When William Neville & Sons were granted planning permission for 413 homes overlooking the Slaney estuary at Carcur back in 2020, it was a hard fought win for the developer. The proposal, consisting of 175 houses, 238 apartments in four to seven storey blocks, two creches and a retail unit at the old Cement Roadstone Holdings site was initially rejected by an Bord Pleanála, now An Coimisiún Pleanála.

In July of 2019, the Coimisiún raised major concerns about flooding, with An Taisce also objecting because of the proposed development’s proximity to protected nature sites, alongside concerns around noise and disturbance of wildlife habitats during construction.
