{"id":110025,"date":"2025-10-29T09:07:16","date_gmt":"2025-10-29T09:07:16","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/110025\/"},"modified":"2025-10-29T09:07:16","modified_gmt":"2025-10-29T09:07:16","slug":"hoping-to-grow-in-europe-but-bogged-down-by-red-tape","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/110025\/","title":{"rendered":"Hoping to Grow in Europe, but Bogged Down by Red Tape"},"content":{"rendered":"<p class=\"css-ac37hb evys1bk0\">Entrepreneurs in the European Union who want to expand their business across borders keep hitting the same hurdle. <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/09\/world\/europe\/german-business-bureaucracy.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">Red tape<\/a>.<\/p>\n<p class=\"css-ac37hb evys1bk0\">More start-ups have formed across Europe in recent years, fueled by world-class research hubs in Britain, booming tech sectors in France and Germany, a high venture capital presence in Estonia and robust backing by pension funds in Sweden.<\/p>\n<p class=\"css-ac37hb evys1bk0\">But cumbersome bureaucracy \u2014 covering everything from hiring requirements and environmental laws to financial regulation and fund-raising rules \u2014 can stifle companies wanting to grow.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Excessive paperwork threatens to hold Europe back from competing globally, according to an influential report released last year by <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/09\/09\/business\/europe-economy-competitiveness.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">Mario Draghi<\/a>, a former president of the European Central Bank. The report also called for the creation of a single capital market, echoing the concerns of entrepreneurs, who feel the pain of excessive regulation more acutely than multinational companies.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Despite the challenges, there were 35,000 early-stage companies in the European Union and Britain in 2024, more than four times as many as a decade earlier, while investment ballooned tenfold to $426 billion, according to a <a class=\"css-yywogo\" href=\"https:\/\/www.stateofeuropeantech.com\/chapters\/executive-summary\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">report<\/a> from the venture capital firm Atomico. Fund-raising rounds alone are now five times what they were a decade ago, bolstering private companies like the finance app Revolut and <a class=\"css-yywogo\" href=\"https:\/\/www.nytimes.com\/2024\/04\/12\/business\/artificial-intelligence-mistral-france-europe.html\" title=\"\" rel=\"nofollow noopener\" target=\"_blank\">Mistral<\/a>, an artificial intelligence company.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Yet European companies still struggle to expand, raising two-thirds as much funding relative to output as their American counterparts and achieving only half their success rate, according to the Atomico report.<\/p>\n<p class=\"css-ac37hb evys1bk0\">One of the European Union\u2019s key aims was to create a unified market, but regulations governing everything from licenses to labor laws vary across the trade bloc. So, despite decades of attempts by E.U. officials to cut bureaucracy and unify rules, start-ups must navigate a patchwork of regulation.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cThe devil is in the detail,\u201d said Max Fl\u00f6totto, a senior partner at McKinsey &amp; Company in Munich who helps fintech start-ups grow. \u201cEven if there\u2019s a similar directive, implementation country by country is not always the same, which requires more work and makes it more cumbersome.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">Entrepreneurs and investors also point to the need for a single capital market, which they say would simplify raising funds, expanding across borders and going public.<\/p>\n<p class=\"css-ac37hb evys1bk0\">\u201cEurope needs to get its act together and finally set up a single capital market,\u201d said Peter Vesterbacka, a Finnish entrepreneur who helped Rovio Entertainment transform the Angry Birds mobile game into a global phenomenon.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Mr. Vesterbacka, who is also a founder of the influential Slush start-up festival in Helsinki, noted a bigger issue: Europe\u2019s lack of a Silicon Valley \u201ccan do\u201d attitude among founders. \u201cSlush wanted to change the mind-set to \u2018If that guy can do it, so can I.\u2019\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">For Yiannis Giokas, who has built companies on both sides of the Atlantic, bureaucracy is an all-too-familiar obstacle.<\/p>\n<p class=\"css-ac37hb evys1bk0\">When Mr. Giokas started a cybersecurity firm in 2011, in the middle of Greece\u2019s financial crisis, he moved it to the United States to expand more quickly. Three years later, the company was acquired by a Hong Kong telecom provider.<\/p>\n<p class=\"css-ac37hb evys1bk0\">In 2018, he helped start Finclude, a firm based in Ireland that would work on a standardized credit score across Europe, after the European Union introduced a directive to increase participation in the financial services sector. The company gained a foothold in Greece and Cyprus, but it has failed to enter any market beyond \u2014 including Ireland.<\/p>\n<p class=\"css-ac37hb evys1bk0\">That\u2019s because of the myriad interpretations of the law by members of the trade bloc. The regulation functioned more as a legal framework than a technical guide, Mr. Giokas said, \u201cso it\u2019s open to hundreds of different implementations.\u201d<\/p>\n<p class=\"css-ac37hb evys1bk0\">Other start-ups have faced similar roadblocks. Gravity Wave, a Spanish clean-tech company that removes plastic from the ocean and recycles it into furniture or pellets, has been slowed by complex regulatory procedures for transporting waste across E.U. borders. Amaia Rodr\u00edguez Sola and her brother Julen Rodr\u00edguez, who run Gravity Wave, visited dozens of plants to source local recyclers in Italy and Greece to avoid dealing with these regulations.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Complicating matters further, many recycling companies were reluctant to accept Gravity Wave\u2019s ocean plastic. Fishing nets \u2014 the bulk of the company\u2019s haul, collected with the help of local fishermen and divers \u2014 \u201cwould get stuck in the machines,\u201d Ms. Rodr\u00edguez Sola said.<\/p>\n<p class=\"css-ac37hb evys1bk0\">She added that expanding across borders posed another challenge: Every country tends to protect its own companies. \u201cThey prefer to deal with their own people,\u201d she said.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Even registering the company presented hurdles, Ms. Rodr\u00edguez Sola said, adding that authorities assigned the company three separate registration numbers \u2014 one for waste collection, one for production and one for sales.<\/p>\n<p class=\"css-ac37hb evys1bk0\">There has been some progress. Experts say Europe is shifting from lofty climate goals that often burdened industry to an approach more focused on increasing growth and giving start-ups, including those with green missions, a better chance to thrive.<\/p>\n<p class=\"css-ac37hb evys1bk0\">A report from <a class=\"css-yywogo\" href=\"https:\/\/8cmbykf0.r.us-east-1.awstrack.me\/L0\/https:%2F%2Fwww.mckinsey.com%2Findustries%2Ftechnology-media-and-telecommunications%2Four-insights%2Feurope-in-the-intelligent-age-from-ideas-to-action\/1\/010001993daf0f7d-42a068db-6e55-4417-ba80-cd2c6a1aec1f-000000\/u352nVuT7uqG330_QJasmynlJQI=443\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">McKinsey<\/a> and the World Economic Forum also called for simplifying regulations and warned that falling behind in tech investment could cost the European Union 2 trillion to 4 trillion euros by 2040, more than its planned spending on health, defense and the green transition together. The European Union plans to introduce a single set of <a class=\"css-yywogo\" href=\"https:\/\/www.reuters.com\/business\/eu-propose-uniform-rules-startups-help-them-grow-von-der-leyen-says-2025-10-03\/\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">rules for start-ups<\/a> next year to help them grow and operate across the region.<\/p>\n<p class=\"css-ac37hb evys1bk0\">To foster entrepreneurship across Europe, Lars Rasmussen, a founder of Google Maps, helped college students start Greece\u2019s first international start-up fair, <a class=\"css-yywogo\" href=\"https:\/\/8cmbykf0.r.us-east-1.awstrack.me\/L0\/https:%2F%2Fwww.panathenea.org%2F\/1\/010001993daf0f7d-42a068db-6e55-4417-ba80-cd2c6a1aec1f-000000\/Rh2dcxT_MSQtAn8hprriynXdbbs=443\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">Panathenea<\/a>, in May. After a decade-long financial crisis, Greeks have realized entrepreneurship is the way forward, he said.<\/p>\n<p class=\"css-ac37hb evys1bk0\">In recent years, Greece has become the fastest-growing <a class=\"css-yywogo\" href=\"https:\/\/tech.eu\/2025\/01\/02\/greece-s-tech-sector-grew-15-percent-in-2024\/\" title=\"\" rel=\"noopener noreferrer nofollow\" target=\"_blank\">start-up ecosystem<\/a> in Europe. Mr. Rasmussen has invested in about a dozen Greek start-ups, including PhosPrint, a laser-based bioprinting company specializing in regenerative medicine.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Worries about regulatory barriers can be \u201cself-reinforcing,\u201d Mr. Rasmussen said, preventing founders from aiming for the global stage. Success stories like Sweden\u2019s Spotify bucked that trend. \u201cIt takes one to show that you can do a world-changing, industry-disrupting start-up,\u201d he said.<\/p>\n<p class=\"css-ac37hb evys1bk0\">Europe is still fighting for its footing in the global start-up race.
