{"id":139084,"date":"2025-11-14T08:00:09","date_gmt":"2025-11-14T08:00:09","guid":{"rendered":"https:\/\/www.newsbeep.com\/ie\/139084\/"},"modified":"2025-11-14T08:00:09","modified_gmt":"2025-11-14T08:00:09","slug":"put-long-term-homeless-families-with-children-at-top-of-housing-queue-councils-told-the-irish-times","status":"publish","type":"post","link":"https:\/\/www.newsbeep.com\/ie\/139084\/","title":{"rendered":"Put long-term homeless families with children at top of housing queue, councils told \u2013 The Irish Times"},"content":{"rendered":"<p class=\"c-paragraph paywall \">Local authorities are being told to put long-term homeless families with children to the top of the queue for social housing, as part of a concerted Government effort to reduce the number of children in emergency accommodation. <\/p>\n<p class=\"c-paragraph paywall \">Senior Government figures now believe levels of child <a href=\"https:\/\/www.irishtimes.com\/tags\/homeless-crisis\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/homeless-crisis\/\">homelessness<\/a> will be how the public judges its record on the housing crisis.<\/p>\n<p class=\"c-paragraph paywall \">It is understood there is a view within the Government that it serves the greater good to lift children out of homelessness, ahead of the single adults who make up the overwhelming majority of those on social housing lists. <\/p>\n<p class=\"c-paragraph paywall \">The shift in focus towards child homelessness comes as senior figures are noting a rise in the number of people from outside the State who make up a significant proportion of the homeless population. The Government\u2019s landmark housing plan, which was published on Thursday, warned that there is an increasing proportion of people from outside the Republic who are presenting as homeless, including those who have left international protection or who have travelled to Ireland for family reunification. <\/p>\n<p class=\"c-paragraph paywall \">The report said \u201cmore than half\u201d of the households in emergency accommodation in Dublin, where the housing crisis is most acute, originate from outside Ireland.  The <a href=\"https:\/\/www.irishtimes.com\/tags\/department-of-housing-local-government-and-heritage\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/department-of-housing-local-government-and-heritage\/\">Department of Housing<\/a> is now working with local authorities to collect data \u201cto further increase the understanding of the risk factors that are driving this trend\u201d. <\/p>\n<p class=\"c-paragraph paywall \">The new plan \u2013 Delivering Homes, Building Communities 2025-2030 \u2013 also says that from 2026 on, the Department of Housing will \u201cexamine\u201d if local authorities\u2019 social housing schemes are \u201caddressing the needs of households experiencing homelessness and in particular families with children\u201d. <\/p>\n<p class=\"c-paragraph paywall \">Throughout the five-year plan, local authorities will have to work with the Department of Housing to \u201censure that sufficient allocations of social housing are being made to reduce long-term family homelessness\u201d. The social housing schemes will be reviewed by the Government to examine how many such houses are being allocated to families in emergency accommodation. <\/p>\n<p class=\"c-paragraph paywall \">Speaking at the unveiling of the housing plan on Thursday, T\u00e1naiste Simon Harris said he had concerns about how local authorities were currently allocating social housing. <\/p>\n<p class=\"c-paragraph paywall \">\u201cI\u2019ve had significant concerns for quite a period of time in terms of how social homes are being allocated and not prioritising children and families, and that changes under this plan,\u201d Mr Harris said. <\/p>\n<p class=\"c-paragraph b-it-article-body__interstitial-link\">[\u00a0<a aria-label=\"Open related story\" class=\"c-link\" href=\"https:\/\/www.irishtimes.com\/business\/2025\/11\/12\/housing-starts-drop-to-lowest-level-since-covid-lockdowns-as-government-readies-new-plan\/\" rel=\"noreferrer nofollow noopener\" target=\"_blank\">Housing starts drop to lowest level since Covid lockdowns as Government readies new planOpens in new window<\/a>\u00a0]<\/p>\n<p class=\"c-paragraph paywall \">According to the <a href=\"https:\/\/www.housingagency.ie\/news-events\/summary-social-housing-assessments-2024\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.housingagency.ie\/news-events\/summary-social-housing-assessments-2024\">Summary of Social Housing Assessments<\/a> \u2013 an annual <a href=\"https:\/\/www.irishtimes.com\/tags\/housing-agency\/\" target=\"_self\" rel=\"nofollow noopener\" title=\"https:\/\/www.irishtimes.com\/tags\/housing-agency\/\">Housing Agency<\/a> report \u2013  single adults made up the majority of households on the social housing waiting list last year. The report said this group \u201cgrew proportionately from 57.4 per cent of the total in 2023 to 60.8 per cent in 2024\u201d. One-parent family households represented the second-highest group, representing around a fifth of those on the waiting lists. <\/p>\n<p class=\"c-paragraph paywall \">Advocacy groups including Focus Ireland have been pointing out to the Government that child homelessness is one part of the housing crisis that could and should be ended. <\/p>\n<p class=\"c-paragraph paywall \">Nutritional and educational issues facing homeless children who eat and do their homework in hotel rooms will also be addressed under a new child and family homelessness plan. <\/p>\n<p class=\"c-paragraph paywall \">That action plan, based on the principles in the United Nations Convention on the Rights of the Child, will be set up by the Government.
