Internal emails show how the outgoing MetroLink programme director was frustrated by layers of bureaucracy associated with aspects of the project.
Seán Sweeney is due to leave the role, which carried a €550,000 salary, at the end of June, after serving a three-month notice period. He announced his resignation earlier this month.
