Groups have warned it would mean \u201ceveryday Australians\u201d end up footing the bill for the losses.<\/p>\n<p class=\"yf-1090901\">Assistant Treasurer Daniel Mulino is currently reviewing the <a data-i13n=\"cpos:4;pos:1\" href=\"https:\/\/cslr.org.au\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Compensation Scheme of Last Resort (CSLR);cpos:4;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Compensation Scheme of Last Resort (CSLR)<\/a> as claims and costs blow out. The scheme, which was set up two years ago, provides compensation of up to $150,000 to victims of financial misconduct.<\/p>\n<p class=\"yf-1090901\">It is currently funded by an annual levy on financial advisers, banks, other lenders, stock and mortgage brokers. However, Mulino revealed the government was considering forcing <a data-i13n=\"cpos:5;pos:1\" href=\"https:\/\/au.finance.yahoo.com\/news\/superannuation-explained-the-one-investment-structure-that-lets-you-legally-pay-zero-tax-180013257.html\" data-ylk=\"slk:super funds;cpos:5;pos:1;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">super funds<\/a> to contribute to the scheme.<\/p>\n<p class=\"yf-1090901\">RELATED<\/p>\n<p class=\"yf-1090901\">The cap is $20 million per subsector, but the Minister has discretion to impose a special levy, which is anticipated to be required given the scale of the <a data-i13n=\"cpos:9;pos:1\" href=\"https:\/\/au.news.yahoo.com\/huge-move-first-guardian-super-060041996.html\" data-ylk=\"slk:Shield and First Guardian collapses;cpos:9;pos:1;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">Shield and First Guardian collapses<\/a>.<\/p>\n<p class=\"yf-1090901\">The CSLR revealed a total levy of $137.5 million would be needed for the 2027 financial year to cover an expected 912 claims. (Source: Eamon Gallagher)      <\/p>\n<p class=\"yf-1090901\">It\u2019s argued that spreading excess costs across \u201cunrelated sub-sectors\u201d would \u201cembed and escalate moral hazard\u201d and be likely to \u201cescalate risky behaviour, weaken accountability, and make some consumers pay twice\u201d.<\/p>\n<p class=\"yf-1090901\">It has called for <a data-i13n=\"cpos:12;pos:1\" href=\"https:\/\/au.finance.yahoo.com\/news\/retirement-warning-for-millions-of-australians-as-1-trillion-smsf-trend-puts-savings-at-risk-033827447.html\" data-ylk=\"slk:stronger consumer protections;cpos:12;pos:1;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">stronger consumer protections<\/a> across the system to ensure the bill doesn\u2019t continue to mount.<\/p>\n<p class=\"yf-1090901\">\u201cIt\u2019s crucial to close the door to stop consumer harms like these in the first place. Prevention is always better than clean up,\u201d said Super Members Council CEO Misha Schubert.<\/p>\n<p class=\"yf-1090901\">\u201cIt\u2019s just not fair to ask 12 million low- and middle-income Australians in the highly regulated super system to pay for compensation for other parts of the financial services system.\u201d<\/p>\n<p class=\"yf-1090901\">The group said the government could consider alternative funding sources as a \u201cshort-term stopgap\u201d, such as drawing on <a data-i13n=\"cpos:13;pos:1\" href=\"https:\/\/au.finance.yahoo.com\/news\/aussies-pocket-share-19bn-044656687.html\" data-ylk=\"slk:unclaimed money;cpos:13;pos:1;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">unclaimed money<\/a> held by the Australian Taxation Office (ATO) where it has not been claimed after exhaustive efforts.<\/p>\n<p> Story Continues  <\/p>\n<p class=\"yf-1090901\">The ATO revealed there was $18.9 billion in <a data-i13n=\"cpos:14;pos:1\" href=\"https:\/\/au.finance.yahoo.com\/news\/2590-ato-superannuation-cash-boost-that-7-million-aussies-can-claim-now-easy-040507211.html\" data-ylk=\"slk:lost and unclaimed super;cpos:14;pos:1;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">lost and unclaimed super<\/a> for just under 7.3 million accounts, an increase of $1.1 billion since 2024.<\/p>\n<p class=\"yf-1090901\">Super can become lost if your account is inactive and your fund can&#8217;t contact you. This could be the case if you&#8217;ve changed your details, changed jobs or moved address.<\/p>\n<p class=\"yf-1090901\">The Association of Superannuation Funds of Australia (ASFA) has also rejected suggestions the superannuation sector should contribute to the scheme, as has the Australian Council of Trade Unions.<\/p>\n<p class=\"yf-1090901\">The ACTU argued APRA has failed to recognise and respond to the threat presented by the First Guardian and Shield collapses, and said this could <a data-i13n=\"cpos:15;pos:1\" href=\"https:\/\/au.finance.yahoo.com\/news\/push-for-major-superannuation-overhaul-as-retirees-risk-250000-hit-will-suffer-040336953.html\" data-ylk=\"slk:cost working people\u2019s super savings;cpos:15;pos:1;elm:context_link;itc:0;sec:content-canvas;outcm:mb_qualified_link;_E:mb_qualified_link;ct:story;\" class=\"link  yahoo-link\" rel=\"nofollow noopener\" target=\"_blank\">cost working people\u2019s super savings<\/a> through an increase in mandatory levies paid by all super funds.<\/p>\n<p class=\"yf-1090901\">\u201cAPRA\u2019s abrogation of its responsibility to regulate for-profit platform trustees has robbed workers of tens of thousands of dollars of their life savings and could now end up costing them even more,&#8221; ACTU assistant secretary Joseph Mitchell said.<\/p>\n<p class=\"yf-1090901\">&#8220;Working people should not have to pay for APRA and ASIC\u2019s failures.&#8221;<\/p>\n<p class=\"yf-1090901\">The Financial Advice Association of Australia has called on the levy to be spread across the \u201cbroadest possible range of sectors\u201d, including super funds, so subsectors are not disproportionately burdened.<\/p>\n<p class=\"yf-1090901\">The Financial Services Council (FSC) has also called for a &#8220;diversified approach&#8221;. It wants the CSLR to be reformed to ensure it remains &#8220;genuinely &#8216;last resort&#8217; and targeted towards those most in need&#8221; and said it opposed normalising the use of special levies.<\/p>\n<p class=\"yf-1090901\">FSC CEO Blake Briggs said $137.5 million estimate was &#8220;another blow to law abiding financial advice businesses&#8221;.<\/p>\n<p class=\"yf-1090901\">\u201cThe wider financial services sector is willing to do its part to meet the existing shortfall, provided the costs are distributed widely and fairly,&#8221; he said.<\/p>\n<p class=\"yf-1090901\">&#8220;A diversified approach avoids disproportionate impacts on individual subsectors and reduces the risk of cross-industry disputes.&#8221;<\/p>\n<p class=\"yf-1090901\">In September, <a data-i13n=\"cpos:16;pos:1\" href=\"https:\/\/www.asic.gov.au\/about-asic\/news-centre\/find-a-media-release\/2025-releases\/25-215mr-macquarie-admits-to-shield-contraventions-and-commits-to-pay-affected-members\/\" rel=\"nofollow noopener\" target=\"_blank\" data-ylk=\"slk:Macquarie agreed to compensate victims;cpos:16;pos:1;elm:context_link;itc:0;sec:content-canvas\" class=\"link \">Macquarie agreed to compensate victims<\/a> of the Shield Master Fund collapse.
