JACKSON, Tenn. (WBBJ) – Jackson City Hall will unveil a new permanent art installation during a public reception on Friday, September 4, at 2:00 p.m. The three-canvas series, created by local artist Lendon Noe, was funded through the Dr. Frank McMeen Endowment for Public Art.
Historic landmarks reimagined at night
The three paintings depict some of Jackson’s best-known historic buildings, portrayed in dramatic nighttime scenes accented by birds in flight. The series was designed to pair with Noe’s existing Bicentennial project displayed on City Hall’s second floor. Each painting’s title comes from Philippians 4:8 in the King James Version of the Bible.

“It has been a privilege and a pleasure to complete these three canvases for Jackson City Hall,” said artist Lendon Noe. “When Dr. Frank McMeen first approached me about the project, I was hesitant only because many talented artists had already painted these iconic Jackson buildings. I ultimately agreed after developing what I saw as a fresh approach: capturing the buildings from a dramatic perspective as night falls. The birds help to bring each scene to life, and my hope is that the canvases complement my Bicentennial project on the 2nd floor. I am deeply grateful to Dr. McMeen, the Public Art Commission, and the City of Jackson for this opportunity.”
“Public art is important to every city,” said Councilman Dr. Frank McMeen (District 5). “These paintings by Lendon Noe will do two good things: first, we will recognize some of the most iconic buildings of our historic city; secondly, we help others see the talent of local artists that impress us and inspire us. I established this endowment to do my part in making Jackson a better place to live, and every year, it will enhance our city with more public art. It is my hope that this day will inspire others to do even greater things.”

Artist Appreciation Month exhibit also on display
Reception attendees will also be able to view the 2026 American Artist Appreciation Month Gallery, which features work from local artists connected to Art in the Village, including Mary Spellings, Elaine Vars, Kate K. Brooks, Judy Duke, Linda McBride, Jan Sessions, Anna Holmes, Laurel Gillespie, Tony Barber, Laurie Denbrook, Dorothy Bass and Kay Crick.
The reception is free and open to the public.
