed directly to IBRC Investment Recovery Limited.
Previously registered in Co Fermanagh with Sean Quinn as a director, Demesne was a central entity within the international property arm of the Quinn family business empire, becoming a focal point of one of the most complex legal battles in Irish corporate history.
Many of the former Quinn property assets were located inside Russia and Ukraine, including the 20-storey Kutuzoff Tower in Moscow.
While QIPG Refinance and IBRC are not the property owners per se, they own the right to any proceeds from the sale of the assets.
Unwinding the complex corporate ownership required cross-border asset recovery operations.
The IBRC eventually secured legal ownership of Demesne Investments Ltd in January 2020.
Belfast-based Garma Advisory was appointed to liquidate the company in April 2026.
A report into Demesne Investments Ltd’s finances, published by Companies House in April, show it still owed €164m to its unsecured creditors.
The same report anticipated just €6.2m would be available for preferential creditors.
